    Women candidates and councillors in Scottish local government, 1974-2012

    While significant attention has been paid to the levels of representation of women in both the Westminster Parliament and the Scottish Parliament, much less considered has been given to the position within local government. This article addresses that deficit for Scotland. It shows that for twenty-five years following the reorganisation of local government in Scotland in 1974 there was a slow but relatively steady increase in the numbers of female candidates and councillors, although more recently this appears to have since plateaued somewhat, together with a similar increase in the number of women councillors taking up more senior roles in Scotland’s councils. The article analyses the representation of women in Scottish local government over the period from 1974 to 2012 against the backdrop of significant change in Scotland, including a further restructuring of local government and the introduction of the Single Transferable Vote for council elections, the creation of the Scottish Parliament, the rise of the SNP and the decline of the Conservative Party

    The magnetization of PrFeAsO0.60_{0.60}F$_{0.12} sueprconductor

    The magnetization of the PrFeAsO0.60_{0.60}F0.12_{0.12} polycrystalline sample has been measured as functions of temperature and magnetic field (H)(H). The observed total magnetization is the sum of a superconducting irreversible magnetization (MsM_s) and a paramagnetic magnetization (MpM_p). Analysis of dc susceptibility χ(T)\chi(T) in the normal state shows that the paramagnetic component of magnetization comes from the Pr+3^{+3} magnetic moments. The intragrain critical current density (JL)(J_L) derived from the magnetization measurement is large. The JL(H)J_L(H) curve displays a second peak which shifts towards the high-field region with decreasing temperature. In the low-field region, a plateau up to a field HH^* followed by a power law H5/8H^{-5/8} behavior of JL(H)J_L(H) is the characteristic of the strong pinning. A vortex phase diagram for the present superconductor has been obtained from the magnetization and resistivity data.Comment: A revised version with modified title,8 pages, 7 figure

    The new EC Regulation on nutrition and health claims on foods

    The area of health claims has been unregulated in Europe until recently. A new regulation on nutrition and health claims made on foods came into force on 19 January 2007. The Regulation has been eagerly awaited by all parties involved. The Regulation includes 37 whereas clauses, 29 Articles and an annex for nutrition claims and conditions applying to them. In practice, three main types of health claim are included in the Regulation, as referred to in Articles 13 and 14. The type of the scientific evidence is described slightly differently for Article 13.1 and Article 13.5: “generally accepted scientific evidence” and “newly developed scientific evidence”, respectively, although the scientific status of evidence shall be the same for all kinds of claims. So far, there are four types of guidance for applying the Regulation. The wording of health claims is an essential issue in the Regulation, as well as the concept of nutrient profiles. In the Regulation there are three issues of special interest, when compared to the Swedish Food Sector's Code of Practice, i.e. concerns about “other substances”, “food supplements” and “the average consumer”. The Regulation will be evaluated in 2013, reporting the impact of this Regulation on dietary choices and the potential impact on obesity and non-communicable diseases

    Women leaders in the political field in Scotland:A socio-historical approach to the emergence of leaders

    Drawing on a contextualised case, we present a specific approach to leadership studies that brings together history, sociology and politics. We start with the following event. In August 2015, the election of Kezia Dugdale as leader of the Labour Party meant that, for the first time the leaders of the three main political parties in the Scottish Parliament were women. We approach the study of this significant leadership event, first, through a critique of aspects of leadership studies as a field. We next consider the potential for socio-historical approaches in understanding this event. Then, as a contextualised example of this alternative approach to studying leadership, we apply Bourdieu’s theoretical concepts – in particular the political field – in order to historicise the conditions of possibility of this event. Finally, we consider issues of power and gender in relation to how the leaders position themselves in relation to their parties and to each other within the political field. In so doing, we contribute to critical leadership studies by developing and demonstrating a socio-historical approach that can help us to identify processes of organisation and change in relation to the emergence of leaders

    This essay continues a project begun a decade ago with the article, “A Matter of Life and Debt: The Untold Costs of Rafiq Hariri’s New Beirut.” This new article, or “Postscript,” begins by examining the reception of that first investigation and responds to one criticism directed at the original essay: that it proffers an unfairly pessimistic profile of the reconstruction effort generally and of its prime mover specifically, the now-deceased Prime Minister Rafiq Hariri. This paper follows a cost/benefits analysis of the project and the company behind it, Solidere, and examines two other Solidere-styled developments abroad, both results of the company’s attempts to monetize its so-called “brand.” The first of these, “Abdali,” is in Amman. The second of these comprises a trio of projects that SI prepared for Sheikh Zayed City in metropolitan Cairo. The paper argues that Solidere’s failure to disclose the dubious financial dealings behind such projects further erodes the credibility of a company for whom the notion of “business as usual” works first and foremost to benefit the few at the expense of the many
