    Sharīʻa, Islamism and Arab support for democracy

    The Arab Spring and its aftermath reignited the debate over the relationship between Islamism and democracy. This analysis improves upon previous research by demonstrating the crucial contribution which a more precise understanding of the multiple meanings of the concept of Sharīʻa can have on our assessment of the future of democracy in the Arab world. While support for the Sharīʻa-conformity of laws has a positive impact on the preference for democracy, the insistence that Sharīʻa represents the word of God as opposed to the human attempt to interpret it reduces support for democracy. These findings are of considerable significance for academics and policy-makers interested in the future of democracy in the Arab world as it suggests that generic expressions of support for Sharīʻa are less relevant in explaining support for democracy than what Arab women and men consider to be its essence

    Parallels, prescience and the past: analogical reasoning and contemporary international politics

    Analogical reasoning has held a perpetual appeal to policymakers who have often drafted in historical metaphor as a mode of informing decision-making. However, this article contends that since the beginning of the ‘War on Terror’ we have arguably seen the rise of a more potent form of analogy, namely ones that are selected because they fulfil an ideological function. Analogical reasoning as a tool of rational decision-making has increasingly become replaced by analogical reasoning as a tool of trenchant ideologically-informed policy justification. This article addresses three key areas which map out the importance of analogical reasoning to an understanding of developments in contemporary international politics: the relationship between history and politics, in intellectual and policy terms; a critical assessment of the appeal that analogical reasoning holds for policymakers; and the development of a rationale for a more effective use of history in international public policymaking

    This article addresses Hamas’s reaction to increased sectarian tensions in the Middle East following the outbreak of the Arab Spring. More specifically, it addresses Hamas’s response to the development of the Syrian civil war and its political bureau’s decision to vacate its Syrian headquarters. It is argued that Hamas has shown a disinclination towards sectarianism for both pragmatic and ideological reasons, and this is partly related to how Hamas conceives its place within the ‘Islamist family’, its identification with other groups; what Hamas would call ‘national liberation movements’ and a desire to maintain operational and ideological independence.</p

    Homosexuality as cultural battleground in the Middle East: culture and postcolonial international theory

    The culture wars over homosexuality in the Middle East are studied here in the context of the theoretical debate on culture in International Relations and, more specifically, through a critical examination of postcolonial international theory. The paper argues that, although postcolonialism can offer a useful framework, it also has, in its poststructuralist variants, significant limitations in addressing the controversial issues surrounding homosexuality as cultural battleground in the Middle East. These limitations derive from an unconvincing interpretation of the relationship between the Middle East and modernity; and a problematic approach towards moral agency. The paper serves a dual purpose. Through the use of the empirical material, it furthers the debate within postcolonial international theory by bringing evidence to bear in support of its humanist or materialist strands. The theoretical discussion, in turn, by highlighting the intertwining of culture and power in the debates on homosexuality, strengthens the case for respecting homosexual rights in the Middle East region
