Backpack VLBI terminal with subscentimeter capability
Backpack portable equipment was developed to measure vector baseline from approximately 1 km to 100 km in length with subcentimeter to few centimeter accuracy. The equipment design features as well as the instrumentation specifications are discussed. It is shown that the unit has the following advantages: it is simple in concept; it is reliable in unattended operation; and it is inexpensive (less than $15,000 per unit)
Phase 2: HGM air flow tests in support of HEX vane investigation
Following the start of SSME certification testing for the Pratt and Whitney Alternate Turbopump Development (ATD) High Pressure Oxidizer Turbopump (HPOTP), cracking of the leading edge of the inner HEX vane was experienced. The HEX vane, at the inlet of the oxidizer bowl in the Hot Gas Manifold (HGM), accepts the HPOTP turbine discharge flow and turns it toward the Gaseous Oxidizer Heat Exchanger (GOX HEX) coil. The cracking consistently initiated over a specific circumferential region of the hex vane, with other circumferential locations appearing with increased run time. Since cracking had not to date been seen with the baseline HPOTP, a fluid-structural interaction involving the ATD HPOTP turbine exit flowfield and the HEX inner vane was suspected. As part of NASA contract NAS8-36801, Pratt and Whitney conducted air flow tests of the ATD HPOTP turbine turnaround duct flowpath in the MSFC Phase 2 HGM air flow model. These tests included HEX vane strain gages and additional fluctuating pressure gages in the turnaround duct and HEX vane flowpath area. Three-dimensional flow probe measurements at two stations downstream of the turbine simulator exit plane were also made. Modifications to the HPOTP turbine simulator investigated the effects on turbine exit flow profile and velocity components, with the objective of reproducing flow conditions calculated for the actual ATD HPOTP hardware. Testing was done at the MSFC SSME Dynamic Fluid Air Flow (Dual-Leg) Facility, at air supply pressures between 50 and 250 psia. Combinations of turbine exit Mach number and pressure level were run to investigate the effect of flow regime. Information presented includes: (1) Descriptions of turbine simulator modifications to produce the desired flow environment; (2) Types and locations for instrumentation added to the flow model for improved diagnostic capability; (3) Evaluation of the effect of changes to the turbine simulator flowpath on the turbine exit flow environment; and (4) Comparison of the experimental turbine exit flow environment to the environment calculated for the ATD HPOTP
Correlation entropy of synaptic input-output dynamics
The responses of synapses in the neocortex show highly stochastic and
nonlinear behavior. The microscopic dynamics underlying this behavior, and its
computational consequences during natural patterns of synaptic input, are not
explained by conventional macroscopic models of deterministic ensemble mean
dynamics. Here, we introduce the correlation entropy of the synaptic
input-output map as a measure of synaptic reliability which explicitly includes
the microscopic dynamics. Applying this to experimental data, we find that
cortical synapses show a low-dimensional chaos driven by the natural input

Analysis of boundary layer sounding data from the FIRE Marine Stratocumulus Project
October 1987.FIRE volume 2 on cover.Includes bibliographical references.We present an analysis of the boundary layer thermodynamic data obtained by the CLASS radiosonde system during the marine boundary layer experiment on San Nicolas Island in the summer of 1987. The analysis procedure retains the highest possible vertical resolution in the data. Plots of temperature, dew point temperature, potential temperature, equivalent potential temperature and saturation equivalent potential temperature are presented for each of the sixty-nine soundings taken during FIRE. Conditions were mostly cloudy with fifty-five of the sixty-nine soundings being released with stratocumulus overhead. For the fifty-live cloudy soundings, cloud top Jumps of equivalent potential temperature i, and total water mixing ratio r were also determined. Each of these soundings is then represented by a point in the (~11., ~r) plane. Fifteen of these soundings are on the unstable aide of the evaporative instability line, and there appears to be some tendency for break-up under these conditions

The Supreme Court has looked to the rights of corporate shareholders in determining the rights of union members and non-members to control political spending, and vice versa. The Court sometimes assumes that if shareholders disapprove of corporate political expression, they can easily sell their shares or exercise control over corporate spending. This assumption is mistaken. Because of how capital is saved and invested, most individual shareholders cannot obtain full information about corporate political activities, even after the fact, nor can they prevent their savings from being used to speak in ways with which they disagree. Individual shareholders have no “opt out” rights or practical ability to avoid subsidizing corporate political expression with which they disagree. Nor do individuals have the practical option to refrain from putting their savings into equity investments, as doing so would impose damaging economic penalties and ignore conventional financial guidance for individual investors

Petition for Rulemaking on Short and Distort
Today, some hedge funds attack public companies for the sole purpose of inducing a short-lived panic which they can exploit for profit. This sort of market manipulation harms average investors who entrust financial markets with their retirement savings. While short selling serves a critical function in the capital markets, some short sellers disseminate negative opinion about a company, inducing a panic and sharp decline in the stock price, and rapidly close that position for a profit prior to the price partially or fully rebounding. We urge the SEC to enact two rules which will discourage manipulative short selling. The petition for rule-making on short and distort has been jointly signed by twelve securities law professors nationwide
Stability of the monoclinic phase in the ferroelectric perovskite PbZr(1-x)TixO3
Recent structural studies of ferroelectric PbZr(1-x)TixO3 (PZT) with x= 0.48,
have revealed a new monoclinic phase in the vicinity of the morphotropic phase
boundary (MPB), previously regarded as the the boundary separating the
rhombohedral and tetragonal regions of the PZT phase diagram. In the present
paper, the stability region of all three phases has been established from high
resolution synchrotron x-ray powder diffraction measurements on a series of
highly homogeneous samples with 0.42 <=x<= 0.52. At 20K the monoclinic phase is
stable in the range 0.46 <=x<= 0.51, and this range narrows as the temperature
is increased. A first-order phase transition from tetragonal to rhombohedral
symmetry is observed only for x= 0.45. The MPB, therefore, corresponds not to
the tetragonal-rhombohedral phase boundary, but instead to the boundary between
the tetragonal and monoclinic phases for 0.46 <=x<= 0.51. This result provides
important insight into the close relationship between the monoclinic phase and
the striking piezoelectric properties of PZT; in particular, investigations of
poled samples have shown that the monoclinic distortion is the origin of the
unusually high piezoelectric response of PZT.Comment: REVTeX file, 7 figures embedde
The Interstellar Environment of our Galaxy
We review the current knowledge and understanding of the interstellar medium
of our galaxy. We first present each of the three basic constituents - ordinary
matter, cosmic rays, and magnetic fields - of the interstellar medium, laying
emphasis on their physical and chemical properties inferred from a broad range
of observations. We then position the different interstellar constituents, both
with respect to each other and with respect to stars, within the general
