Berkeley's "esse is percipi" and Collier's "simple" argument
Almost all who write on Collier note a striking similarity between a short passage in his Clavis Universalis and the famous claim that esse is percipi in Berkeley's Principles. This essay explores that similarity in more detail than has been done before. The comparison forces us to address an issue about the nature of passivity in Berkeley's theory of mind. Two interpretations consistent with the text are offered and one is favoured on the grounds that it makes some of Berkeley's arguments more plausible. Who deserves aid? Equality of opportunity, international aid and poverty reduction
We build and implement a normative procedure to allocate international aid based on equality of opportunity concerning the risk of poverty. This is an alternative to Collier and Dollar’s proposal (2001) which stresses the impact of aid on worldwide poverty reduction. The big problem with their approach, as regards distributive justice, is that it leaves very great inequality in poverty risk between inhabitants of countries with widely varying structural disadvantages. We draw on post-welfarist theories of social justice, especially those of John Roemer. However our proposal is very different to that of Llavador and Roemer (2001), which has serious methodological errors and reaches contradictory conclusions. Our proposed allocations, like those of Collier and Dollar, differ from current aid allocation by giving more to the poorest countries. Apart from this agreement, our equality of opportunity principle takes account of structural disadvantages to growth rather than quality of past policies. Ground-water resources of Collier County, Florida
The Biscayne Aquifer is the principal source of water for the heavily
populated area in the vicinity of West Palm Beach and Miami. The
publication of this data is timely and will assist in the intelligent development
of the water resources of the area.The report recognizes two major aquifers as the source of ground
water in Collier County. The lower aquifer is highly mineralized, but
contains usable water, and the more shallow aquifer is the source of
large supplies, which are utilized by municipalities and domestic users.
Adequate supplies of fresh water are present in the Naples area and by
proper planning, these can be developed in an orderly manner and salt
water encroachment can be prevented.

FEDERAL COURTS-USE OF A CROSS-CLAIM UNDER RULE 13(g) OF THE FEDERAL RULES OF CIVIL PROCEDURE
Under an ordinary automobile insurance policy, P insurance company promised to defend and indemnify Harvey for any suit arising from an accident involving his use of the insured truck. Collier sued Harvey in a state court alleging injuries due to the negligent use of the insured truck by two Harvey employees. Before judgment thereon, P, incorporated under the laws of Wisconsin, sued Harvey and Collier, citizens of Oklahoma, in the federal court. P sought a declaratory judgment on the grounds that (a) at the time of the accident the employees were under the control and supervision of the City of Seminole, and (b) Harvey had failed to give due notice of the accident. Harvey then filed a cross-claim against Collier requesting the court to declare him not liable for Collier\u27s injuries. The trial court rendered a judgment exonerating P and Harvey from any liability for Collier\u27s injuries as the negligent employees had been acting under the control of the City of Seminole at the time of the accident. On appeal, Collier asserted that the trial court did not have jurisdiction over the cross-claim as the questions raised by the cross-claim were not essentially ancillary to the subject matter of the original suit. Held, that the judgment on the cross-claim is affirmed insofar as it declared Harvey not liable for Collier\u27s injuries on the grounds of the negligence of Harvey\u27s employees. Collier v.
