to display male-typical copulatory behavior. Since both this propensity and AVT abundance are controlled by androgens, we compared testosterone-implanted and control animals within each group. Testosterone treatment generally increased AVT abundance, except in lab-reared parthenoforms, in which testosterone treatment was the least effective in inducing male-like copulatory behavior. In many species these sexually dimorphic behaviors correlate with the abundance of AVT/AVP neurons in various brain areas Abstract In nonmammalian vertebrates the abundance of arginine vasotocin (AVT) neurons in the brain is sexually dimorphic, a pattern that is modulated by testicular androgen. This peptide is thought to be involved in the control of male-typical mounting behaviors. The all-female desert-grasslands whiptail (Cnemidophorus uniparens) reproduces by obligate parthenogenesis and in nature no males exist, but eggs treated with aromatase inhibitor hatch into individuals (called virago C. uniparens ) having testes, accessory sex structures, high circulating concentrations of androgens, and exhibiting only male-like copulatory behavior. To examine the 'sexual' dimorphism of AVT-containing neurons in these animals, we compared AVT immunoreactivity in gonadectomized control and virago C. uniparens , with that of gonadectomized male and female Cnemidophorus inornatus , a sexual species that is the maternal ancestor to the parthenogenetic species. Mounting behavior is elicited in both species and both sexes by testosterone, and it was predicted that the distribution and abundance of AVT cell bodies and fibers would reflect the propensity of males and females of the two specie

The purpose of this Phase I report is to examined the proposed implementation of on-site disposal at Anniston Army Depot (ANAD) in light of more detailed and more recent data than those included in the Final Programmatic Environmental Impact Statement (EPEIS). Two principal issues are addressed: (1) whether or not the new data would result in identification of on-site disposal at ANAD as the environmentally preferred alternative (using the same selection method and data analysis tools as in the FPEIS), and (2) whether or not the new data indicate the presence of significant environmental resources that could be affected by on-site disposal at ANAD. In addition, a status report is presented on the maturity of the disposal technology (and now it could affect on-site disposal at ANAD). Inclusion of these more recent data into the FPEIS decision method resulted in confirmation of on-site disposal for ANAD. No unique resources with the potential to prevent or delay implementation of on-site disposal at ANAD have been identified. A review of the technology status identified four principal technology developments that have occurred since publication of the FPEIS and should be of value in the implementation of on-site disposal at ANAD: the disposal of nonlethal agent at Pine Bluff Arsenal, located near Pine Bluff, Arkansas; construction and testing of facilities for disposal of stored lethal agent at Johnston Atoll, located about 1300 km (800 miles) southwest of Hawaii in the Pacific Ocean; lethal agent disposal tests at the chemical agent pilot plant operations at Tooele Army Depot, located near Salt Lake City, Utah; and equipment advances. 18 references, 13 figs., 10 tabs
Hybrid Meta-heuristics with VNS and Exact Methods: Application to Large Unconditional and Conditional Vertex p-Centre Problems
Large-scale unconditional and conditional vertex p-centre problems are solved using two meta-heuristics. One is based on a three-stage approach whereas the other relies on a guided multi-start principle. Both methods incorporate Variable Neighbourhood Search, exact method, and aggregation techniques. The methods are assessed on the TSP dataset which consist of up to 71,009 demand points with p varying from 5 to 100. To the best of our knowledge, these are the largest instances solved for unconditional and conditional vertex p-centre problems. The two proposed meta-heuristics yield competitive results for both classes of problems
Police-initiated diversion for youth to prevent future delinquent behavior: a systematic review
BackgroundOverly punitive responses to youth misconduct may have the unintended consequence ofincreasing the likelihood of future delinquency; yet, overly lenient responses may fail to serveas a corrective for the misbehavior. Police diversion schemes are a collection of strategiespolice can apply as an alternative to court processing of youth. Police-initiated diversionschemes aim to reduce reoffending by steering youth away from deeper penetration into thecriminal justice system and by providing an alternative intervention that can help youthaddress psychosocial development or other needs that contribute to their problem behavior.ObjectivesThe objective of this review was to synthesize the evidence on the effectiveness of pre-courtinterventions involving police warning or counseling and release, and cautioning schemes inreducing delinquent behavior.Search methodsA combination of 26 databases and websites were searched. References of relevant reviewswere also scanned to identify studies. We also consulted with experts in the field. Searcheswere executed by two reviewers and conducted between August 2016 and January 2017.Selection criteriaOnly experimental and quasi-experimental designs were eligible for this review. All quasiexperimentaldesigns must have had a comparison group similar to the police diversionintervention group with respect to demographic characteristics and prior involvement indelinquent behavior (i.e., at similar risk for future delinquent behavior). Additionally, studiesmust have included youth participants between 12 and 17 years of age who either underwenttraditional system processing or were diverted from court processing through a police-leddiversion program. Studies were also eligible if delinquency-related outcomes, includingofficial and non-official (self-report or third-party reporting) measures of delinquency werereported.Data collection and analysisThis study used meta-analysis to synthesize results across studies. This method involvedsystematic coding of study features and conversion of study findings into effect sizesreflecting the direction and magnitude of any police-led diversion effect. There were 19independent evaluations across the 14 primary documents coded for this review. From this,we coded 67 effect sizes of delinquent behavior post diversion across 31 diversion-traditionalprocessing comparisons. We analyzed these comparisons using two approaches. The firstapproach selected a single effect size per comparison based on a decision rule and the secondused all 67 effect sizes, nesting these within comparison condition and evaluation design.ResultsThe general pattern of evidence is positive, suggesting that police-led diversion modestlyreduces future delinquent behavior of low-risk youth relative to traditional processing.Authors’ conclusionsThe findings from this systematic review support the use of police-led diversion for low-riskyouth with limited or no prior involvement with the juvenile justice system. Thus, policedepartments and policy-makers should consider diversionary programs as part of the mix ofsolutions for addressing youth crime

Estimated increases in the cost of electricity under three acid-rain control bills
Several bills were introduced in the past two Congresses to reduce emissions of sulfur dioxide and nitrogen oxides from electric power plants. The effects of these bills on electricity costs depend on features of the bills, on the mix of generating capacity owned by different electric utilities, on the technologies available for complying with the legislation, and on the time horizon used to calculate the costs. A system of computer software has been developed to make utility-specific estimates of the effects of different legislation on electricity costs. This paper presents sample results from a larger analysis of six pieces of legislation. These results suggest that the emissions trading systems proposed in some legislation, and adopted in the Clean Air Act Amendments of 1991, may have less effect than expected on the cost of complying with the legislation. 5 refs., 2 figs., 2 tabs

Disposal of chemical agents and munitions stored at Pine Bluff Arsenal, Pine Bluff, Arkansas
The Pine Bluff Arsenal (PBA) near Pine Bluff, Arkansas, is one of eight continental United States (CONUS) Army installations where lethal unitary chemical agents and munitions are stored and where destruction of agents and munitions is proposed under the Chemical Stockpile Disposal Program (CSDP). The chemical agent inventory at PBA consists of approximately 12%, by weight, of the total US stockpile. The destruction of the stockpile is necessary to eliminate the risk to the public from continued storage and to dispose of obsolete and leaking munitions. In 1988 the US Army issued a Final Programmatic Environmental Impact Statement (FPEIS) for the CSDP that identified on-site disposal of agents and munitions as the environmentally preferred alternative (i.e., the alternative with the least potential to cause significant adverse impacts). The purpose of this report is to examine the proposed implementation of on-site disposal at PBA in light of more recent and more detailed data than those on which the FPEIS is based. New population data were used to compute fatalities using the same computation methods and values for all other parameters as in the FPEIS. Results indicate that all alternatives are indistinguishable when the potential health impacts to the PBA community are considered. However, risks from on-site disposal are in all cases equal to or less than risks from other alternatives. Furthermore, no unique resources with the potential to prevent or delay implementation of on-site disposal at PBA have been identified
