Principles of the EU General Regulations for the Protection of Personal Data (GDPR): Problems and Perspectives for Implementation
The paper discusses the fundamental principles of personal data processing enshrined in EU Regulation No. 2016/679: legality, fairness, and transparency; purpose limitation; data minimization; accuracy; storage limitation; integrity and confidentiality; responsibility (accountability). The need to study and implement the requirements outlined in the regulations is related to the extraterritorial nature of its operation and the potential possibility of extending its operation to Russian companies providing services and selling goods in the European Union countries. The Author gives comments regarding each principle on the difficulties of implementation and recommendations on their application, as well as some critical comments. The Author covers the disclosure of each of the principles in other articles of the Regulations and demonstrates the interaction of these principles with each other
Some Issues of the Legal Regime and the Protection of PC-Game Broadcasts
The paper discusses the features of the legal regime of gaming broadcasts posted on the Internet. The assessment of the main approaches of domestic and foreign theory and practice to the definition of the legal regime of the game is given. The Author investigates the possibility of classifying game broadcasts as derivative works, as well as in the absence of features of a derivative work, as a public display or public performance of the work. The article presents the classification and forms of game broadcasts. In the paper the study of the theory and practice of Russia, the United States and European Union is concluded. Reviewed the relevant exclusions of above-mentioned legal systems that allow the posting of game broadcasts on the Internet. The conclusion is made about the need for improving legislation in the field of gaming broadcasts
Performance of AAOmega: the AAT multi-purpose fibre-fed spectrograph
AAOmega is the new spectrograph for the 2dF fibre-positioning system on the
Anglo-Australian Telescope. It is a bench-mounted, double-beamed design, using
volume phase holographic (VPH) gratings and articulating cameras. It is fed by
392 fibres from either of the two 2dF field plates, or by the 512 fibre SPIRAL
integral field unit (IFU) at Cassegrain focus. Wavelength coverage is 370 to
950nm and spectral resolution 1,000-8,000 in multi-Object mode, or 1,500-10,000
in IFU mode. Multi-object mode was commissioned in January 2006 and the IFU
system will be commissioned in June 2006.
The spectrograph is located off the telescope in a thermally isolated room
and the 2dF fibres have been replaced by new 38m broadband fibres. Despite the
increased fibre length, we have achieved a large increase in throughput by use
of VPH gratings, more efficient coatings and new detectors - amounting to a
factor of at least 2 in the red. The number of spectral resolution elements and
the maximum resolution are both more than doubled, and the stability is an
order of magnitude better.
The spectrograph comprises: an f/3.15 Schmidt collimator, incorporating a
dichroic beam-splitter; interchangeable VPH gratings; and articulating red and
blue f/1.3 Schmidt cameras. Pupil size is 190mm, determined by the competing
demands of cost, obstruction losses, and maximum resolution. A full suite of
VPH gratings has been provided to cover resolutions 1,000 to 7,500, and up to

Nuclear recoil effect on the magnetic-dipole decay rates of atomic levels
The effect of finite nuclear mass on the magnetic-dipole transition
probabilities between fine-structure levels of the same term is investigated.
Based on a rigorous QED approach a nonrelativistic formula for the recoil
correction to first order in m_e/M is derived. Numerical results for
transitions of experimental interest are presented.Comment: 9 page
AUTOIMMUNE CONCEPT OF SCHIZOPHRENIA: HISTORICAL ROOTS AND CURRENT FACETS
Background: The review analyzes the possible role of autoimmune processes in the pathogenesis of schizophrenia and the evolution of concepts on this issue from its origin to the present.
Results: Risks of autoimmune processes causing schizophrenia are associated with several factors: an impaired functioning of dopaminergic and glutamatergic systems in the brain, kynurenine pathway disorder with overproduction of quinolinic, anthranilic and kynurenic acids (possibly altering both neurons and T-regulators), increased intestinal permeability, as well as food antigens’ effects, stress and infections with various pathogens at different stages of ontogenesis. An increase in the levels of proinflammatory cytokines and chemokines as well as a decrease in the levels of anti-inflammatory ones also may contribute to schizophrenia risks. Schizophrenia often occurs in those patients having various autoimmune diseases and their first-degree relatives.
Conclusion: Cases of schizophrenia resulted from autoimmune pathogenesis (including autoimmune encephalitis caused by autoantibodies against various neuronal antigens) are characterized by quite severe cognitive and psychotic symptoms and a less favorable prognosis. This severe course may result from the chronic immune damage of the neuronal receptors such as NMDA, GABA, and others and depend on hyperprolactinemia, induced by antipsychotics, but aggravating autoimmune processes
Theory of terahertz electric oscillations by supercooled superconductors
We predict that below T_c a regime of negative differential conductivity
(NDC) can be reached. The superconductor should be supercooled to T<T_c in the
normal phase under DC voltage. In such a nonequilibrium situation the NDC of
the superconductor is created by the excess conductivity of the fluctuation
Cooper pairs. We propose NDC of supercooled superconductors to be used as an
active medium for generation of electric oscillations. Such generators can be
used in the superconducting electronics as a new type THz source of radiation.
Oscillations can be modulated by the change of the bias voltage, electrostatic
doping by a gate electrode when the superconductor is the channel of a field
effect transistor, or by light. When small amplitude oscillations are
stabilized near the critical temperature T_c the generator can be used as a
bolometer. The essential for the applications NDC is predicted by the solution
of the Boltzmann kinetic equation for the metastable in the normal phase Cooper
pairs. Boltzmann equation for fluctuation Cooper pairs is a result of
state-of-the-art application of the microscopic theory of superconductivity.
Our theoretical conclusions are based on some approximations like time
dependent Ginzburg-Landau theory, but nevertheless can reliably predict
appearance of NDC. The maximal frequency at which superconductors can operate
as generators is determined by the critical temperature \hbar omega_max ~ k_B
T_c. For high-T_c superconductors this maximal frequency falls well inside the
terahertz range. Technical conditions to avoid nucleation of the
superconducting phase are briefly discussed. We suggest that nanostructured
high-T_c superconductors patterned in a single chip can give the best technical
performance of the proposed oscillator.Comment: 7 page

The release of luteinizing hormone (LH) is driven by intermittent bursts of activity in the hypothalamic nerve centers of the brain. Luteinizing hormone again stimulates release of the male sex hormone testosterone (Te) and, via the circulating concentration of Te, the hypothalamic nerve centers are subject to a negative feedback regulation that is capable of modifying the intermittent bursts into more regular pulse trains. Bifurcation analysis of a hybrid model that attempts to integrate the intermittent bursting activity with a continuous hormone secretion has recently demonstrated a number of interesting nonlinear dynamic phenomena, including bistability and deterministic chaos. The present paper focuses on the additional complexity that arises when the time delay in the continuous part of the model exceeds the typical bursting interval of the feedback. Under these conditions, the hybrid model is capable of displaying quasiperiodicity and border collisions as well as multistability and hidden attractors
AVERT2(a very early rehabilitation trial, a very effective reproductive trigger): retrospective observational analysis of the number of babies born to trial staff
Objective: To report the number of participants needed to recruit per baby born to trial staff during AVERT, a large international trial on acute stroke, and to describe trial management consequences.
Design: Retrospective observational analysis.
Setting: 56 acute stroke hospitals in eight countries.
Participants: 1074 trial physiotherapists, nurses, and other clinicians.
Outcome measures: Number of babies born during trial recruitment per trial participant recruited.
Results: With 198 site recruitment years and 2104 patients recruited during AVERT, 120 babies were born to trial staff. Births led to an estimated 10% loss in time to achieve recruitment. Parental leave was linked to six trial site closures. The number of participants needed to recruit per baby born was 17.5 (95% confidence interval 14.7 to 21.0); additional trial costs associated with each birth were estimated at 5736 Australian dollars on average.
Conclusion: The staff absences registered in AVERT owing to parental leave led to delayed trial recruitment and increased costs, and should be considered by trial investigators when planning research and estimating budgets. However, the celebration of new life became a highlight of the annual AVERT collaborators’ meetings and helped maintain a cohesive collaborative group
Scaling and singularities in the entrainment of globally-coupled oscillators
The onset of collective behavior in a population of globally coupled
oscillators with randomly distributed frequencies is studied for phase
dynamical models with arbitrary coupling. The population is described by a
Fokker-Planck equation for the distribution of phases which includes the
diffusive effect of noise in the oscillator frequencies. The bifurcation from
the phase-incoherent state is analyzed using amplitude equations for the
unstable modes with particular attention to the dependence of the nonlinearly
saturated mode on the linear growth rate . In general
we find where is the
diffusion coefficient and is the mode number of the unstable mode. The
unusual factor arises from a singularity in the cubic term of
