Budgeting for Federal Water Projects: Report to the Western Water Policy Review Advisory Commission
This report:
• Provides an overview of total budget and deficit reduction efforts by the Administration and the Congress,
• Provides an analysis of individual water resource programs and highlights the trends and policy issues that are clearly identified in the budget analysis, and
• Addresses the use of coordinated program and budget development among Federal agencies
Communicating Science Effectively: A Research Agenda
SUMMARYScience and technology are embedded in virtually every aspect of modern life. As a result, people face an increasing need to integrate information from science with their personal values and other considerations as they make important life decisions about vaccinating their children and other medical care, the safety of foods, what to do about climate change, and many other issues. Communicating science effectively, however, is a complex task and an acquired skill. Moreover, the approaches to communicating science that will be most effective for specific audiences and circumstances often are not obvious. Fortunately, an expanding science base from diverse disciplines can support science communicators in making these determinations. The purpose of this report is to offer a research agenda for science communicators and researchers seeking to apply this research and fill gaps in knowledge about how to communicate effectively about science, with a particular focus on issues that are contentious in the public sphere. Examples include climate change, stem cells, nanotechnology, vaccines, hydraulic fracturing, genetically modified organisms, nuclear energy, obesity, education policy, and the teaching of evolution and climate change in K-12 schools. To inform the research agenda, the study committee sought to identify important influences—psychological, economic, political, social, cultural, and mediarelated—on how science associated with such issues is understood, perceived, and used. For the purposes of this report, “science communication” is defined as the exchange of information and viewpoints about science to achieve a goal or objective such as fostering greater understanding of science and scientific methods or gaining greater insight into diverse public views and concerns about the science related to a contentious issue

Remote Area Power Supply (RAPS) load and resource profiles.
In 1997, an international team interested in the development of Remote Area Power Supply (RAPS) systems for rural electrification projects around the world was organized by the International Lead Zinc Research Organization (ILZRO) with the support of Sandia National Laboratories (SNL). The team focused on defining load and resource profiles for RAPS systems. They identified single family homes, small communities, and villages as candidates for RAPS applications, and defined several different size/power requirements for each. Based on renewable energy and resource data, the team devised a ''strawman'' series of load profiles. A RAPS system typically consists of a renewable and/or conventional generator, power conversion equipment, and a battery. The purpose of this report is to present data and information on insolation levels and load requirements for ''typical'' homes, small communities, and larger villages around the world in order to facilitate the development of robust design practices for RAPS systems, and especially for the storage battery component. These systems could have significant impact on areas of the world that would otherwise not be served by conventional electrical grids

International perceptions of US nuclear policy.
The report presents a summary of international perceptions and beliefs about US nuclear policy, focusing on four countries--China, Iran, Pakistan and Germany--chosen because they span the spectrum of states with which the United States has relationships. A paradox is pointed out: that although the goal of US nuclear policy is to make the United States and its allies safer through a policy of deterrence, international perceptions of US nuclear policy may actually be making the US less safe by eroding its soft power and global leadership position. Broadly held perceptions include a pattern of US hypocrisy and double standards--one set for the US and its allies, and another set for all others. Importantly, the US nuclear posture is not seen in a vacuum, but as one piece of the United States behavior on the world stage. Because of this, the potential direct side effects of any negative international perceptions of US nuclear policy can be somewhat mitigated, dependent on other US policies and actions. The more indirect and long term relation of US nuclear policy to US international reputation and soft power, however, matters immensely to successful multilateral and proactive engagement on other pressing global issues

INDUCTION OF MRSA BIOFILM BY LOW-DOSE β-LACTAM ANTIBIOTICS: SPECIFICITY, PREVALENCE AND DOSE-RESPONSE EFFECTS
Methicillin-resistant Staphylococcus aureus (MRSA) is a leading cause of hospital- and community-associated infections. The formation of adherent clusters of cells known as biofilms is an important virulence factor in MRSA pathogenesis. Previous studies showed that subminimal inhibitory (sub-MIC) concentrations of methicillin induce biofilm formation in the community-associated MRSA strain LAC. In this study we measured the ability sub-MIC concentrations of eight other β-lactam antibiotics and six non-β-lactam antibiotics to induce LAC biofilm. All eight β-lactam antibiotics, but none of the non-β-lactam antibiotics, induced LAC biofilm. The dose-response effects of the eight β-lactam antibiotics on LAC biofilm varied from biphasic and bimodal to near-linear. We also found that sub-MIC methicillin induced biofilm in 33 out of 39 additional MRSA clinical isolates, which also exhibited biphasic, bimodal and linear dose-response curves. The amount of biofilm formation induced by sub-MIC methicillin was inversely proportional to the susceptibility of each strain to methicillin. Our results demonstrate that induction of biofilm by sub-MIC antibiotics is a common phenotype among MRSA clinical strains and is specific for β-lactam antibiotics. These findings may have relevance to the use of β-lactam antibiotics in clinical and agricultural settings

A survey has been carried out to quantify the performance and life of over 700,000 valve-regulated lead-acid (VRLA) cells, which have been or are being used in stationary applications across the United States. The findings derived from this study have not identified any fundamental flaws of VRLA battery technology. There is evidence that some cell designs are more successful in float duty than others. A significant number of the VRLA cells covered by the survey were found to have provided satisfactory performance
