    Industrial Parks in Russia: Conceptual Development of Projects

    The paper presents a theoretical framework of industrial parks effectiveness as an element of economic policy to accelerate economy development in regions or municipalities. The article studies how historically such instruments were used in modern Russia. The paper states the necessity of extensive development of the industrial park concept and how it affects the chances of project realization and potential economic effectiveness. The main parts and blocks that should be taken into account during concept preparations are highlighted, and proposals for their content are made

    Childhood cancer mortality and radon concentration in drinking water in North Carolina.

    We explored the association between groundwater radon levels and childhood cancer mortality in North Carolina. Using data from two state-wide surveys of public drinking water supplies, counties were ranked according to average groundwater radon concentration. Age and sex-adjusted 1950-79 cancer death rates among children under age 15 were calculated for counties with high, medium, and low radon levels. Overall cancer mortality was increased in counties with medium and high radon levels. The strongest association was for the leukaemias, but risks were also suggested for other sites. These associations could be due to confounding or other biases, but the findings are consistent with other recent reports

    Phonon Rabi-assisted tunneling in diatomic molecules

    We study electronic transport in diatomic molecules connected to metallic contacts in the regime where both electron-electron and electron-phonon interactions are important. We find that the competition between these interactions results in unique resonant conditions for interlevel transitions and polaron formation: the Coulomb repulsion requires additional energy when electrons attempt phonon-assisted interlevel jumps between fully or partially occupied levels. We apply the equations of motion approach to calculate the electronic Green's functions. The density of states and conductance through the system are shown to exhibit interesting Rabi-like splitting of Coulomb blockade peaks and strong temperature dependence under the it interacting resonant conditions.Comment: Updated version, 5 pages, 4 figures, to be published in Phys.     Publishing Music Similarity Features on the Semantic Web.

    We describe the process of collecting, organising and publishing a large set of music similarity features produced by the SoundBite [10] playlist generator tool. These data can be a valuable asset in the development and evaluation of new Music Information Retrieval algorithms. They can also be used in Web-based music search and retrieval applications. For this reason, we make a database of features available on the Semantic Web via a SPARQL end-point, which can be used in Linked Data services. We provide examples of using the data in a research tool, as well as in a simple web application which responds to audio queries and finds a set of similar tracks in our database

    Correlated quantum percolation in the lowest Landau level

    Our understanding of localization in the integer quantum Hall effect is informed by a combination of semi-classical models and percolation theory. Motivated by the effect of correlations on classical percolation we study numerically electron localization in the lowest Landau level in the presence of a power-law correlated disorder potential. Careful comparisons between classical and quantum dynamics suggest that the extended Harris criterion is applicable in the quantum case. This leads to a prediction of new localization quantum critical points in integer quantum Hall systems with power-law correlated disorder potentials. We demonstrate the stability of these critical points to addition of competing short-range disorder potentials, and discuss possible experimental realizations.Comment: 15 pages, 12 figure

    Complex systems management competency for technology modernization

    Industrial technology modernization requires solutions to the problems of the complex systems evolution. Entities involved in the process of modernization lack unified centralized control and act as standalone businesses, while stakeholders in the processes pursue their own, all too often conflicting interests. Having to operate amid severe external uncertainty, these standalone businesses act as isolated agents, with their make-up changing at different periods, yet the success of technology modernization depends on their coordinated action. It is critical for the success of the system evolution to have enough highly qualified personnel with expertise and competencies, engineering and economic ones in the first place, that match the complexity of the systems being managed. The article analyzes the tasks that pop up throughout the course of modernization. The analysis is used as a basis for defining engineering and economic competencies and for substantiating their significance as a key resource of the industrial systems of the future. This assumption finds a confirmation in a summary of appropriate global trends done by the authors. Systems engineering is used as a case of the application of the competencies as part of methodologies that were created in response to challenges associated with the growing complexity of technological and organizational systems.     Factors of research groups’ productivity: The case of the Ural Federal University

    Relevance. One of the main goals of state university support programs in Russia is to increase the number of scientific publications. In 2021, Project 5-100 was replaced by the program PRIORITY 2030 (Strategic Academic Leadership Program). The new program increased the significance of the factors affecting the number of publications in universities and the issue of the optimal allocation of funding among research groups.Research objective. This study examines the factors that affect the productivity of research groups at the university. Unlike the majority of other studies on this topic, this study analyzes scientific productivity at the level of research groups.Data and methods. The study was possible due to the availability of data for 79 research groups at the Ural Federal University for the period from 2014 to 2020. The total number of articles and the number of articles in journals with an impact factor of more than two were used as indicators of research groups’ performance. To determine the factors influencing these indicators, we used econometric models for panel data. We used two separate samples: for social sciences and humanities and for other sciences.Results. We identified the following factors affecting the performance of research groups: the number of participants, the age of the research group, the supervisor’s scientific age, and the amount of funding (the possibility of obtaining more funds or being denied funds). The most interesting result is the following: the supervisor's scientific age and increased funding have a negative impact on the group’s performance. The article provides possible explanations for these results.Conclusion. Since the purpose of creating and funding research groups is primarily to increase their productivity, the results may be in favor of younger supervisors. University managers may also be interested in the ambiguous impact of increased funding: we suppose that research groups are more motivated not by the actual funding but by the prospective amount they may get

    One of the main areas of a modern university’s activity is a group of processes related to scientific research and innovation. According to the concept of “University 4.0,” a modern university is the center of the space for introducing innovations and developing territories. The concept of “University 4.0” provides for increased requirements for the quality of university management. Based on the methods of modelling, analysis, synthesis, the existing support system for making managerial decisions at the university is investigated. In the course of the study, a comprehensive management decision-making support system for the management of the Science and Innovation business process was developed, including a university management model with separation of management and administration procedures, a methodology for assessing the economic efficiency of innovative projects, and an information management support decision-making system. The developed management decision support system has been tested at the university while managing the Science and Innovation business process, proving its effectiveness.     Introduction. The forced transition of Russian universities to distance learning in 2020 and accelerated digital transformation of educational processes in higher education are the first effects of the COVID-19 pandemic. A key aspect of measuring higher education quality is the perception of its formats by students as university change agents. The aim of the study is to identify the factors that determine the applicants’ positive attitude to learning that includes online elements in the context of the Russian universities’ transition to the blended learning model. Materials and Methods. The empirical base of the research includes the results of an online sociological survey conducted among the applicants for Ural Federal University undergraduate and graduate programmes in 2021. The methods of classification, factor analysis, and coefficients of pair correlations were applied. Additionally, for comparison, data from 2015 for a similar sample (1st year bachelor’s degree students) were used. Results. Positive attitudes towards online and blended learning are gradually increasing. The factor analysis of data from 2021 showed that applicants who support the online and blended learning include: those aspiring for master’s degree upon completing their bachelor’s degree course; those who choose their degree field rationally – men who apply for a state-funded education in any Russian university (including participants of federal contests – ‘Academic Olympics’). The above groups are formed mainly under the influence of external factors. Another group includes those oriented towards self-realization – women who choose their degree field relying on their personal inclinations for a future profession (the influence of internal factors). Discussion and Conclusion. The research results contribute to the development of scientific ideas about the blended learning model and emphasize the value of institutional research based on feedback from university students for making informed management decisions on change. The materials of the paper will be useful when designing the educational process in the Russian universities’ transition to the blended learning model. © 2021 National Research Ogarev Mordovia State University.
