MFN status and the choice of tariff regime
The gradualist approach to trade liberalization views the uniform tariffs implied by MFN status as an important step on the path to free trade. We investigate whether a regime of uniform tariffs will be preferable to discriminatory tariffs when countries engage in non-cooperative interaction in multilateral trade. The analysis includes product differentiation and asymmetric costs. We show that with the cost asymmetry the countries will disagree on the choice of tariff regime. When the choice of import tariffs and export subsidies is made sequentially the uniform tariff regime may not be sustainable, because of an incentive to deviate to a discriminatory regime. Hence, an international body is needed to ensure compliance with tariff agreement
Behind the Cod Curtain: A Perspective on the Political Economy of the Atlantic Groundfish Fishery
This article addresses the collapse of Atlantic groundfish stocks in terms of its significant social and economic impact. How had so many people become dependent on this modest resource? What circumstances contributed to creating a hidden underemployed class in the fishing industry? The analysis adds to the thesis that public support of unproductive industry and income support systems underlie the current crisis, creating barriers to a viable future for the Atlantic Fishery. The authors draw on comparisons with the economy of the former Soviet Union where central planning of an economy based on state owned common property failed to harness market forces and proved unsustainable. They suggest that the common property problem can be addressed by enhancing the security of access to the resource that individuals or groups enjoy, and by increasing user group responsibility for conservation and sustainable exploitation practices. They also advocate the elimination of direct and indirect subsidies to capital and labour which support excessive capacity and ultimately undermine the industry
Mathematical modelling of curtain coating
We present a simple mathematical model for the fluid flow in the curtain coating process, exploiting the small aspect ratio, and examine the model in the large-Reynolds-number limit of industrial interest. We show that the fluid is in free fall except for a region close to the substrate, but find that the model can not describe the turning of the curtain onto the substrate. We find that the inclusion of a viscous bending moment close to the substrate allows the curtain to “turn the corner”
Generalized DPW method and an application to isometric immersions of space forms
Let be a complex Lie group and denote the group of maps from
the unit circle into , of a suitable class. A differentiable
map from a manifold into , is said to be of \emph{connection
order } if the Fourier expansion in the loop parameter of the
-family of Maurer-Cartan forms for , namely F_\lambda^{-1}
\dd F_\lambda, is of the form . Most
integrable systems in geometry are associated to such a map. Roughly speaking,
the DPW method used a Birkhoff type splitting to reduce a harmonic map into a
symmetric space, which can be represented by a certain order map,
into a pair of simpler maps of order and respectively.
Conversely, one could construct such a harmonic map from any pair of
and maps. This allowed a Weierstrass type description
of harmonic maps into symmetric spaces. We extend this method to show that, for
a large class of loop groups, a connection order map, for ,
splits uniquely into a pair of and maps. As an
application, we show that constant non-zero curvature submanifolds with flat
normal bundle of a sphere or hyperbolic space split into pairs of flat
submanifolds, reducing the problem (at least locally) to the flat case. To
extend the DPW method sufficiently to handle this problem requires a more
general Iwasawa type splitting of the loop group, which we prove always holds

Determinant of HIV-1 mutational escape from cytotoxic T lymphocytes.
CD8+ class I-restricted cytotoxic T lymphocytes (CTLs) usually incompletely suppress HIV-1 in vivo, and while analogous partial suppression induces antiretroviral drug-resistance mutations, epitope escape mutations are inconsistently observed. However, escape mutation depends on the net balance of selective pressure and mutational fitness costs, which are poorly understood and difficult to study in vivo. Here we used a controlled in vitro system to evaluate the ability of HIV-1 to escape from CTL clones, finding that virus replicating under selective pressure rapidly can develop phenotypic resistance associated with genotypic changes. Escape varied between clones recognizing the same Gag epitope or different Gag and RT epitopes, indicating the influence of the T cell receptor on pressure and fitness costs. Gag and RT escape mutations were monoclonal intra-epitope substitutions, indicating limitation by fitness constraints in structural proteins. In contrast, escape from Nef-specific CTL was more rapid and consistent, marked by a polyclonal mixture of epitope point mutations and upstream frameshifts. We conclude that incomplete viral suppression by CTL can result in rapid emergence of immune escape, but the likelihood is strongly determined by factors influencing the fitness costs of the particular epitope targeted and the ability of responding CTL to recognize specific epitope variants
Bailouts in a common market: a strategic approach
Governments in the EU grant Rescue and Restructure Subsidies to bail out ailing firms. In an international asymmetric Cournot duopoly we study effects of such subsidies on market structure and welfare. We adopt a common market setting, where consumers from the two countries form one market. We show that the subsidy is positive also when it fails to prevent the exit. The reason is a strategic effect, which forces the more efficient firm to make additional cost-reducing effort. When the exit is prevented, allocative and productive efficiencies are lower and the only gaining player is the rescued firm
Curved Flats, Pluriharmonic Maps and Constant Curvature Immersions into Pseudo-Riemannian Space Forms
We study two aspects of the loop group formulation for isometric immersions
with flat normal bundle of space forms. The first aspect is to examine the loop
group maps along different ranges of the loop parameter. This leads to various
equivalences between global isometric immersion problems among different space
forms and pseudo-Riemannian space forms. As a corollary, we obtain a
non-immersibility theorem for spheres into certain pseudo-Riemannian spheres
and hyperbolic spaces.
The second aspect pursued is to clarify the relationship between the loop
group formulation of isometric immersions of space forms and that of
pluriharmonic maps into symmetric spaces. We show that the objects in the first
class are, in the real analytic case, extended pluriharmonic maps into certain
symmetric spaces which satisfy an extra reality condition along a totally real
submanifold. We show how to construct such pluriharmonic maps for general

Constructing solutions to the Bj\"orling problem for isothermic surfaces by structure preserving discretization
In this article, we study an analog of the Bj\"orling problem for isothermic
surfaces (that are more general than minimal surfaces): given a real analytic
curve in , and two analytic non-vanishing orthogonal
vector fields and along , find an isothermic surface that is
tangent to and that has and as principal directions of
curvature. We prove that solutions to that problem can be obtained by
constructing a family of discrete isothermic surfaces (in the sense of Bobenko
and Pinkall) from data that is sampled along , and passing to the limit
of vanishing mesh size. The proof relies on a rephrasing of the
Gauss-Codazzi-system as analytic Cauchy problem and an in-depth-analysis of its
discretization which is induced from the geometry of discrete isothermic
surfaces. The discrete-to-continuous limit is carried out for the Christoffel

Surveying rip current survivors: Preliminary insights into the experiences of being caught in rip currents
This paper begins a process of addressing a significant gap in knowledge about people's responses to being caught in rip currents. While rip currents are the primary hazard facing recreational ocean swimmers in Australia, debate exists about the best advice to give swimmers caught in rip currents. Such surf rescue advice - on what to do and how to respond when caught in a rip - relies on empirical evidence. However, at present, knowledge about swimmers reactions and responses to rip currents is limited. This gap is a considerable barrier to providing effective advice to beach goers and to understanding how this advice is utilised (or not) when actually caught in the rip current. This paper reports the findings of a pilot study that focussed on garnering a better understanding of swimmers' experiences when caught in rip currents. A large scale questionnaire survey instrument generated data about rip current survivors' demographics, knowledge of beach safety and their reactions and responses when caught in a rip current. A mix of online and paper surveys produced a total of 671 completed surveys. Respondents were predominantly an informed group in terms of rip current knowledge, beach experience and had a high self-rated swimming ability. Preliminary insights from the survey show that most respondents recalled a "swim across the rip/parallel to the beach" message when caught in the rip and most escaped unassisted by acting on this message. However, while nearly a quarter of respondents recalled a message of "not to panic", short answer responses revealed that the onset of panic inhibited some respondents from recalling or enacting any other type of beach safety message when caught in the rip current. Results also showed that despite the research sample being younger, competent and frequent ocean swimmers, they were more likely to swim at unpatrolled beaches and outside of the red and yellow safety flags. Moreover, they were still caught in a rip current and they panicked. The findings of this study have significant implications for a range of demographic groups of differing beach safety knowledge and swimming ability who may be caught in rip currents behave, we know very little about how beach goers may respond to being caught in them. © 2012 Author(s)
