1990s: Decade of Change
As market principles took firmer hold in New Zealand public policy in the 1990s, ACC received close scrutiny and passed through three legislative revisions. The idea of opening ACC to competition from private insurance providers was moving up the policy agenda—and was briefly enacted in 1999, prior to a change in government. New management practices within ACC focused attention on cost containment, benefit levels, and experience-rated premiums for employers. This paper, by the current Chair of ACC, summarises the history of formal reviews, administrative changes, and legislative reforms across the decade, including the increasing emphasis on administrative efficiency
The case for better parliamentary scrutiny of legislation
I began as a sceptic of a Regulatory Responsibility Bill. It was obviously a deliberate echo of the Fiscal Responsibility Act 1994. And of all the reforms for which the reform period of the 1980s and 1990s is now remembered (the State-Owned Enterprises Act 1986, the State Sector Act 1988, Public Finance Act 1989, Reserve Bank Act 1989 and so on) the Fiscal Responsibility Act I have always regarded as the least significant. 
A Labour Party View
David Caygill, the then-Deputy Leader of the Opposition, explores the Treaty of Waitangi settlement process from the perspective of the Labour Party. First, the author and his party reject the fiscal envelope to address outstanding Treaty claims. Secondly, the author discusses outstanding Article II claims under the Treaty. Finally, the author also discusses Article III claims. The author concludes that the real unfinished business is less about settlement and more about giving the Treaty contemporary meaning.

The proneural wave in the Drosophila optic lobe is driven by an excitable reaction-diffusion mechanism.
In living organisms, self-organised waves of signalling activity propagate spatiotemporal information within tissues. During the development of the largest component of the visual processing centre of the Drosophila brain, a travelling wave of proneural gene expression initiates neurogenesis in the larval optic lobe primordium and drives the sequential transition of neuroepithelial cells into neuroblasts. Here, we propose that this 'proneural wave' is driven by an excitable reaction-diffusion system involving epidermal growth factor receptor (EGFR) signalling interacting with the proneural gene l'sc. Within this framework, a propagating transition zone emerges from molecular feedback and diffusion. Ectopic activation of EGFR signalling in clones within the neuroepithelium demonstrates that a transition wave can be excited anywhere in the tissue by inducing signalling activity, consistent with a key prediction of the model. Our model illuminates the physical and molecular underpinnings of proneural wave progression and suggests a generic mechanism for regulating the sequential differentiation of tissues.Wellcome Trust

Contemporary Art and Transitional Justice in Northern Ireland: The Consolation of Form
Abstract
Contemporary artworks in Northern Ireland are explored here as critical constellations, in Walter Benjamin’s sense, that engage the cultural processes of transition through their problematisation of it. It is argued that the artworks become sites in which the assumptions of transition are opened up for critical reflection, requesting attention to the foreclosing of the meanings of memory, of past-and-future, of community. A mode of critical questioning of the present renders the present problematic not in terms of exclusions nor with reference to a past that cannot or will not be erased, but in terms of the present’s inability to be conceived through a linear conception of time. That is, the past and its relation to both the present and to the future are set in oscillation as artworks explore the complex temporalities of a present self-consciously attempting to narrate itself away from the past. The artworks, ‘without the bigotry of conviction’ as Seamus Deane put it, suggest that the task of dealing with the past is flawed wherever the past is conceived as a history that can be rendered present to be judged by subjects who are thereby placed beyond it. That is the illusion of a present ‘no-time’ that dovetails with the desires of commercial enterprise and neo-liberal conceptions of freedom. If this suggests an unceasing restlessness, the consolation is that this questioning does take a form, not as judgement or political decision but as artworks which by definition, remain open to reinterpretation and new understandings. These issues are discussed with reference to the work of four artists in Northern Ireland: the paintings of Rita Duffy, the photography and installation work of Anthony Haughey, and the sculptural works of Philip Napier and Mike Hogg
Impact of gastro-oesophageal reflux on microRNA expression, location and function
We have shown that miRNA expression is altered in the
oesophageal squamous mucosa from individuals with
gastro-oesophageal reflux and ulcerative oesophagitis.
These changes in miR-143, miR-145 and miR-205 expression
appear to be most pronounced in the basal
layer of the oesophageal epithelium. In the context of
gastro-oesophageal reflux these expression changes
might influence proliferation and apoptosis and thereby
regulate epithelial restoration. It is reasonable to hypothesise
that they could represent early molecular events preceding
the development of Barrett’s oesophagus, although
proving this will require further studies as described
above. Future detailed analyses of the role of these miRNAs
in progression from gastro-oesophageal reflux to
Barrett’s oesophagus, and then to oesophageal adenocarcinoma
will be valuable, and may help in efforts to control

Remdesivir-ivermectin combination displays synergistic interaction with improved in vitro activity against SARS-CoV-2
A key element for the prevention and management of COVID-19 is the development of effective therapeutics. Drug combination strategies of repurposed drugs offer several advantages over monotherapies, including the potential to achieve greater efficacy, the potential to increase the therapeutic index of drugs and the potential to reduce the emergence of drug resistance. Here, we report on the in vitro synergistic interaction between two FDA approved drugs, remdesivir and ivermectin resulting in enhanced antiviral activity against SARS-CoV-2. Whilst the in vitro synergistic activity reported here does not support the clinical application of this combination treatment strategy, due to insufficient exposure of ivermectin in vivo, the data do warrant further investigation. Efforts to define the mechanisms underpinning the observed synergistic action, could lead to the development of novel therapeutic treatment strategies
Alteration of EGFR Spatiotemporal Dynamics Suppresses Signal Transduction
The epidermal growth factor receptor (EGFR), which regulates cell growth and survival, is integral to colon tumorigenesis. Lipid rafts play a role in regulating EGFR signaling, and docosahexaenoic acid (DHA) is known to perturb membrane domain organization through changes in lipid rafts. Therefore, we investigated the mechanistic link between EGFR function and DHA. Membrane incorporation of DHA into immortalized colonocytes altered the lateral organization of EGFR. DHA additionally increased EGFR phosphorylation but paradoxically suppressed downstream signaling. Assessment of the EGFR-Ras-ERK1/2 signaling cascade identified Ras GTP binding as the locus of the DHA-induced disruption of signal transduction. DHA also antagonized EGFR signaling capacity by increasing receptor internalization and degradation. DHA suppressed cell proliferation in an EGFR-dependent manner, but cell proliferation could be partially rescued by expression of constitutively active Ras. Feeding chronically-inflamed, carcinogen-injected C57BL/6 mice a fish oil containing diet enriched in DHA recapitulated the effects on the EGFR signaling axis observed in cell culture and additionally suppressed tumor formation. We conclude that DHA-induced alteration in both the lateral and subcellular localization of EGFR culminates in the suppression of EGFR downstream signal transduction, which has implications for the molecular basis of colon cancer prevention by DHA
Role of dietary fatty acids in mammary gland development and breast cancer
Breast cancer is the most common cancer among women worldwide. Estimates suggest up to 35% of cases may be preventable through diet and lifestyle modification. Growing research on the role of fats in human health suggests that early exposure in life to specific fatty acids, when tissues are particularly sensitive to their environment, can have long-term health impacts. The present review examines the role of dietary fat in mammary gland development and breast cancer throughout the lifecycle. Overall, n-3 polyunsaturated fatty acids have promising cancer-preventive effects when introduced early in life, and warrant further research to elucidate the mechanisms of action
