    Contested paradigms of ‘viability’ in redistributive land reform: perspectives from southern Africa

    ‘Viability’ is a key term in debates about land redistribution in southern African and beyond. It is often used to connote ‘successful’ and ‘sustainable’– but what is meant by viability in relation to land reform, and how have particular conceptions of viability informed state policies and planning approaches over time? How have such notions influenced the contested politics of land and agriculture? In southern Africa policy debates have tended to focus narrowly on farm productivity and economic returns, and an implicit normative model is the large-scale commercial farm. Through a review of land reform experiences in South Africa, Namibia and Zimbabwe, this paper critically interrogates this influential but under-examined notion. It examines contrasting framings of viability derived from neo-classical economics, new institutional economics, livelihoods approaches (both developmentalist and welfarist), radical political economy and Marxism, and their influence in southern Africa. Through a discussion of alternative framings of viability, the paper aims to help shift policy debates away from a narrow, technocratic economism, a perspective often backed by powerful interests, towards a more plural view, one more compatible with small-scale, farming-based livelihoods.ESR

    A cross-cultural exploration of children's perceptions of wellbeing:Understanding protective and risk factors

    There is a growing body of literature on children’s wellbeing. However, historically, focus has been on adults’ perspectives, leading to adult-centric views of wellbeing. Although recent years have witnessed an increase in researchers eliciting children’s perspectives, it is not clear whether children's perceptions of wellbeing are universal, or whether they are culturally distinct. This study sought to explore children’s perceptions of wellbeing across Wales and the Czech Republic. Semi-structured interviews were conducted with 53 children aged 9–12 years and analysed via thematic analysis. The results revealed similarities in the perceptions of children in Wales and Czech Republic, with children in both cultures drawing on risk and protective factors that children believe impacts on their wellbeing. Risk factors include disrupted family relationships, peer difficulties, and anxiety, while protective factors include positive parent-child relationships, meaningful friendships, and effective coping strategies. This paper suggests that warm parent-child and child-peer interactions contribute to children’s positive socioemotional functioning

    Exploring open cheminformatics approaches for categorizing per-and polyfluoroalkyl substances (PFASs)

    Per- and polyfluoroalkyl substances (PFASs) are a large and diverse class of chemicals of great interest due to their wide commercial applicability, as well as increasing public concern regarding their adverse impacts. A common terminology for PFASs was recommended in 2011, including broad categorization and detailed naming for many PFASs with rather simple molecular structures. Recent advancements in chemical analysis have enabled identification of a wide variety of PFASs that are not covered by this common terminology. The resulting inconsistency in categorizing and naming of PFASs is preventing efficient assimilation of reported information. This article explores how a combination of expert knowledge and cheminformatics approaches could help address this challenge in a systematic manner. First, the “splitPFAS” approach was developed to systematically subdivide PFASs (for eventual categorization) following a CnF2n+1–X–R pattern into their various parts, with a particular focus on 4 PFAS categories where X is CO, SO2, CH2 and CH2CH2. Then, the open, ontology-based “ClassyFire” approach was tested for potential applicability to categorizing and naming PFASs using five scenarios of original and simplified structures based on the “splitPFAS” output. This workflow was applied to a set of 770 PFASs from the latest OECD PFAS list. While splitPFAS categorized PFASs as intended, the ClassyFire results were mixed. These results reveal that open cheminformatics approaches have the potential to assist in categorizing PFASs in a consistent manner, while much development is needed for future systematic naming of PFASs. The “splitPFAS” tool and related code are publicly available, and include options to extend this proof-of-concept to encompass further PFASs in the future

    An (Eco)Toxicity Life Cycle Impact Assessment Framework for Per- And Polyfluoroalkyl Substances

    A framework for characterizing per- and polyfluoroalkyl substances (PFASs) in life cycle impact assessment (LCIA) is proposed. Thousands of PFASs are used worldwide, with special properties imparted by the fluorinated alkyl chain. Our framework makes it possible to characterize a large part of the family of PFASs by introducing transformation fractions that translate emissions of primary emitted PFASs into the highly persistent terminal degradation products: the perfluoroalkyl acids (PFAAs). Using a PFAA-adapted characterization model, human toxicity as well as marine and freshwater aquatic ecotoxicity characterization factors are calculated for three PFAAs, namely perfluorooctanoic acid (PFOA) perfluorohexanoic acid (PFHxA) and perfluorobutanesulfonic acid (PFBS). The model is evaluated to adequately capture long-term fate, where PFAAs are predicted to accumulate in open oceans. The characterization factors of the three PFAAs are ranked among the top 5% for marine ecotoxicity, when compared to 3104 chemicals in the existing USEtox results databases. Uncertainty analysis indicates potential for equally high ranks for human health impacts. Data availability constitutes an important limitation creating uncertainties. Even so, a life cycle assessment (LCA) case study illustrates practical application of our proposed framework, demonstrating that even low emissions of PFASs can have large effects on LCA results

    The outsourcing of social care in Britain : what does it mean for voluntary sector workers?

    While recent decades have witnessed a growth in the outsourcing of public services in Britain, the post-1997 UK Labour governments have sought to put in place mechanisms aimed at encouraging long-term collaborative contracting relationships marked by less reliance on cost-based competition. This article explores empirically how far these mechanisms have achieved their aims and thereby acted to protect the employment conditions of staff, and links this exploration to debates concerning the employment implications of organizational reforms within public sectors internationally. It concludes that in terms of bringing income security to the voluntary sector and stability to employment terms and conditions these efforts have been unsuccessful, and consequently casts doubts on more optimistic interpretations of the employment effects of organizational restructuring in the British public sector

    Finding a third archetypal technical system in architectural phenomenology

    Within the scope of phenomenology and in order to understand architecture, the role of the technical system is as important as those of the purpose of the building or its form. Mass construction and skeletal construction relate to the architectural theory concepts stereotomy and tectonics respectively, which are suitable for describing the fundamental structural and constructive form of architecture. These two systems became established as man built his first shelters and, so far, represented opposite sides of the building industry’s possibilities. The development of new construction techniques and the relationship between research and technology have a great impact on architecture, although new processing methods and materials may not necessarily cause genuine tectonic changes. The technical dimension of architecture is analysed in this work describing how technical elements are built from materials, and then organised in systems. First, the paper examines the division of technical systems in two categories (massive systems and skeletal systems); then it studies timber’s modern production technologies and subsequently the paper critically analyses how these influence the architectural form. The paper concludes that a third archetypal technical system can be perceived with the assembly of surface elements, joining both the multifunctional aspect of the massive systems and the flexibility of the skeletal systems, this third category being fundamental in phenomenological terms

    An Outdoor Aging Study to Investigate the Release of Per- And Polyfluoroalkyl Substances (PFAS) from Functional Textiles

    The emission of per- and polyfluoroalkyl substances (PFAS) from functional textiles was investigated via an outdoor weathering experiment in Sydney, Australia. Polyamide (PA) textile fabrics treated with different water-repellent, side-chain fluorinated polymers (SFPs) were exposed on a rooftop to multiple natural stressors, including direct sunlight, precipitation, wind, and heat for 6-months. After weathering, additional stress was applied to the fabrics through abrasion and washing. Textile characterization using a multiplatform analytical approach revealed loss of both PFAS-containing textile fragments (e.g., microfibers) as well as formation and loss of low molecular weight PFAS, both of which occurred throughout weathering. These changes were accompanied by a loss of color and water repellency of the textile. The potential formation of perfluoroalkyl acids (PFAAs) from mobile residuals was quantified by oxidative conversion of extracts from unweathered textiles. Each SFP-textile finish emitted a distinct PFAA pattern following weathering, and in some cases the concentrations exceeded regulatory limits for textiles. In addition to transformation of residual low molecular weight PFAA-precursors, release of polymeric PFAS from degradation and loss of textile fibers/particles contributed to overall PFAS emissions during weathering

    Institutions, Consensus and Conflict: Implications for Policy and Practice

    Summary This article reflects on the challenges faced when the ideal of consensual communities is questioned. A more complex view of institutional relationships at the local level is envisaged, one which emphasises conflict as much as consensus. This, in turn, suggests some implications for institutional design and processes of conflict negotiation. A number of alternatives are explored, ranging from targeted, institutional design to more flexible, learning process approaches. Support for effective negotiation processes is highlighted, including the enhancement of claims?making capacity through processes of participation and empowerment. Due to the inherent uncertainties in both ecological and social dynamics, institutional design can never take a blueprint form. Instead, a flexible, adaptive style of dealing with institutional complexity and uncertainty is envisaged. Despite the necessity of disagreggating ‘community’ imagery for local?level implementation, such imagery can also be used strategically and effectively by local people and other development actors in struggles to define and direct processes of change. ancement of claims?making capacity through processes of participation and empowerment.     Longitudinal trends of per- and polyfluoroalkyl substances in children's serum

    Studies suggest negative health impacts from early life exposure to per- and polyfluoroalkyl substances (PFASs). However, information on longitudinal exposure to PFASs during childhood is scarce for background-exposed individuals. This study sought to fill this gap by investigating children's longitudinal exposure trends through measurement of PFAS serum concentrations and calculation of body burdens (mu g, total in body). Blood of 54 Finnish children was sampled 2005-2015 and analyzed for 20 PFASs at 1, 6 and 10.5 years of age. The body burden was calculated by multiplying the serum concentration by the volume of distribution and the bodyweight for each individual. Associations between serum concentrations or body burdens and parameters, such as sex, breastfeeding duration, body mass index as well as indoor dust and air PFAS concentrations, were evaluated. Serum concentrations of perfluorooctane sulfonic acid (PFOS), perfluorooctanoic acid (PFOA), perfluorononanoic acid (PFNA) and perfluorohexane sulfonic acid (PFHxS) decreased significantly (p <0.001) with age. In contrast to serum concentrations, body burdens stayed unchanged or even increased significantly (p <0.05), except for PFOA in female children. Breastfeeding duration was positively correlated (p <0.001) with serum concentrations of PFHxS, PFOS, PFOA and PFNA at 1 year of age. Some associations were found at 10.5 years with sex and indoor PFAS concentrations. Observations of longitudinal decreasing trends of serum concentrations can be misleading for understanding exposure levels from external media during childhood, as the serum concentration is influenced by parallel temporal changes and growth dilution. Body burdens account for growth dilution and thus better reflect differences in early-life to adolescence exposure than serum concentrations.Peer reviewe
