    During its consolidation as an economic science, tourism has formed its own emergent market, characterized by factors with specific action and heterogeneous elements. On this slightly atypical market the quality of tourism products and services tends to become an element of competitive differentiation. Constantly practicing high standard quality services allows obtaining certain notoriety both for the tourism services providers and for the promoted destination. Continuous monitoring and improvement of tourism products quality must base on the correspondence relation between the satisfaction, perception and tourists’ expectancies. Nowadays tourist wants to be offered multiple choices, to discover the tourism offer suitable to satisfy the most diverse preferences. He is not willing to make any concession regarding the quality of the tourist products he is being offered. His discontents are linked, mainly, to poor performance of the staff training activity, to lack of equipment and facilities compared to the ones present in other states of the European Union and to the infrastructure’s precarious state. In order to emphasize the way of perceiving the tourism products quality among tourists who had visited Bukovina, during December the 20th 2008 and January the 20th 2009, we developed a socio-statistic research on a sample of 151 tourists accommodated in the lodge units within Suceava county. The study results emphasized that because of the global economic crisis, the tourism products quality is more frequently perceived as a differentiation element between tourism agencies, and Romanian tourists stress more then ever this detail.     MODEL OF CHOICES, INSTITUTIONS AND DIRECT DEMOCRACY QUASI-ECONOMIC FACTORS OF THE INFLUENCE OF UNDERGROUND ECONOMY

    Research in recent decades has shown that an analysis of underground economy from the limiting perspective of economic factors of influence is insufficient. Through an integrative approach it is opened the way to a multidisciplinary and multi causal understanding of all factors (economic, noneconomic, quasi economic) that influence the phenomenon of underground economy. The present work pleads for the analysis of the concept underground economy (multidimensional and composite) through the instruments of study: the choices, institutions and direct democracy. The model of choices express the decision of labor force to activate on the official labor market or to the illegal labor market in the context given by opportunities, preferences and constraints. Institutions defines the capacity of regulation  and implementation of government policies with implications in stimulating or discouraging economic subjects to hide activities in the sphere of underground economy. Direct democracy through its institutions (referendums, legislative initiatives) provides the political framework for the active involvement of the taxpayer as a voter or elector to a healthy and sustainable economic development. The results of active involvement of citizens consist in a more effective implementation of strategies and tax policies and a reduction of  incentives to escape in the sphere of economic informality.

The education system is considered as a social institution which, reflecting the society in which it exists and functions (being a product of it), is, at the same time, the main factor through which society develops and cultivates its human resources according to the increasing requirements. the more complex he aspires to. The definition and analysis of the concept of education system implies, through the perspective of a certain degree of generality that we proposed in approaching the subject, the advancement of two different reference criteria, respectively an approach of the concept of education system in a broad sense, and one, in a narrow sense. According to the law no.1 / 2011 of education, the education systems can be defined, in a broad sense, as a set of institutions that participate in the realization of the school architecture, in the general development of the total studies, of the studies by cycles, orientations, channels. In a narrow sense, they include school institutions (primary school, middle school, high school and universities) organized by steps, cycles and areas of study. Mass education systems have emerged in the Nordic countries. For example, in Sweden, the national church urged parents and community members to support literacy, with the percentage of those who could read and write considered to have risen from 20% in the 17th century to 80%. , beginning of the 19th century.     COMPARATIVE ANALYSIS OF THE GEOGRAPHICAL DISPARITIES REGARDING THE LEVEL OF EDUCATION OF THE POPULATION AND THE LEVEL OF ECONOMIC DEVELOPMENT IN ROMANIA AND IN THE REGIONAL PROFILE

    Throughout this paper we undertook a research which goal is presented by the title, namely to elaborate a comparative analysis of the geographical disparities regarding the level of education of the population and the level of economic development in Romania and in the regional profile. Within the first sections of the paper we present the general coordinates of the framework components: regional economic and education level disparities. The problem of regional disparities has managed to become the most important economic policy in different regions of the EU, in the last two decades. Carrying out these general analyses of the territories in this geographical zone began, especially, after Greece, Spain, Portugal and then Romania joined the EU, states marked by significant regional imbalances, characterized by a low level of development in comparison with the other countries of the EU. Because in the developed countries, the structure of the economy is considered to be a basic condition, which must be taken into account in the process of economic development, we used these variables in order to evaluate the level of regional development and to understand the differences regarding the development between regions. The third section of the paper is presenting the comparative analyses of disparities regarding education in regional context in Romania. The analysis at the regional level of the employment of less educated people compresses important aspects  regarding the regional discrepancies in the economic welfare. Concretely, the analysis of the education in Romania comprises aspects, on the regional plan on the basis of the most representative indicators: the level of education of the population, the participation of adult population in lifelong learning, and the Gross Domestic Product per inhabitant, on a time horizon of 14 years, 2000-2014, by achieving correlations and statistical interpretations. The conclusions reflect that there are very big differences between the Bucharest-Ilfov region and the other regions of the country. Also the final ideas of the paper point out the serious problems the regional development confronts, by identifying these determining factors, they can be corrected more easily by implying massive efforts on a long time span

    TOURIST SAFETY AND SECURITY: A FACTOR OF THE COMPETITIVENESS OF SECONDARY TOURIST DESTINATIONS

    Most specialized studies aiming to quantify economic competitiveness have predominantly focused on the issues that support a strong productive sector and, less on related fields, but gives added value. Under these circumstances, success can only be associated with the possession and fructification of the elements generating competitive advantages. It is already known that in order to be competitive, a destination or an economic entity in the field must be able to attract and satisfy tourists to a higher level in relation to competition. The geopolitical cliff and profound globalization of services - coupled with the most relaxing leisure time - motivated us to treat somehow succinctly a particular aspect of tourism competitiveness, of critical importance in our view - tourist safety and security. To substantiate the analysis, we have used the data provided by the World Economic Forum through the Tourism Competitiveness Index (TCI), which is one of the most used tools for assessing international tourism competitiveness. From a methodological point of view, the same index was used to highlight any gaps between Romania and the other Central and Eastern European countries (EEC-EU). </p

    THE USE OF THE NEW INFORMATION AND COMMUNICATION TECHNOLOGIES (NICTs) AT THE LEVEL OF BUSINESS IN THE TOURISM INDUSTRY FROM ROMANIA AND THE CEE-EU COUNTRIES

    All the tourism oriented organizations experience the greater and greater impact of what are known today as the new information and communication technologies (NICT). In this context, we considered appropriate to make a study on the degree of use of the new information technologies in Romania and the CEE-EU countries, countries reunited under this title (CEE), after the proposal of the Organization for Economic Cooperation and Development (OECD), to which we chose to add the EU ending, in order to clarify from the beginning that we refer to the member states of the European Union, from the Central and Eastern Europe. In order to ensure the comparability of the results, we used the data provided by EUROSTAT, through the European Commission reports on the NICT use at the level of business from the tourism industry from Romania and the other countries in the region. The analysis results show that Romania and Bulgaria are the countries with the biggest deficiencies regarding the implementation of the new information and communication technologies at the level of the tourist accommodation establishments and food services.</p
