    Effectiveness of lending for vocational education and training: lessons from World Bank experience

    This paper reviews the Bank involvement in the vocational education and training (VET) sub-sector in the 1990s. The paper aims to do just that, by mainly seeking answers to the following questions: 1) How has the Bank performed in its lending services to its clients in VET? 2) How have VET projects performed in terms of meeting stated objectives? 3) What factors led to the success, or failure of Bank operations? Based on what has been learned, the paper provides suggestions about how the performance of future VET interventions can be improved.     Effects of ee+νee^- e^+ \nu_e Decays of Tau Neutrinos Near A Supernova

    We revisit the constraints implied by SN 1987 A observations on the decay rate of a multi-MeV ντ\nu_\tau decaying into the visible channel ντe+eνe\nu_\tau \rightarrow e^+ e^- \nu_e, if its lifetime is more than 10 {\it sec.}. We discuss its implication for the minimal left-right symmetric model with see-saw mechanism for neutrino masses. We also speculate on the possible formation of a ``giant Capacitor" in intergalactic space due to the decay of "neutronization" ντ\nu_\tau's and spin allignment possibility in the supernova.Comment: 29 Pages, Tex file, UMDHEP 94-4

    Effect of Pre-harvest Application of Calcium Chloride and Gibberellic Acid on Shelf-Life and Post-Harvest Quality of Apricot (Prunus armeniaca L.) Cv. Harcot

    Pre-harvest application of calcium chloride (0.5, 1.0, and 1.5 %) and gibberellic acid(10, 20 and 30 ppm) at 80% blooming, fruit-set and at 15 days before harvest were carried out on 5-year old trees of apricot cv. Harcot. All the treatments significantly reduced physiological loss in fruit weight, fruit diameter and spoilage percentage during storage. However, CaCl2 @ 1.5% was found to be most effective in minimizing weight loss in fruits during storage compared to Control. Fruits quality (TSS, titrable acidity, TSS/TA, ascorbic acid, total sugar, etc.) was also found to be better (even at 8 days of storage at ambient condition with this treatment) compared to Control. Hence, it can be concluded that pre-harvest foliar application in apricot cv. Harcot with CaCl2 @ 1.5% at three stages, i.e., 80% blooming, at fruit-set and 15 days before harvest, enhances shelf-life of the fruit from 3-5 days storage to 8 days storage, and can maintain good fruit quality under ambient storage-condition for up to 8 days

    Electronic Energy Spectra of Square and Cubic Fibonacci Quasicrystals

    Understanding the electronic properties of quasicrystals, in particular the dependence of these properties on dimension, is among the interesting open problems in the field of quasicrystals. We investigate an off-diagonal tight-binding Hamiltonian on the separable square and cubic Fibonacci quasicrystals. We use the well-studied singular-continuous energy spectrum of the 1-dimensional Fibonacci quasicrystal to obtain exact results regarding the transitions between different spectral behaviors of the square and cubic quasicrystals. We use analytical results for the addition of 1d spectra to obtain bounds on the range in which the higher-dimensional spectra contain an absolutely continuous component. We also perform a direct numerical study of the spectra, obtaining good results for the square Fibonacci quasicrystal, and rough estimates for the cubic Fibonacci quasicrystal

    The number of neutrino induced upward going muons from a single Gamma Ray Burst (GRB) expected to be detected by the proposed kilometer scale IceCube detector at the South Pole location has been calculated. The effects of the Lorentz factor, total energy of the GRB emitted in neutrinos and its distance from the observer (red shift) on the number of neutrino events from the GRB have been examined.     Quantum Diffusion in Separable d-Dimensional Quasiperiodic Tilings

    We study the electronic transport in quasiperiodic separable tight-binding models in one, two, and three dimensions. First, we investigate a one-dimensional quasiperiodic chain, in which the atoms are coupled by weak and strong bonds aligned according to the Fibonacci chain. The associated d-dimensional quasiperiodic tilings are constructed from the product of d such chains, which yields either the square/cubic Fibonacci tiling or the labyrinth tiling. We study the scaling behavior of the mean square displacement and the return probability of wave packets with respect to time.     Incompressible Turbulence as Nonlocal Field Theory

    It is well known that incompressible turbulence is nonlocal in real space because sound speed is infinite in incompressible fluids. The equation in Fourier space indicates that it is nonlocal in Fourier space as well. Contrast this with Burgers equation which is local in real space. Note that the sound speed in Burgers equation is zero. In our presentation we will contrast these two equations using nonlocal field theory.     Probing Pseudo-Dirac Neutrino through Detection of Neutrino Induced Muons from GRB Neutrinos

    The possibility to verify the pseudo-Dirac nature of neutrinos is investigated here via the detection of ultra high energy neutrinos from distant cosmological objects like GRBs. The very long baseline and the energy range from \sim TeV to \sim EeV for such neutrinos invokes the likelihood to probe very small pseude-Dirac splittings. The expected secondary muons from such neutrinos that can be detected by a kilometer scale detector such as ICECUBE is calculated. The pseudo-Dirac nature, if exists, will show a considerable departure from flavour oscillation scenario in the total yield of the secondary muons induced by such neutrinos.Comment: 11 pages, 3figure
