Bechev, 3 ♂ (in alcohol, in author’s collection).</p> <p> <b>Note</b>: General coloration by the specimens from Nepal is yellowish, excluding head, indistinct longitudinal stripes on the mesoscutum, abdominal segment VIII and terminalia brown. The Eastern Dimension of the European Neighbourhood Policy: practices, instruments and social structures
The European Union (EU) continuingly searches for more effective policy towards its eastern neighbours, which is reflected in the ongoing adaptation of its existing approaches, discourses and policy strategies to the new challenges of its external environment. In order to understand the complexity and limitations of the EU framework under the European neighbourhood policy and the eastern partnership initiative – that is, to consider the interface between policy instruments, institutional structures and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies' outcomes. With this in mind, this issue sets to discern patterns of social practices between the EU and its eastern neighbours, and examine how these relations guide agents' interactions in various policy areas. This introduction outlines the theoretical framework synergising the three fundamental concepts – of practices, policy instruments and social structures – that have predicated research for this issue. It also outlines the structure and main arguments of the individual case-studies which inform the issue's conceptual framework
The Successful Laggards: Bulgaria and Romania's Accession to the EU
The article examines the power as well as the limits of the EU's leverage on domestic governance in candidate countries from Eastern Europe through the cases of Bulgaria and Romania. It argues that the reasons for Bulgaria and Romania's lagging behind in meeting the EU accession criteria have to do with a set of domestic factors. Powerful veto players and institutional structures embedded in the domestic sociopolitical context have obstructed reform in the sectors most susceptible to political influence and least likely to be reformed without external pressure. The EU's leverage helps explain why the two laggards did succeed in breaking the vicious circle of semireforms and in ultimately qualifying for EU membership. The EU conditionality has tilted the political balance in favour of a consensus on pro-EU reforms, but before these reforms Can take root, they need to generate further demand 'from below.
Urytalpa chandleri sp. n. (Diptera: Keroplatidae) from Turkey, with a key to the Western Palaearctic species of the genus
Urytalpa chandleri sp. n. from southwest Asiatic Turkey is described and illustrated. Platyura maritima Becker is transferred to Urytalpa based on examination of the type specimen. A key to the Western Palaearctic species of Urytalpa is provided. Copyright © 2008 Magnolia Press
Two new species of Sciophila Meigen (Diptera: Mycetophilidae) from Turkey, with a key to the Western Palaearctic species of the S. lutea Macquart group
Two new species, Sciophila muglolutea sp. n. and S. turkolutea sp. n., from southeastern Turkey are described and illustrated. The second record of S. delphis Chandler, previously known only from the holotype, is reported. A key to the Western Palaearctic species of the S. lutea Macquart group is provided, and data on the distribution of the Palaearctic species are presented. Copyright © 2006 Magnolia Press
