Towards integrated island management: lessons from Lau, Malaita, for the implementation of a national approach to resource management in Solomon Islands: final report
Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but âupscalingâ and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of âa cost-effective and integrated approach to resource management that is consistent with national policy and needsâ based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses
Formation of small-scale structure in SUSY CDM
The lightest supersymmetric particle, most likely the lightest neutralino, is
one of the most prominent particle candidates for cold dark matter (CDM). We
show that the primordial spectrum of density fluctuations in neutralino CDM has
a sharp cut-off, induced by two different damping mechanisms. During the
kinetic decoupling of neutralinos, non-equilibrium processes constitute
viscosity effects, which damp or even absorb density perturbations in CDM.
After the last scattering of neutralinos, free streaming induces neutralino
flows from overdense to underdense regions of space. Both damping mechanisms
together define a minimal mass scale for perturbations in neutralino CDM,
before the inhomogeneities enter the nonlinear epoch of structure formation. We
find that the very first gravitationally bound neutralino clouds ought to have
masses above 10^{-6} solar masses, which is six orders of magnitude above the

Effects of weak self-interactions in a relativistic plasma on cosmological perturbations
The exact solutions for linear cosmological perturbations which have been
obtained for collisionless relativistic matter within thermal field theory are
extended to a self-interacting case. The two-loop contributions of scalar
theory to the thermal graviton self-energy are evaluated, which
give the corrections in the perturbation equations. The changes
are found to be perturbative on scales comparable to or larger than the Hubble
horizon, but the determination of the large-time damping behavior of subhorizon

Solomon Islands national situation analysis
The CGIAR Research Program on Aquatic Agricultural Systems (CRP AAS) was approved by the CGIAR Fund Council in July, 2011. Solomon Islands, one of five countries targeted by the program, began its rollout with a five month planning phase between August and December of 2011. Subsequent steps of the Program rollout include scoping, diagnosis and design. This report is the first to be produced during the scoping phase in Solomon Islands; it addresses the national setting and provides basic information on the context within which the AAS Program will operate. The macro level subjects of analysis provide initial baselines of national level indicators, policy context, power relationships and other factors relevant to the Program
Long beating wavelength in the Schwarz-Hora effect
Thirty years ago, H.Schwarz has attempted to modulate an electron beam with
optical frequency. When a 50-keV electron beam crossed a thin crystalline
dielectric film illuminated with laser light, electrons produced the
electron-diffraction pattern not only at a fluorescent target but also at a
nonfluorescent target. In the latter case the pattern was of the same color as
the laser light (the Schwarz-Hora effect). This effect was discussed
extensively in the early 1970s. However, since 1972 no reports on the results
of further attempts to repeat those experiments in other groups have appeared,
while the failures of the initial such attempts have been explained by Schwarz.
The analysis of the literature shows there are several unresolved up to now
contradictions between the theory and the Schwarz experiments. In this work we
consider the interpretation of the long-wavelength spatial beating of the
Schwarz-Hora radiation. A more accurate expression for the spatial period has
been obtained, taking into account the mode structure of the laser field within
the dielectric film. It is shown that the discrepancy of more than 10% between
the experimental and theoretical results for the spatial period cannot be
reduced by using the existing quantum models that consider a collimated

Novel Symmetry of Non-Einsteinian Gravity in Two Dimensions
The integrability of -gravity with torsion in two dimensions is traced
to an ultralocal dynamical symmetry of constraints and momenta in Hamiltonian
phase space. It may be interpreted as a quadratically deformed
-algebra with the deformation consisting of the Casimir operators of
the undeformed algebra. The locally conserved quantity encountered in the
explicit solution is identified as an element of the centre of this algebra.
Specific contractions of the algebra are related to specific limits of the

Solomon Islands: Malaita Hub scoping report
The CGIAR Research Program (CRP) Aquatic Agricultural Systems (AAS) will target five countries, including Solomon Islands. The proposed hubs for Solomon Islands were to cover most provinces, referencing the Western, Central and Eastern regions. Scoping of the initial âCentralâ hub was undertaken in Guadalcanal, Malaita and Central Islands provinces and this report details findings from all three. As scoping progressed however, it was agreed that, based on the AAS context and priority needs of each province and the Programâs capacity for full implementation, the Central Hub would be restricted to Malaita Province only and renamed âMalaita Hubâ. Consistent in each AAS country, there are four steps in the program rollout: planning, scoping, diagnosis and design. Rollout of the Program in Solomon Islands began with a five month planning phase between August and December 2011, and scoping of the first hub began in January 2012. This report, the second to be produced during rollout, describes the findings from the scoping process between January and June 2012. This report marks the transition from the scoping phase to the diagnosis phase in which output from scoping was used to develop a hub level theory of change for identifying research opportunities. Subsequent reports detail in-depth analyses of gender, governance, nutrition and partner activities and discuss Program engagement with community members to identify grass-roots demand for research
Decomposition of multicomponent mass spectra using Bayesian probability theory
We present a method for the decomposition of mass spectra of mixture gases
using Bayesian probability theory. The method works without any calibration
measurement and therefore applies also to the analysis of spectra containing
unstable species. For the example of mixtures of three different hydrocarbon
gases the algorithm provides concentrations and cracking coefficients of each
mixture component as well as their confidence intervals. The amount of
information needed to obtain reliable results and its relation to the accuracy
of our analysis are discussed
Image interpolation using Shearlet based iterative refinement
This paper proposes an image interpolation algorithm exploiting sparse
representation for natural images. It involves three main steps: (a) obtaining
an initial estimate of the high resolution image using linear methods like FIR
filtering, (b) promoting sparsity in a selected dictionary through iterative
thresholding, and (c) extracting high frequency information from the
approximation to refine the initial estimate. For the sparse modeling, a
shearlet dictionary is chosen to yield a multiscale directional representation.
The proposed algorithm is compared to several state-of-the-art methods to
assess its objective as well as subjective performance. Compared to the cubic
spline interpolation method, an average PSNR gain of around 0.8 dB is observed
over a dataset of 200 images
