    The faculty and staff of the Animal Science Program are pleased to present the sixth edition of the Arkansas Animal Science Report. As with virtually all programs in the country, budget constraints presented serious challenges to teaching, research, and extension programming. However, the faculty and staff responded with innovation, good management, and hard work to maintain a productive program designed to benefit the students of the University and the citizens of the state. We are committed to remaining faithful to our Land-Grant mission. A sincere thank you is owed to Dr. Zelpha Johnson and Dr. Wayne Kellogg for editing this publication. We are proud that Meat and Poultry magazine ranked the animal and poultry programs at the University of Arkansas among the top four in the United States for 2003.     Performance of the OPAL Si-W luminometer at LEP I-II

    A pair of compact Silicon-Tungsten calorimeters was operated in the OPAL experiment at LEP to measure the integrated luminosity from detection of Bhabha electrons scattered at angles between 25 and 58 mrad from the beam line. In the eight years from 1993 to 2000 the detector worked first at the Z mass peak and then at center of mass energies up to 209 GeV. The fine radial and longitudinal segmentation (2.5mm x 1X0) allowed the radial position of electron and photon showers to be measured with a resolution of 130-170 microns and a residual radial bias as small as 7 microns. Reducing the bias in the definition of the inner acceptance radius was the key element in obtaining an experimental systematic error on the integrated luminosity of only 3.4 10^-4. The performance of the detector at both LEP-I and LEP-II is reviewed.     States and Multicultural Education Policies: A Multinomial Logit Analysis

    This research evaluates the factors that facilitate or constrain the adoption of multicultural education policies in the fifty US state at the state legislature and state bureaucracy levels. According to the 2010 Census, the majority of children under age two—for the first time in US history—are minorities. Furthermore, 11 states and the District of Columbia already have a “minority-majority” population of children under age five. Seven more states are expected to join them in the next decade. Previous research has found that multicultural education policies have been increasingly adopted but are not yet widespread across the states. This study first identifies which states have multicultural education policies at the state legislature and state bureaucracy levels of government, or none at all. Political, demographic, and education factors are then used in a multinomial logit model (MNL) to test several hypotheses associated with the adoption of multicultural education policies

    Three extragalactic regions of rapid star formation with red shifts great enough to separate the L alpha region from geocoronal L alpha were observed with the IUE satellite. Only the low metal abundance object had detectable L alpha emission. L alpha is therefore expected to be weak or absent in collapsed primeval galaxies. The detected object has a L alpha H beta identical to that of quasars

    Solid oxide fuel cell electrode characterization and improvement for fuel flexibility and supplemental power production

    Solid oxide fuel cells (SOFC) were fabricated and the electrodes tested for their individual catalytic effectiveness in various fuels by exposing each electrode to mixed gas while the opposite electrode was exposed to its respective pure gas. Mixed hydrogen and oxygen gas was successfully utilized as fuel in a single chamber SOFC (SC-SOFC). The conditions at which the porous nickel-yttria-stabilized zirconia (Ni-YSZ) cermet anode performed well did not significantly overlap the conditions at which the La₀.₈Sr₀.₂Fe₀.₈Co₀.₂ oxide (LSCF) cathode performed well, but there was significant catalytic activity at both electrodes which increased the open circuit voltage (OCV) beyond that predicted by the Nernst equation. The results of these tests, and future tests of similar format, could be useful in the development of SC-SOFC electrode catalysts. Pyrolytic carbon was used as fuel in a SOFC with a YSZ electrolyte and a bi-layer anode composed of nickel gadolinia-doped ceria (Ni-GDC) and Ni-YSZ. The common problems of bulk shrinkage and emergent porosity in the YSZ layer adjacent to the GDC/YSZ interface were avoided by using an interlayer of porous Ni-YSZ as a buffer anode layer between the electrolyte and the Ni-GDC primary anode. Cells were fabricated from commercially available component powders so that unconventional production methods suggested in the literature were avoided. A cell of similar construction was used with externally applied acetylene flame soot as fuel so that soot captured at the exhaust of a diesel engine could be utilized for secondary power generation in a SOFC while decreasing particulate pollution without the need for filter regeneration --Abstract, page iii

    Multicultural Education Policies and State Legislatures: Analyzing the Factors Affecting Policy Adoption

    Introduction: This study looks at the factors that contribute to the adoption of multicultural education policies in the fifty US state legislatures plus the District of Columbia. The demographics of the US are changing significantly. According to Frey (2011), “The 2010 census showed that among infants, almost half—49.8 percent—are minorities, and a quarter of these are Latinos.” Furthermore, it is now projected that by 2023 Whites will become a minority in the student populations nationwide and by 2042 Whites will be a minority within the general US population. In fact, according to the 2010 census there are already 11 states that have a minority-­‐majority student population while an additional 11 states have minority student populations of 40% or more. Therefore, this study seeks to understand what states are legislating multicultural education policies and what factors are contributing to this legislation

    A compact high-flux cold atom beam source

    We report on an efficient and compact high-flux Cs atom beam source based on a retro-reflected two-dimensional magneto-optical trap (2D MOT). We realize an effective pushing field component by tilting the 2D MOT collimators towards a separate three-dimensional magneto-optical trap (3D MOT) in ultra-high vacuum. This technique significantly improved 3D MOT loading rates to greater than 8×1098 \times 10^9 atoms/s using only 20 mW of total laser power for the source. When operating below saturation, we achieve a maximum efficiency of 6.2×10116.2 \times 10^{11} atoms/s/W
