    In June 2021, CERL assembled a working group to address the difficult legal and policy questions that arise in anticipation of renewed attempts to close the Guantánamo detention facility. The CERL 2021 Working Group on Guantánamo Bay is co-chaired by Claire Finkelstein, a professor of criminal and national security law at the University of Pennsylvania and CERL’s faculty director, and Harvey Rishikof, former convening authority for the commissions and a visiting professor of national security law at Temple University. The group comprises over thirty national security and counterterrorism experts, retired military officers, lawyers, former Department of Justice officials, psychologists, psychiatrists, academics, ethicists, and experts in the law of armed conflict. Members of the group are Republicans, Democrats, and Independents, and the recommendations of the group reflect the views of both current and former defense attorneys in the commission and former Guantánamo prosecutors. The views of the Working Group are intended to be nonpartisan in nature and based on an objective assessment and application of facts and law

    Chlorinated Pool Attendance, Atopy, and the Risk of Asthma during Childhood

    The pool chlorine hypothesis postulates that the rise in childhood asthma in the developed world could result at least partly from the increasing exposure of children to toxic gases and aerosols contaminating the air of indoor chlorinated pools. To further assess this hypothesis, we explored the relationships between childhood asthma, atopy, and cumulated pool attendance (CPA). We studied 341 schoolchildren 10–13 years of age who attended at a variable rate the same public pool in Brussels (trichloramine in air, 0.3–0.5 mg/m(3)). Examination of the children included a questionnaire, an exercise-induced bronchoconstriction (EIB) test, and the measurement of exhaled nitric oxide (eNO) and total and aeroallergen-specific serum IgE. CPA by children (range, 0–1,818 hr) emerged among the most consistent predictors of asthma (doctor diagnosed or screened with the EIB test) and of elevated eNO, ranking immediately after atopy and family history of asthma or hay fever. Although the risk of elevated eNO increased with CPA [odds ratio (OR) = 1.30; 95% confidence interval (CI), 1.10–1.43] independently of total or specific serum IgE, the probability of developing asthma increased with CPA only in children with serum IgE > 100 kIU/L (OR for each 100-hr increase in CPA = 1.79; 95% CI, 1.07–2.72). All these effects were dose related and most strongly linked to pool attendance before 6–7 years of age. Use of indoor chlorinated pools especially by young children interacts with atopic status to promote the development of childhood asthma. These findings further support the hypothesis implicating pool chlorine in the rise of childhood asthma in industrialized countries

    Buried Peats: Past Peatland Distribution as an Indicator of Hydroclimate and Temperature

    Peatlands, wetlands with > 30 cm of organic sediment, cover more than 3 x 106 km2 of the earth surface and have been accumulating carbon and sediments throughout the Holocene. The location of peatland formation and accumulation has been dynamic over time, as peat formation in areas like Alaska and the West Siberian Lowlands preceded peat formation in Fennoscandia and Eastern North America due to more favorable climate for peat formation. Using the geographic distribution of peatlands in the past can indicate general climatic conditions, including hydroclimate, given that the underlying geology is well understood. Peatlands form under a variety of climatic conditions and landscape positions but do not persist under arid conditions, instead requiring either humid conditions or cold temperatures. However, peatlands may have existed in the past in areas not currently suitable for peatland formation and persistence, but where peats can be found at depth within the sediment column. Here we map the locations of histic paleosols, relict peat, and buried peats since the Last Glacial Maximum using a compilation of sites from previous studies. We compare these records of past peatland distribution to present-day peatland distribution. We evaluate regional differences in timing of peatland development in these buried peatlands to the development of extant peatlands. Finally, we compare the timing of past peatland extent to the to modeled paleoclimate during the Quaternary. In addition to implications for paleoclimate, these past peatlands are not well accounted for in present-day soil carbon stocks but could be an important component of deep soil carbon pools

    Socioeconomic and urban-rural differentials in exposure to air pollution and mortality burden in England

    BACKGROUND: Socioeconomically disadvantaged populations often have higher exposures to particulate air pollution, which can be expected to contribute to differentials in life expectancy. We examined socioeconomic differentials in exposure and air pollution-related mortality relating to larger scale (5 km resolution) variations in background concentrations of selected pollutants across England. METHODS: Ozone and particulate matter (sub-divided into PM10, PM2.5, PM2.5-10, primary, nitrate and sulphate PM2.5) were simulated at 5 km horizontal resolution using an atmospheric chemistry transport model (EMEP4UK). Annual mean concentrations of these pollutants were assigned to all 1,202,578 residential postcodes in England, which were classified by urban-rural status and socioeconomic deprivation based on the income and employment domains of the 2010 English Index of Multiple Deprivation for the Lower-level Super Output Area of residence. We used life table methods to estimate PM2.5-attributable life years (LYs) lost in both relative and absolute terms. RESULTS: Concentrations of the most particulate fractions, but not of nitrate PM2.5 or ozone, were modestly higher in areas of greater socioeconomic deprivation. Relationships between pollution level and socioeconomic deprivation were non-linear and varied by urban-rural status. The pattern of PM2.5 concentrations made only a small contribution to the steep socioeconomic gradient in LYs lost due to PM2.5 per 103 population, which primarily was driven by the steep socioeconomic gradient in underlying mortality rates. In rural areas, the absolute burden of air pollution-related LYs lost was lowest in the most deprived deciles. CONCLUSIONS: Air pollution shows modest socioeconomic patterning at 5 km resolution in England, but absolute attributable mortality burdens are strongly related to area-level deprivation because of underlying mortality rates. Measures that cause a general reduction in background concentrations of air pollution may modestly help narrow socioeconomic differences in health
