Gondolatok az ipar jövőjéről és az iparpolitikáról
A jelen Ărás az ipar szerepĂ©nek ĂşjraĂ©rtĂ©kelĂ©sĂ©vel, a fenntarthatĂłsággal valĂł kapcsolatával Ă©s általában az ipar szerkezeti változásának szĂĽksĂ©gessĂ©gĂ©vel foglalkozik. Érvel amellett, hogy a korszerű ipar olyan fontos gazdasági ágazat, amely kĂ©pes arra, hogy nagy hozzáadott Ă©rtĂ©ket állĂtson elĹ‘, Ă©s jĂł minĹ‘sĂ©gű munkahelyeket teremtsen. JövĹ‘je azonban attĂłl fĂĽgg, hogy mennyire tud átalakulni, bekapcsolĂłdni az energia- Ă©s anyagtakarĂ©kos körforgásos gazdaságba. Ezt a folyamatot az állami iparpolitikáknak, iparstratĂ©giáknak támogatniuk kell. Közép-Európa: élboly vagy periféria? : a versenyképesség és a társadalmi fejlődés alakulása a rendszerváltás után
This paper investigates how the original objectives of the system change have been achieved in Central-Eastern Europe. It concentrates on examining not only the economic, but also the social achievements in the region by comparing competitiveness rankings and social indicators in six countries: Austria, Czech Republic, Poland, Slovenia, Slovakia and Hungary. Finland is picked as a benchmark, best practice country in the field of economic development and competitiveness. Special attention is paid to analysing how quality of life, human development and human satisfaction have changed during the selected time horizon in the surveyed countries. Corruption, as a performance-damaging factor is also taken into account. The competitiveness analysis is based on the IMD and the World Economic Forum rankings. The paper concludes by presenting a deteriorating competitiveness and social situation in Hungary, and an improving performance in Poland. Based on the research findings the paper suggests a stronger focus on developing human resources, social capital and other soft factors instead of concentrating solely on creating growth measured by GDP. This would help to close not only the economic, but also the social development gap between the core and the Central-Eastern European countries

Az Ărás összefoglalja az iparpolitikával kapcsolatos legfontosabb nĂ©zeteket, rámutatva annak elĹ‘nyeire Ă©s hátrányaira egyaránt. FelhĂvja a figyelmet arra, hogy a hagyományos iparpolitika korunkban, amelyet kiszámĂthatatlan technolĂłgiai, társadalmi Ă©s geopolitikai sokkok jellemeznek, már nem elegendĹ‘ ahhoz, hogy egy ország gazdaságát alkalmassá tegyĂ©k a sikeres alkalmazkodásra. A hagyományos iparpolitika helyett átfogĂł strukturális politikára van szĂĽksĂ©g, amelynek cĂ©lja az innováciĂł, termelĂ©kenysĂ©g Ă©s hatĂ©konyság javuláson alapulĂł versenykĂ©pessĂ©g javĂtás mellett az ellenállĂłkĂ©pessĂ©g erĹ‘sĂtĂ©se. Az Ărás második rĂ©sze nĂ©hány mutatĂł segĂtsĂ©gĂ©vel elemzi a magyar gazdaság ágazati szerkezetĂ©t, rámutatva arra, hogy a dominálĂł ágazatok nem elĂ©g innovatĂvak Ă©s termelĂ©kenyek, Ă©s ezĂ©rt nem elĂ©g magas a hozzáadott Ă©rtĂ©k termelĂ©sĂĽk. KĂĽlön figyelmet Ă©rdemel továbbá a tĹ‘kebefektetĂ©sek alacsony, a feldolgozĂłipar esetĂ©n csökkenĹ‘ hozama. Az egyensĂşlytalanságok kikĂĽszöbölĂ©sĂ©re az Ărás az összehangolt Ă©s szĂ©les körben egyeztetett strukturális politika kidolgozásának fontosságát hangsĂşlyozza.

This paper summarizes the most recent views related to industrial policy, highlighting its benefits and weaknesses as well. It also calls attention to the fact that in our age, which can be characterized by unexpected technological, social and geopolitical shocks, traditional industrial policies are not capable of facilitating the successful adaptation of economies to the rapid environmental changes. Instead, general structural policies are required, which can cover all the aspects of improving innovation capacity, productivity and efficiency, in order to increase not only competitiveness, but also resilience. In the second part, the paper analyses the structure of the Hungarian economy based on a few key indicators. It argues that the dominant sectors in manufacturing are neither sufficiently innovative, nor productive, therefore they produce low added value. The paper also calls attention to the low and worsening capital stock-based productivity in the manufacturing sector, which means diminishing return

The paper deals with the reassessment of the role of industry, its relationship with sustainability and the need for its structural change. It argues that modern industry is an important economic sector capable of producing high added value and creating high-quality jobs. However, its future depends on the ability to transform itself into an energy and material-efficient circular economy. Public industrial policies and strategies must support this process. The paper also sheds light on the structural problems of Hungarian industry and its largest segment, the manufacturing industry, demonstrating that in order to prevent the Hungarian economy from falling into a development trap, a significant structural transformation of industry is needed, which cannot be imagined without a future-oriented industrial policy and strategy

The article focuses on the possibility of measuring state and governance efficiency calling
attention to the close relationship between this efficiency and the state budget. It presents
the most well-known international and national measurements methods, and demonstrates their weaknesses. Further on the article makes an attempt to establish efficiency-based
relationships among state expenditure elements and their possible economic outcomes by
using statistical data. Finally it proposes key development options with special emphasis
on the processes of state budget planning and implementation
The Role of Intangible Capital Investment and Intangible Assets in Improving Competitiveness
Based on international literature and data, this essay examines the conditions for improving competitiveness in Hungary in relation to intangible assets and capital investment. The link between productivity – as the basis for competitiveness – and intangible capital investment is also discussed. The essay argues that, although there is no consensus on the interpretation of the concepts examined and further analysis and modelling are needed, the relationships presented suggest that higher levels of intangible asset and capital investment would contribute to improving the productivity and competitiveness of the Hungarian economy. First, because this would improve the overall operational efficiency of tangible investments, and second, because it would support the transition to a knowledge economy, the key condition for boosting competitiveness
