    Technology Diffusion, North-South Spillovers and Industrial Location

    Relying on a model of economic geography, this paper discusses development opportunities arising from international trade and technology diffusion. We show that either import substitution or trade liberalization may trigger takeoff in the developing country, although these two policies work through different mechanisms. The industrialization process is also influenced by knowledge spillovers: strong international technology diffusion offers better prospects for the developing country to benefit from technological externalities provided abroad. Thus, one objective of the developing country should be to enhance its absorptive capacity in order to exploit these technological externalities. In this context, only import substitution trade policy seems to be successful in financing indigenous learning process. However, this result is strongly dependent on the effectiveness of budgetary resource allocation.

    Impact of Strategic Management Accounting on Operating Performance: Research in Public Universities of Vietnam

    Purpose: The study aims to evaluate the impact of strategic management accounting (SMA) on the operating performance of Vietnamese public universities in terms of autonomy, student size, and number of years of establishment.   Theoretical framework: The paper is based on the theory of strategic management accounting, including the use of strategic management accounting as well as the characteristics of organizations in general and universities in particular.   Design/Methodology/Approach: Survey data were collected from 142 accountants of 102 public higher education institutions, cleaned data, and used regression analysis by SPSS 22 software.   Findings: The results showed that with 07 factors of SMA stands for Strategic Application (AD), Strategic Planning (LKH), Strategic Management Accounting (KT), Financial Measures (TC), Non-Financial Measures (PTC), Reporting strategy (BC), and Strategic Management Decision Making (RQD), there are only 3 factors that have an impact on the performance of quality universities (Application of Strategy, Quality Management Accounting Techniques, and Financial Measures). Considering the control variable, only the degree of autonomy, and the number of students have a positive effect on the impact of quality management accounting information and the performance of universities.   Research, practical & social implications: The results contribute to additional evidence for managers to pay more attention to quality management accounting information, thereby improving the universites' operational performance. In addition, this study complements the literature review documents related to the content of SMA and the impact of using SMA on the performance of universities.   Originality/Value: The study provided an extension on the impact of SMA on the performance of universities as well as the mediating role of the control variable on the relationship between SMA and performance. Research results provide useful references for research on related issues

    Attention correlated appearance and motion feature followed temporal learning for activity recognition

    Recent advances in deep neural networks have been successfully demonstrated with fairly good accuracy for multi-class activity identification. However, existing methods have limitations in achieving complex spatial-temporal dependencies. In this work, we design two stream fusion attention (2SFA) connected to a temporal bidirectional gated recurrent unit (GRU) one-layer model and classified by prediction voting classifier (PVC) to recognize the action in a video. Particularly in the proposed deep neural network (DNN), we present 2SFA for capturing appearance information from red green blue (RGB) and motion from optical flow, where both streams are correlated by proposed fusion attention (FA) as the input of a temporal network. On the other hand, the temporal network with a bi-directional temporal layer using a GRU single layer is preferred for temporal understanding because it yields practical merits against six topologies of temporal networks in the UCF101 dataset. Meanwhile, the new proposed classifier scheme called PVC employs multiple nearest class mean (NCM) and the SoftMax function to yield multiple features outputted from temporal networks, and then votes their properties for high-performance classifications. The experiments achieve the best average accuracy of 70.8% in HMDB51 and 91.9%, the second best in UCF101 in terms of 2DConvNet for action recognition

    Mineralogical characteristics of graphite ore from Bao Ha deposit, Lao Cai Province and proposing a wise use

    Graphite, especially, high quality graphite can be used in many industrial applications including metallurgy, batteries, fuel cells, and refractories. In 2011, Vietnam Ministry of Natural Resources and Environment issued a mineral exploration license to explore Bao Ha graphite deposit, Bao Yen district, Lao Cai Province. The studied samples were taken from 3 drill holes of the Bao Ha largest ore body. Different methods including light microscopy, X-ray diffraction (XRD), scanning electron microscopy (SEM), and carbon and sulfur analyzer were performed to identify its lithological and mineralogical characteristics as well as graphite quality, then propose a wise use of the resource. The Bao Ha graphite is characterized as disseminated flake graphite in massive form, which developed in the sillimanite schist and quartz-biotite schist of the Ngoi Chi formation. Graphite flakes occur as distorted clusters of flaky plates/flakes within 50÷500 mm, which is the medium size in comparison with the general grain size of graphite flake. Graphite particle makes up 33÷43% by volume and graphitic content (Cg) makes up 10.0÷11.7 wt.%. Impurities include mainly quartz, biotite, and feldspar (combining of K-feldspar and anorthite, the primary ore) or kaolinite (the weathered ore). This graphite ore should be refined to reach an ore concentration of at least 90% Cg for domestic industries of metallurgy, batteries, thermal materials, and refractories as well as for exports.ReferencesAsbury Carbons, 2015.     Pneumococcal infections and homelessness

    Objectif. To assess the prevalence of pneumococcal nasopharyngeal carriage, the role of potential risk factors, and vaccination against invasive pneumococcal diseases (IPD) among sheltered homeless persons (HP) in Marseille, France. Methods. In 2015–2018, we enrolled 571 sheltered homeless males and 54 non-homeless controls. Streptococcus pneumoniae was directly searched form nasal/pharyngeal samples using PCR. Results. The HPs were predominantly middle-aged, mostly migrants originating from African countries. Pneumococcal vaccination rate was low (3.1%). The overall pneumococcal carriage rate was 13.0% and was significantly higher in HPs (15.3% in 2018) than in controls (3.7%), with p=0.033. Among HPs, being aged ≥65 years (OR=1.97, p=0.048), living in one specific shelter (OR=1.80, p=0.028), and presenting respiratory symptoms and signs at the time of enrolment (OR=2.55, p<10-4) were independent factors associated with pneumococcal carriage. Conclusion. Pneumococcal vaccination should be systematically considered for sheltered HPs in France, as has been the case in Canada since 2008

    Abietane diterpenoids and neolignans from the roots of Pinus kesiya

    The phytochemical investigation of the ethyl acetate extract of Pinus kesiya Royle ex Gordon roots led to the isolation of two abietane diterpenes, 7-oxo-15-hydroxy-dehydroabietic acid (1) and dehydroabietic acid (2) as well as two neolignans, cedrusin (3) and cedrusin-4-O-β-D-glucopyranoside (4). Their structures were determined by combination of spectral analysis and comparison with reported data. Among them, compound 1 was isolated from the genus Pinus for the first time. Keywords.     International audienceLaser effects have been obtained with dye-doped hybrid xerogel samples prepared several years ago and stored in different "classical" conditions. Firstly, using the same configuration of the laser cavity as was used 4-5 years ago, we have obtained almost identical laser performances, and slope conversion efficiencies were measured up to 80% and operational lifetimes, with 1-mJ initial output energy and 10-Hz repetition rate of several hundred thousand pulses obtained.     PSSA- INTERNATIONAL SOLUTION TO PROTECT THE BIODIVERSITY IN HA LONG BAY - CAT BA MARINE AREA

    A Particularly Sensitive Sea Area (PSSA) is an important management tool for biodiversity protection of a marine area. At the time of designation of a Particularly Sensitive Sea Area, an associated protective measure, which meets the requirements of the appropriate legal instrument establishing such measure, must have been approved or adopted by IMO to prevent, reduce, or eliminate the threat or identified vulnerability. Information on each of the Particularly Sensitive Sea Areas (PSSAs) that has been designated by IMO is available on the nautical chart. The Vietnam’s coastal zones and islands are the isolated oceanic habitat of extremely rich marine life in very good condition which is important to the maintenance and dispersal of the marine life of the western tropical Pacific. Vietnam coastal areas are very high risk areas affected by maritime activities, particularly international shipping, therefore in the future identification of some Particularly Sensitive Sea Areas (PSSAs) is necessary.     ENCAPSULATION OF LACTOBACILLUS ACIDOPHILUS IN YEAST CELL WALLS (SACCHAROMYCES CEREVISIAE) FOR IMPROVING SURVIVAL IN GASTROINTESTINAL CONDITIONS

    In search of high-quality health products, it is required that probiotic preparations consumed in gastro-intestinal condition remain metabolically active and preserve their activity. Several recent studies, consequently, have focused on probiotic protection via encapsulation in order to optimize probiotics’ viability as well as their delivery into gastro-intestinal environment. The objectives of this study were to find out a new material for encapsulation of probiotics, utilizing capsules prepared from Saccharomyces cerevisiae to protect living probiotic cells. The encapsulation of cells was achieved, using the crack scars of the yeast cell walls (YCW) created by the sonication method. Besides, some probiotic cells can be considered as being encapsulated by some surrounded yeast cells by direct cell-cell contact. It is concluded that thanks to encapsulation by yeast cells, probiotic’s metabolic activity and survival are markedly improved. This suggests a high potential in protecting probiotics from the extreme condition of digestion process and can be applied in protecting probiotic preparations in food formulations as well. It was found that encapsulation yield in this study reached its highest point at 82.008 ± 1.123%. Viability of encapsulated probiotic in simulated gastric juice (SGJ) after 150 minutes is 19.048 ± 2.701%, compared to that of free cells at 0%. Likewise, after a 4-hour treatment in simulated intestinal juice (SIJ) (0.5% bile salt) encapsulated probiotic proves better survival at 56.338 ± 5.094% than free cell at 43.677 ± 2.058%
