    AbstractThe way privatization process has redefined the boundary between public and private sector in Constanta port, in the early 1990s, changed the system of organization of this important strategic point of the Romanian economy. Thus, in just two decades, the economic agglomeration of Constanta port evolved from 8 state enterprises into more than 800 public and private companies. This evolution process has passed through a transition stage when the 8 state enterprises have split into 16 economic entities, which formed the basis for the growth of the private sector. Using a theoretical model of ports organization, the paper points at the way the privatization process has influenced the evolution of the functional structure of Constanta port. The results come to explain some of the anomalies currently recorded in this sector of activity

The increased access to productive resources and operative public institutions are the most important instruments of the fight against pauperism. Private and public investments in education, health and social programs are indispensable instruments meant to provide necessary means for the poor people to integrate in the market economy and to contribute to the economic development for the benefit of all. The Universal Declaration of Human Rights stipulates: „Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services." But they are still virtual rights. The pauperism apparition, grounds and eradication are essential questions for which we should look for and fins answers, to develop and apply efficient and appropriate strategies for economic and social development of each country. The gathering of all useful information is needed in order to understand the cultural, social, economic, political and institutional realities, determining opportunities and obstacles for poor to escape from the "pauperism entrapment".     On the Stability of Gradient Descent for Large Learning Rate

    There currently is a significant interest in understanding the Edge of Stability (EoS) phenomenon, which has been observed in neural networks training, characterized by a non-monotonic decrease of the loss function over epochs, while the sharpness of the loss (spectral norm of the Hessian) progressively approaches and stabilizes around 2/(learning rate). Reasons for the existence of EoS when training using gradient descent have recently been proposed -- a lack of flat minima near the gradient descent trajectory together with the presence of compact forward-invariant sets. In this paper, we show that linear neural networks optimized under a quadratic loss function satisfy the first assumption and also a necessary condition for the second assumption. More precisely, we prove that the gradient descent map is non-singular, the set of global minimizers of the loss function forms a smooth manifold, and the stable minima form a bounded subset in parameter space. Additionally, we prove that if the step-size is too big, then the set of initializations from which gradient descent converges to a critical point has measure zero
