    Illegal immigration is a salient topic for policy makers and for local units of government who are responsible for implementing policies. One particularly relevant policy topic is to what extent undocumented students affect performance in public schools, and if undocumented students do have an impact on performance, what can be done about it? Using Texas as a case study, this analysis finds that, surprisingly, undocumented students have only a marginal effect on the overall performance on standardized exams. Among Latinos, however, there is a statistically negative effect. Furthermore, evidence suggests that managerial skills can mitigate those negative effects

    In this paper, we examine the implications of alternative country-specific scenarios for biofortification on the reduction of micronutrient deficiency prevalence in under-fives. The scenarios are implemented within a long-term projections model of agriculture production and consumption, given the timeframe needed to develop and implement biofortification of crops and the need to account for changing diets over time. The effectiveness of the various biofortification strategies is largely determined by the evolution of regional dietary patterns over time, which show continued reliance on staple food crops among the poor. It suggests that cereal grain-focused biofortification is likely to be most effective in South Asia, while targeting roots and tubers is most effective in Sub-Saharan Africa.Biofortification, Micronutrients, Economic models,

    Political institutions, public management, and bureaucratic performance: political-bureaucratic interactions and their effect on policy outcomes

    This project examines the determinants of political responsiveness to bureaucratic performance. A large literature exists that has examined how bureaucratic agencies are responsive to political institutions. While policy theory contends that the reverse is also true – that is, political institutions engage in political assessment of policies – there is little empirical literature examining this important question. Indeed, research in public administration suggests that political responsiveness only occurs following massive bureaucratic failure or policy crises. Using data from Texas public school districts, this dissertation explores the role of policy salience in determining the likelihood of political responsiveness to bureaucratic outputs and outcomes. The findings suggest that issue salience is the key determinant of political involvement in administration. Furthermore, this project incorporates the concepts of descriptive and substantive representation in examining these questions. The results indicate that policy salience depends on the composition of the interests of political institutions. Furthermore, race and ethnicity work to shape those preferences and, in turn, condition what policy makers deem as salient. The findings suggest that descriptively unrepresentative political institutions are less likely to be responsive to the needs of those who are not represented (e.g. Latino students). Thus, representation is central to political responsiveness when the policy outputs or outcomes in question are not universally salient. Finally, this project examines whether political institutions can influence policy outcomes, and, more importantly, what factors – environmental, organizational, managerial – either facilitate or constrain the political influence of elected officials. The findings suggest that goal and preference alignment between political institutions and bureaucratic agencies is critical in enhancing political influence – a finding that is commonly argued in formal models of political control, but rarely tested empirically.     Symbols Are Special: An fMRI Adaptation Study of Symbolic, Nonsymbolic, and Non-Numerical Magnitude Processing in the Human Brain

    How are different formats of magnitudes represented in the human brain? We used functional magnetic resonance imaging adaptation to isolate representations of symbols, quantities, and physical size in 45 adults. Results indicate that the neural correlates supporting the passive processing of number symbols are largely dissociable from those supporting quantities and physical size, anatomically and representationally. Anatomically, passive processing of quantities and size correlate with activation in the right intraparietal sulcus, whereas symbolic number processing, compared with quantity processing, correlates with activation in the left inferior parietal lobule. Representationally, neural patterns of activation supporting symbols are dissimilar from neural activation patterns supporting quantity and size in the bilateral parietal lobes. These findings challenge the longstanding notion that the culturally acquired ability to conceptualize symbolic numbers is represented using entirely the same brain systems that support the evolutionarily ancient system used to process quantities. Moreover, these data reveal that regions that support numerical magnitude processing are also important for the processing of non-numerical magnitudes. This discovery compels future investigations of the neural consequences of acquiring knowledge of symbolic numbers

    Disentangling the individual and contextual effects of math anxiety: A global perspective

    Math anxiety is a common affective disorder in students that is characterized by intrusive thoughts that disrupt critical cognitive resources required for math problem-solving. Consistent associations between math anxiety and math achievement have been observed across countries and age groups, placing math anxiety among other important correlates of math achievement, such as socioeconomic status and magnitude representation ability. However, studies examining math anxiety\u27s relation to achievement have largely focused on the effect of students\u27 own math anxiety (individual effect), while little is known regarding the effect of math anxiety in students\u27 educational context (contextual effect). Using three international studies of achievement (n = 1,175,515), we estimated both the individual and contextual effects of math anxiety across the globe. Results suggest that while there are consistent individual effects in virtually all countries examined, the contextual effects are varied, with only approximately half of the countries exhibiting a contextual effect. Additionally, we reveal that teacher confidence in teaching math is associated with a reduction of the individual effect, and country\u27s level of uncertainty avoidance is related to a lessening of the contextual effect. Finally, we uncovered multiple predictors of math anxiety; notably, student perception of teacher competence was negative related with math anxiety, and parental homework involvement was positively related with math anxiety. Taken together, these results suggest that there are significant between-country differences in how math anxiety may be related with math achievement and suggest that education and cultural contexts as important considerations in understanding math anxiety\u27s effects on achievement

    Number symbols are processed more automatically than nonsymbolic numerical magnitudes: Findings from a Symbolic-Nonsymbolic Stroop task

    Are number symbols (e.g., 3) and numerically equivalent quantities (e.g., •••) processed similarly or distinctly? If symbols and quantities are processed similarly then processing one format should activate the processing of the other. To experimentally probe this prediction, we assessed the processing of symbols and quantities using a Stroop-like paradigm. Participants (NStudy1 = 80, NStudy2 = 63) compared adjacent arrays of symbols (e.g., 4444 vs 333) and were instructed to indicate the side containing either the greater quantity of symbols (nonsymbolic task) or the numerically larger symbol (symbolic task). The tasks included congruent trials, where the greater symbol and quantity appeared on the same side (e.g. 333 vs. 4444), incongruent trials, where the greater symbol and quantity appeared on opposite sides (e.g. 3333 vs. 444), and neutral trials, where the irrelevant dimension was the same across both sides (e.g. 3333 vs. 333 for nonsymbolic; 333 vs. 444 for symbolic). The numerical distance between stimuli was systematically varied, and quantities in the subitizing and counting range were analyzed together and independently. Participants were more efficient comparing symbols and ignoring quantities, than comparing quantities and ignoring symbols. Similarly, while both symbols and quantities influenced each other as the irrelevant dimension, symbols influenced the processing of quantities more than quantities influenced the processing of symbols, especially for quantities in the counting rage. Additionally, symbols were less influenced by numerical distance than quantities, when acting as the relevant and irrelevant dimension. These findings suggest that symbols are processed differently and more automatically than quantities

    Callous-Unemotional Traits among Children and Adolescents in Asian Cultures: A Systematic Review

    Considerable evidence now exists for callous and unemotional (CU) traits as markers for a high-risk pathway to child and adolescent conduct problems implicating unique risk processes and treatment needs, but research has been limited largely to Western countries. We review the evidence base related to CU traits in Asian countries that has emerged in recent years, with respect to four key questions. Specifically, are higher CU traits among Asian children and adolescents associated with (1) increased severity of conduct problems; (2) similar neurodevelopmental and neurocognitive correlates as reported in Western countries; (3) similar environmental risk factors as reported in Western countries; and (4) poorer treatment outcomes? A systematic search identified 28 studies that have reported on child and adolescent CU traits in Asian countries. Consistent with Western samples, CU traits were associated with individual risk factors including atypical neural activation during cognitive tasks and poor empathy, as well as parenting risk factors. CU traits were also positively associated with most measures of conduct problems. Differences from findings in Western samples, however, emerged for areas such as correlates of reactive aggression and delinquent peer influence. Treatment has been investigated in only one study to date and is therefore a high priority for future research. The limitations of existing evidence are addressed along with key directions for future cross-cultural research, including measurement research with children and adolescents.</p
