    An algorithm for using electric currents to control pendular oscillations induced by various perturbing forces on the Skyhook wire is considered. Transverse and vertical forces on the tether; tether instability modes and causes during retrieval by space shuttle; simple and spherical pendulum motion and vector damping; and current generation and control are discussed. A computer program for numerical integration of the in-plane and out-of-plane displacements of the tether vs time was developed for heuristic study. Some techniques for controlling instabilities during payload retrieval and methods for employing the tether for launching satellites from the space shuttle are considered.     The behavior of long tethers (10-100 km) in space are addressed under two failure situations with potential safety impact: instantaneous jamming of the reel controlling the tether during deployment and cutting of the tether due to a meteor strike or other similar phenomena. Dual and multiple mass point models were used in the SAO SKYHOOK program to determine this behavior. The results of the program runs were verified analytically or by comparison with previously verified results. The study included the effects of tether damping and air drag where appropriate. Most runs were done with the tether system undamped since we believe this best represents the true behavior of the tether. Means for controlling undesirable behavior of the tether, such as viscous dampers in the subsatellite, were also studied

    The effect of reeling operations on the orbital altitude of the tether system and the development of control laws to minimize tether rebound upon payload release were studied. The use of the tether for LEO/GEO payload orbital transfer was also investigated. It was concluded that (1) reeling operations can contribute a significant amount of energy to the orbit of the system and should be considered in orbit calculations and predictions, (2) deployment of payloads, even very large payloads, using tethers is a practical and fully stable operation, (3) tether augmented LEO/GEO transfer operations yield useful payload gains under the practical constraint of fixed size OTV's, and (4) orbit to orbit satellite retrieval is limited by useful revisit times to orbital inclinations of less than forty-five degrees

    Effects of state recovery on creep buckling under variable loading

    Structural alloys embody internal mechanisms that allow recovery of state with varying stress and elevated temperature, i.e., they can return to a softer state following periods of hardening. Such material behavior is known to strongly influence structural response under some important thermomechanical loadings, for example, that involving thermal ratchetting. The influence of dynamic and thermal recovery on the creep buckling of a column under variable loading is investigated. The column is taken as the idealized (Shanley) sandwich column. The constitutive model, unlike the commonly employed Norton creep model, incorporates a representation of both dynamic and thermal (state) recovery. The material parameters of the constitutive model are chosen to characterize Narloy Z, a representative copper alloy used in thrust nozzle liners of reusable rocket engines. Variable loading histories include rapid cyclic unloading/reloading sequences and intermittent reductions of load for extended periods of time; these are superimposed on a constant load. The calculated results show that state recovery significantly affects creep buckling under variable loading.     Review on the epidemiology and dynamics of BSE epidemics

    The paper describes how the comprehensive surveillance of bovine spongiform encephalopathy (BSE) and studies carried out on these data has enhanced our knowledge of the epidemiology of BSE. Around 7 000 BSE cases were detected through the screening of about 50 million cattle with rapid tests in Europe. It confirmed that the clinical surveillance had a poor capacity to detect cases, and also showed the discrepancy of this passive surveillance efficiency between regions and production types (dairy/beef). Other risk factors for BSE were being in a dairy herd (three times more than beef), having a young age at first calving (for dairy cattle), being autumn-born (dairy and beef), and being in a herd with a very high milk yield. These findings focus the risk on the feeding regimen of calves/heifers. Several epidemiological studies across countries suggest that the feedborne source related to meat and bone meal (MBM) is the only substantiated route of infection ¿ even after the feed ban ¿, while it is not possible to exclude maternal transmission or milk replacers as a source of some infections. In most European countries, the average age of the cases is increasing over time and the prevalence decreasing, which reflects the effectiveness of control measures. Consistent results on the trend of the epidemic were obtained using back-calculation modelling, the R0 approach and Age-Period-Cohort models. Furthermore, active surveillance also resulted in the finding of atypical cases. These are distinct from previously found BSE and classified in two different forms based on biochemical characteristics; their prevalence is very low (36 cases up to 1st September 2007), affected animals were old and some of them displayed clinical signs.
