Climate projections and their impact on policy and practice
This article examines the relationship between projections of climate change and the responses to those projections. First, it discusses uncertainty and its role in shaping not only the production of climate projections but also the use of these projections by decision makers. We find that uncertainty critically affects the way climate projections move from useful to usable, where usefulness is defined by scientists' perception of users' needs, and usability is defined by users' perception of what knowledge can be readily applied to their decision. From the point of view of the natural scientist, we pose that there is an uncertainty fallacy, that is, a belief that the systematic reduction of uncertainty in climate projections is required in order for the projections to be used by decision makers. Second, we explore the implications of climate projections for policy and decision making, using examples from the seasonal climate forecast applications literature as an analog. We examine constraints and opportunities for their application in policy and practice and find that over-reliance on science and technical solutions might crowd out the moral imperative to do what is needed to improve livelihoods and to guarantee ecosystems' long-term sustainability. We conclude that, in the context of high uncertainty, decision makers should not look for ‘perfect’ forecasts, but seek to implement knowledge systems that integrate climate projections with other kinds of knowledge and that consider the multiple stressors that shape their decision environment. Perspectives on Disconnects Between Scientific Information and Management Decisions on Post-fire Recovery in Western US
Environmental regulations frequently mandate the use of "best available" science, but ensuring that it is used in decisions around the use and protection of natural resources is often challenging. In the Western US, this relationship between science and management is at the forefront of post-fire land management decisions. Recent fires, post-fire threats (e.g. flooding, erosion), and the role of fire in ecosystem health combine to make post-fire management highly visible and often controversial. This paper uses post-fire management to present a framework for understanding why disconnects between science and management decisions may occur. We argue that attributes of agencies, such as their political or financial incentives, can limit how effectively science is incorporated into decision-making. At the other end of the spectrum, the lack of synthesis or limited data in science can result in disconnects between science-based analysis of post-fire effects and agency policy and decisions. Disconnects also occur because of the interaction between the attributes of agencies and the attributes of science, such as their different spatial and temporal scales of interest. After offering examples of these disconnects in post-fire treatment, the paper concludes with recommendations to reduce disconnects by improving monitoring, increasing synthesis of scientific findings, and directing social-science research toward identifying and deepening understanding of these disconnects
Engineering and the Problem of Moral Overload
When thinking about ethics, technology is often only mentioned as the source of our problems, not as a potential solution to our moral dilemmas. When thinking about technology, ethics is often only mentioned as a constraint on developments, not as a source and spring of innovation. In this paper, we argue that ethics can be the source of technological development rather than just a constraint and technological progress can create moral progress rather than just moral problems. We show this by an analysis of how technology can contribute to the solution of so-called moral overload or moral dilemmas. Such dilemmas typically create a moral residue that is the basis of a second-order principle that tells us to reshape the world so that we can meet all our moral obligations. The effects of decentralization on the production and use of risk assessment: Insights from landslide management in India and Italy
Landslides represent a major threat to human life, property and the environment. Landslide hazard and risk assessments seek to inform the policy and practice of landslide hazard risk management, for example, by identifying high-risk areas so that appropriate policy and private actions could be taken in terms of preventive and mitigative measures. We examine whether a decentralized risk assessment system leads to better assessment outcomes compared to a centralized risk assessment system. The paper is based on a comparative study of two countries India and Italy and their responses to landslide risk. Our results indicate a causal relationship between decentralization and three outcomes. First, decentralization appears to be conducive to the more rapid and more complete assessment of risks in local places, through mapping at an appropriate scale. Second, decentralization appears to foster greater and more transparent communication of risk assessment products, such as maps. Third, decentralization appears to lead to a more open, and at times contentious, public discourse over how to interpret and respond to the information contained in the risk assessments and maps. However, in practice, decentralization faces serious institutional resistance. Our analysis does not preclude other risk assessment outcomes or competing explanations for differences in risk assessment and management outcomes. Rather, it provides an understanding of the direction in which the institutional change may be driven for bringing about more effective risk assessments and their use
