Regionalism Through Partnerships? Metropolitan Planning Since ISTEA
Metropolitan planning organizations (MPOs) were given significant new responsibilities for transportation decision-making with the passage ofISTEA but were expected to carry out these responsibilities in partnership with state agencies and a variety ofpublic and private interest groups. Since the ISTEA partnership approach is continued under thefollow-on TEA-21 /egis/ation, it is important to understand the institutional relationships thus formed and their strengths and limitations. Drawingfrom the literature as well as our own interviews in two dozen large metropolitan regions, in this paper we review the experience to date with partnerships under JSTEA. Five types of partnerships are identified, in order ofincreasing levels ofinteraction, shared responsibility, and role equality: consultation, coordination, cooperation, consensus building, and collaboration. Wefind that most MPO activities are of the first three types. Successes in lower-level partnerships can open doorsfor higher levels ofpartnership, but by no means assure it; partnerships have produced gains but they also have caused cmiflicts. Research on the social learning aspects of partnership development could provide insights into the evolution of regional institutions as well as useful modelsfor progressive practice
Equity Impacts of Transit Fare Proposals: A Case Study of AC Transit
Faced with budget shortfalls, Oaklandâs AC Transit proposed five alternative fare structures combining base fare hikes or reductions, eliminating free transfers, and discontinuing passes. Using onboard survey data, we analyzed impacts of proposals on groups of riders, evaluated equity impacts, and estimated potential fare revenues. Policies that eliminated passes or transfers produced dramatically unequal impacts on lower income riders, youth, and minorities. Flat fares were least equitable even with base fare reductions because less affluent riders made more frequent trips and transfers than the more affluent. The most equitable and profitable proposals adjusted existing fare structures

Cost per User as Key Factor in Project Prioritization: A Case Study of the San Francisco Bay Area
Efforts to accommodate increasing and dispersed demand for travel in the face of mounting traffic congestion, escalating construction costs, limited rights of way, and diminished air quality have caused planning agencies to adopt plans that would enhance transit choices. Faced with fiscal limitations, the need to prioritize the ever-growing list of improvement projects is paramount. To meet this need in the development of the Bay Area System Plan for Regional Express Bus Service in California, a survey of existing literature on capital investment prioritization in transportation was conducted. This review led to development of a simple prioritization methodology with which to analyze the projects. Unit costs per ride were calculated to facilitate comparisons between the various proposals. The cost estimation procedure involved a systematic sequence of analyses that included the development and quantification of conceptual design elements, application of unit capital as well as operation and maintenance costs, and matching of annualized costs with annual ridership to derive costs per affected ride. Results revealed that the greater majority of proposed improvements could be implemented at a relatively low total cost. The estimates also suggest that most proposed improvements will not add very significant additional costs per ride to existing operations. The case study demonstrates the utility of projects and illustrates an approach that could be used by other agencies
Integrated landscape approaches to managing social and environmental issues in the tropics: learning from the past to guide the future
Poverty, food insecurity, climate change and biodiversity loss continue to persist as the primary environmental and social challenges faced by the global community. As such, there is a growing acknowledgement that conventional sectorial approaches to addressing often inter-connected social, environmental, economic and political challenges are proving insufficient. An alternative is to focus on integrated solutions at landscape scales or âlandscape approachesâ. The appeal of landscape approaches has resulted in the production of a significant body of literature in recent decades, yet confusion over terminology, application and utility persists. Focusing on the tropics, we systematically reviewed the literature to: (i) disentangle the historical development and theory behind the framework of the landscape approach and how it has progressed into its current iteration, (ii) establish lessons learned from previous land management strategies, (iii) determine the barriers that currently restrict implementation of the landscape approach and (iv) provide recommendations for how the landscape approach can contribute towards the fulfilment of the goals of international policy processes. This review suggests that, despite some barriers to implementation, a landscape approach has considerable potential to meet social and environmental objectives at local scales while aiding national commitments to addressing ongoing global challenges
Compulsory convenience? How large arterials and land use affect midblock crossing in Fushun, China
JTLU vol 3, no 3, pp 61-82 (2010)This study focuses on how street design and land uses influence pedestrian behavior in a medium-sized Chinese city, Fushun. In cities throughout China, the change from workplace-managed and assigned housing to market housing has had profound effects on pedestrians. Coupled with motorization, pedestrian trips are increasingly external, pushed out of the protected space of the gated block and onto massive arterials that now carry automobiles, trucks, and buses in growing numbers. Long blocks, unenforced zebra crossings, and inadequate green time at traffic signals do not equitably accommodate those on foot; thus, pedestrians violate the system by crossing midblock. In Fushun, the long block lengths and large arterials, lack of enforcement, and unfavorable pedestrian policies creates an environment which incentivizes midblock crossing behavior
A Screen-Peck Task for Investigating Cognitive Bias in Laying Hens
Affect-induced cognitive judgement biases occur in both humans and animals. Animals in a more negative affective state tend to interpret ambiguous cues more negatively than animals in a more positive state and vice versa. Investigating animals' responses to ambiguous cues can therefore be used as a proxy measure of affective state. We investigated laying hens' responses to ambiguous stimuli using a novel cognitive bias task. In the 'screen-peck' task, hens were trained to peck a high/low saturation orange circle presented on a computer screen (positive cue-P) to obtain a mealworm reward, and to not peck when the oppositely saturated orange circle was presented (negative cue-N) to avoid a one second air puff. Ambiguous cues were orange circles of intermediate saturation between the P and N cue (near-positive-NP; middle-M; near-negative-NN), and were unrewarded. Cue pecking showed a clear generalisation curve from P through NP, M, NN to N suggesting that hens were able to associate colour saturation with reward or punishment, and could discriminate between stimuli that were more or less similar to learnt cues. Across six test sessions, there was no evidence for extinction of pecking responses to ambiguous cues. We manipulated affective state by changing temperature during testing to either ~20°C or ~29°C in a repeated measures cross-over design. Hens have been shown to prefer temperatures in the higher range and hence we assumed that exposure to the higher temperature would induce a relatively positive affective state. Hens tested under warmer conditions were significantly more likely to peck the M probe than those tested at cooler temperatures suggesting that increased temperature in the ranges tested here may have some positive effect on hens, inducing a positive cognitive bias
Reverse Commuting and Job Access in California: Markets, Needs and Policy Prospects
Getting to work, keeping appointments, and taking advantage of employment support services require suitable transportation. Many low-income Californians do not own cars and, outside of large metropolitan areas, public transit services are often sparse or non-existent, making it difficult for jobless individuals to make the transition from welfare-to-work. The challenges are especially great for those trying to get from central-city residences to suburban jobs, so-called reverse commuters, since public transportation services have traditionally been aligned in the opposite direction. Propelling the growth in reverse commuting has been a number of powerful megatrends. Topping the list has been decentralization of employment, spawned by such factors as cheaper real estate prices on the outskirts and telecommunication advances that have allowed suburban back-offices to easily communicate with central-city core offices. Spatial mismatches have been blamed for the persistent problem of concentrated unemployment in Californiaâs inner cities. Those with minimal education and work skills are increasingly isolated from the many entry-level and service-sector jobs in the suburbs. Many inner-city residents with suburban jobs work late-hour shifts and on weekends, periods when many buses and trains do not operate. This study: (1) defines the existing reverse-commute marketplace in California; (2) identifies and evaluates existing public transportation services in terms of their success and responsiveness in serving reverse-commute and job-access demands; (3) examines unmet mobility needs; and (4) proposes policy initiatives and strategies that hold promise for significantly improving reverse-commute services throughout the state
Role of CD14+ monocyte-derived oxidised mitochondrial DNA in the inflammatory interferon type 1 signature in juvenile dermatomyositis
OBJECTIVES: To define the host mechanisms contributing to the pathological interferon (IFN) type 1 signature in Juvenile dermatomyositis (JDM). METHODS: RNA-sequencing was performed on CD4+, CD8+, CD14+ and CD19+ cells sorted from pretreatment and on-treatment JDM (pretreatment n=10, on-treatment n=11) and age/sex-matched child healthy-control (CHC n=4) peripheral blood mononuclear cell (PBMC). Mitochondrial morphology and superoxide were assessed by fluorescence microscopy, cellular metabolism by 13C glucose uptake assays, and oxidised mitochondrial DNA (oxmtDNA) content by dot-blot. Healthy-control PBMC and JDM pretreatment PBMC were cultured with IFN-α, oxmtDNA, cGAS-inhibitor, TLR-9 antagonist and/or n-acetyl cysteine (NAC). IFN-stimulated gene (ISGs) expression was measured by qPCR. Total numbers of patient and controls for functional experiments, JDM n=82, total CHC n=35. RESULTS: Dysregulated mitochondrial-associated gene expression correlated with increased ISG expression in JDM CD14+ monocytes. Altered mitochondrial-associated gene expression was paralleled by altered mitochondrial biology, including 'megamitochondria', cellular metabolism and a decrease in gene expression of superoxide dismutase (SOD)1. This was associated with enhanced production of oxidised mitochondrial (oxmt)DNA. OxmtDNA induced ISG expression in healthy PBMC, which was blocked by targeting oxidative stress and intracellular nucleic acid sensing pathways. Complementary experiments showed that, under in vitro experimental conditions, targeting these pathways via the antioxidant drug NAC, TLR9 antagonist and to a lesser extent cGAS-inhibitor, suppressed ISG expression in pretreatment JDM PBMC. CONCLUSIONS: These results describe a novel pathway where altered mitochondrial biology in JDM CD14+ monocytes lead to oxmtDNA production and stimulates ISG expression. Targeting this pathway has therapeutical potential in JDM and other IFN type 1-driven autoimmune diseases
Feminist Reflections on the Scope of Labour Law: Domestic Work, Social Reproduction and Jurisdiction
Drawing on feminist labour law and political economy literature, I argue that it is crucial to interrogate the personal and territorial scope of labour. After discussing the âcommodificationâ of care, global care chains, and body work, I claim that the territorial scope of labour law must be expanded beyond that nation state to include transnational processes. I use the idea of social reproduction both to illustrate and to examine some of the recurring regulatory dilemmas that plague labour markets. I argue that unpaid care and domestic work performed in the household, typically by women, troubles the personal scope of labour law. I use the example of this specific type of personal service relation to illustrate my claim that the jurisdiction of labour law is historical and contingent, rather than conceptual and universal. I conclude by identifying some of the implications of redrawing the territorial and personal scope of labour law in light of feminist understandings of social reproduction
