    War and state formation in Lebanon: can Tilly be applied to the developing world?

    State formation in the developing world can be explained as growing centralisation and institutionalisation. To understand why some states struggle with state formation, or the processes of centralisation, the model provided by Charles Tilly, in his analysis of state formation in Western Europe, is applied to Lebanon, starting at the onset of the 1975 civil war and concluding with an analysis of the post-Syrian occupation environment. With the appropriate conditions it is possible to use Tilly’s model of war making and the state to measure state formation, or the lack thereof, in the developing world. Conclusively, in the case of Lebanon, it is evident that progress towards strong state formation has been made because of processes of war that are similar to those Tilly outlines in his historical analysis of Western Europe

    Book Review: John Chalcraft’s ‘Popular Politics in the Making of the Modern Middle East’

    John Chalcraft’s recent book Popular Politics: In the Making of the Modern Middle East sets out to accomplish two difficult tasks: first, the book provides a survey history of contentious politics in the MENA region beginning in 1783 Algeria, and ending with the 2011 protests in Egypt. Second, it provides an innovative theoretical framework that can be applied to the examination of contentious politics in general. In doing so, Chalcraft sets out his analysis by arguing that protest and revolution do not necessarily equate socio-political progress, as it is often conceived of in Western historiography; nor should we conceive of protest and revolution in the MENA region as being mired with violence and fanaticism, as often portrayed through a neo-Orientalist framework. Instead, Chalcraft seeks to rectify perceptions of contentious politics that are too often situated at one of these two extremes. Chalcraft is concerned with the means and consequences of contentious mobilisation and he takes great care to situate the events in their political, economic and social contexts; seeking an ever deeper analysis by drawing on the goals, strategies, principles and tactics of the leadership, organisations and identities involved

    Racializing Religion: Constructing Colonial Identities in the Syrian Provinces in the Nineteenth Century

    In recent decades, international events and incisive critical voices have catapulted the concepts of race and religion to the foreground of International Relations research. In particular, scholars have sought to recover the racialized and imperial beginnings of IR as an academic discipline in the early-20th century. This article contributes to this growing body of work by analyzing both race and religion as conceptual tools of scientific imperial administration—tools that in the 19th century classified and divided the global periphery along a continuum of civilizational and developmental difference. The article then applies this framework to the case of French, and more broadly, European, relations with populations in the Ottoman Empire, particularly within the Syrian Provinces. As described throughout this article and the case study, the Europeans used the language of race to contribute to religious hierarchies in the Syrian provinces in the mid- and late-19th century, having a lasting effect on discussions of religion in IR and international politics

    The state as a standard of civilisation: assembling the modern state in Lebanon and Syria, 1800-1944

    This thesis critiques the conceptualisation of the state as a rational product of modernity that places importance on institutional capacity and typological criteria. Tied to this history is a distinct set of knowledges and practices that inform international relations and politics, including those of contemporary development and state building. The expansion of these knowledges and practices through colonialism, imperial modernisation, and global governance have established a global standard of civilisation of statehood that fails to give credence to the specific history of the state in the non-West. This thesis argues that in order to better understand the state in the non-West, it is necessary to examine the process of state formation as one that is linked to colonialism, imperial modernisation, and the advent of global governance, which produced a global standard of civilisation, altering the relationship between the domestic social field in the global peripheries and structures of governance. It traces how colonial knowledges and practices were assembled onto and interacted with preexisting knowledges and practices in the political, economic, and social environments and the consequence of these assembled knowledges and practices. Through the use of archival material triangulated with secondary source histories, the thesis examines the history of state formation in the Middle East, focusing on Lebanon and Syria, previously the Syrian provinces of the Ottoman Empire, from 1800 to 1944. It examines the social, economic, and political transformations that occurred during the nineteenth and early twentieth centuries in Lebanon and Syria; taking into account Ottoman imperial modernisation, European interference and intervention, and the subsequent French mandate

    Challenging Institutional Racism in International Relations and Our Profession: Reflections, Experiences, and Strategies

    Attempts to create a more inclusive discipline and profession have been commended by many and derided by some. While these attempts have pushed for change, particularly with regards to more equal representation of gender and race among faculty, policies aimed at creating a more inclusive environment are often tokenistic, administrative and bureaucratic, and fail to address structural and institutional practices and norms. Moreover, the administrative and bureaucratic policies put into place are generally targeted at a single categorical group, failing to take into account the manner in which identities are intersecting and overlapping. Equality, Diversity and Inclusion often gets driven by Human Resources and Marketing rather than owned by the wider university. This forum draws from a variety of contributions that focus on describing the lived realities of institutional racism, its intersections with other forms of discrimination, and strategies for change. In putting together this forum, we do not aim to create a checklist of practical steps. Instead, we hope to signpost and make visible the successes and failures of previous challenges and future possibilities that must be taken by both faculty and administrations

    The Lebanese Civil War and post-conflict power sharing: continuation of conflict dynamics in post-conflict environments

    Lebanese political dynamics are often characterized by political confessionalism, neo-liberal economics, corruption, and its particularity as an Arab state with Western social orientations. Although these characterizations may seem, at times, contradictory, this article argues that they are part of a political structure that initially developed during the Civil War (1975–1990) that was sustained by Lebanon’s post-conflict power sharing agreement. This article builds on the critiques present in the developing scholarship on post-conflict power sharing, demonstrating how dynamics established as a consequence of the Civil War continued into the post-conflict period. This has led to the reproduction of sectarian boundary inflammation, limitations on democratic and civil society mobilisation, and political stagnation. The article concludes with an analysis of the 2015 Garbage Crisis as exemplary of sustained Civil War dynamics and the consequent constraints on civil society mobilisation caused by these dynamics
