Methods are given for modeling the relationship of fragment characteristics to shielding requirements.     Exploiting multi-agent system technology within an autonomous regional active network management system

    This paper describes the proposed application of multi-agent system (MAS) technology within AuRA-NMS, an autonomous regional network management system currently being developed in the UK through a partnership between several UK universities, distribution network operators (DNO) and a major equipment manufacturer. The paper begins by describing the challenges facing utilities and why those challenges have led the utilities, a major manufacturer and the UK government to invest in the development of a flexible and extensible active network management system. The requirements the utilities have for a network automation system they wish to deploy on their distribution networks are discussed in detail. With those requirements in mind the rationale behind the use of multi-agent systems (MAS) within AuRA-NMS is presented and the inherent research and design challenges highlighted including: the issues associated with robustness of distributed MAS platforms; the arbitration of different control functions; and the relationship between the ontological requirements of Foundation for Intelligent Physical Agent (FIPA) compliant multi-agent systems, legacy protocols and standards such as IEC 61850 and the common information model (CIM)

    The long memory model of political support: some further results

    This paper extends the results of Byers, Davidson and Peel (1997) on long memory in support for the Conservative and Labour Parties in the UK using longer samples and additional poll series. It finds continuing support for the ARFIMA(0,d,0) model though with somewhat smaller values of the long memory parameter. We find that the move to telephone polling in the mid-1990s has no apparent effect on the estimated value of d for either party. Finally, we find that we cannot reject the hypotheses that the parties share a common long memory parameter which we estimate at around 0.65.

    Measurement and analysis of critical crack tip processes during fatigue crack growth

    The mechanics of fatigue crack growth under constant-amplitudes and variable-amplitude loading were examined. Critical loading histories involving relatively simple overload and overload/underload cycles were studied to provide a basic understanding of the underlying physical processes controlling crack growth. The material used for this study was 7091-T7E69, a powder metallurgy aluminum alloy. Local crack-tip parameters were measured at various times before, during, and after the overloads, these include crack-tip opening loads and displacements, and crack-tip strain fields. The latter were useed, in combination with the materials cyclic and monotonic stress-strain properties, to compute crack-tip residual stresses. The experimental results are also compared with analytical predictions obtained using the FAST-2 computer code.     Machine Learning and Irresponsible Inference: Morally Assessing the Training Data for Image Recognition Systems

    Just as humans can draw conclusions responsibly or irresponsibly, so too can computers. Machine learning systems that have been trained on data sets that include irresponsible judgments are likely to yield irresponsible predictions as outputs. In this paper I focus on a particular kind of inference a computer system might make: identification of the intentions with which a person acted on the basis of photographic evidence. Such inferences are liable to be morally objectionable, because of a way in which they are presumptuous. After elaborating this moral concern, I explore the possibility that carefully procuring the training data for image recognition systems could ensure that the systems avoid the problem. The lesson of this paper extends beyond just the particular case of image recognition systems and the challenge of responsibly identifying a person’s intentions. Reflection on this particular case demonstrates the importance (as well as the difficulty) of evaluating machine learning systems and their training data from the standpoint of moral considerations that are not encompassed by ordinary assessments of predictive accuracy

    Within the mini-superspace model, brane-like cosmology means performing the variation with respect to the embedding (Minkowski) time τ\tau before fixing the cosmic (Einstein) time tt. The departure from Einstein limit is parameterized by the 'energy' conjugate to τ\tau, and characterized by a classically disconnected Embryonic epoch. In contrast with canonical quantum gravity, the wave-function of the brane-like Universe is (i) τ\tau-dependent, and (ii) vanishes at the Big Bang.     Independent Orbiter Assessment (IOA): Analysis of the hydraulics/water spray boiler subsystem

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items (PCIs). To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. This report documents the independent analysis results for the Orbiter Hydraulics/Water Spray Boiler Subsystem. The hydraulic system provides hydraulic power to gimbal the main engines, actuate the main engine propellant control valves, move the aerodynamic flight control surfaces, lower the landing gear, apply wheel brakes, steer the nosewheel, and dampen the external tank (ET) separation. Each hydraulic system has an associated water spray boiler which is used to cool the hydraulic fluid and APU lubricating oil. The IOA analysis process utilized available HYD/WSB hardware drawings, schematics and documents for defining hardware assemblies, components, and hardware items. Each level of hardware was evaluated and analyzed for possible failure modes and effects. Criticality was assigned based upon the severity of the effect for each failure mode. Of the 430 failure modes analyzed, 166 were determined to be PCIs

    On the He II Emission In Eta Carinae and the Origin of Its Spectroscopic Events

    We describe and analyze Hubble Space Telescope (HST) observations of transient emission near 4680 {\AA} in Eta Car, reported earlier by Steiner & Damineli (2004). If, as seems probable, this is He II λ\lambda4687, then it is a unique clue to Eta Car's 5.5-year cycle. According to our analysis, several aspects of this feature support a mass-ejection model of the observed spectroscopic events, and not an eclipse model. The He II emission appeared in early 2003, grew to a brief maximum during the 2003.5 spectroscopic event, and then abruptly disappeared. It did not appear in any other HST spectra before or after the event. The peak brightness was larger than previously reported, and is difficult to explain even if one allows for an uncertainty factor of order 3. The stellar wind must provide a temporary larger-than-normal energy supply, and we describe a special form of radiative amplification that may also be needed.
