    Arbitration Practice in the Communications Industry in Nigeria: A Review of Nigerian Communication’s Arbitration Law and Guidelines

    Entrepreneurs prefer to invest in States where business climate, which includes the law, is conducive to fair yields on capital whereas consumers of services need satisfactory service delivery. The Communications industry - relatively new in Nigeria – is no exception. Disputes are a common detractor; consequently an efficient dispute resolution mechanism for the communications industry is a desideratum for a developing nation such as Nigeria. The Nigerian Communications Act 2003 Cap 97 Laws of the Federation of Nigeria, 2004 which provides for settlement of communication disputes, inter alia, by means of arbitration attempts to achieve this goal. This paper examines the law and Rules, highlighting deficiencies therein, and proffers suggestions for addressing these short-comings.     THEORETICAL CORRELATION OF AGEING, MENTAL ACTIVITY AND MEMORY RECALL: IMPLICATION FOR SECURITY PERSONNEL

    This study explored theoretical correlation of ageing, mental activity and memory recall and its implication for security personnel. Ebbinghaus’ experiment with the list of nonsense syllables in 1885 has created the awareness that a lot factors can influence brain behaviour; critically ageing and mental activity. Despite the abundance of empirical literature on varying experiments to expose the correlation of brain behaviour and other human behavioural outcomes, the need to establish theoretical basis for understanding these relationships becomes important. Using Two-Stage Process theory of memory recall by Watkins and Gardiner (1979) which emphasized search and retrieval process; and Encoding Specificity theory by Tulving and Donald (1973) which emphasized encoding conditions and conditions at the time of retrieval, memory recall process was reviewed as brain behaviour in the light of how ageing and mental activity (cognitive exercise) may influence it. Given the found theoretical linkage, it is recommended that positive valences which improve mental wellbeing and varying brain behavior be encouraged in the workplace to improve the quality of human output in the organization.  Article visualizations

    Assessment of programme quality of community management of acute malnutrition (CMAM) in Maiha Local Government Area, Adamawa State, Nigeria

    Background: Community management of acute malnutrition (CMAM) programme was initiated to increase the number of children to be treated of severe acute malnutrition (SAM) without being admitted to the health facility and to reduce cost. Objective: The study assessed the programme quality (facility quality and performance indicators) of CMAM in Maiha Local Government Area (LGA) of Adamawa State. Methods: The five Out-patient therapeutic (OTP) centers in Maiha LGA were assessed in the month of August, 2018. Self- administered OTP observational checklists based on the national guidelines of CMAM evaluation checklists were used to elicit information from the officers in - charge of each OTP center. Variables observed for facility quality included facility layout and flow of activities, protocol adherence, reporting and documentation and Stock of drugs / essentials. Records from CMAM registers of each center were used to evaluate their performance indicators (admission list, cure rates, death rates, default rates and non-recovery rates). Simple percentages were used to assess their level of performance quality which was compared with the National standards. Sphere standards of nutrition programming were used to assess the performance indicators. Results: Results showed that all the centers scored from 77.27 – 90.91% on facility layout and flow of activities. On protocol adherence, all the centers scored from 41.67 – 54.17%, while reporting and documentation revealed 50 -80% across the facilities. Stock of drugs and essentials in all the facilities recorded 33.33 – 66.67%. Overall performance of the centers lies from 59.68 to 69.35%.There is significant difference between the performance of Jamtari center and all other centers. Total facility scores lie between 59.58 and 69.35%. The performance indicators revealed that admission lists of the centers were from 243 to 520 patients; cure rate of 85.50 -96 .92%; death rate of 0.19– 2.04 % and default rate of 2.69 – 4.53% across the centers. Conclusion: Minimum sphere standards of nutrition programming were achieved in all the centers. However out of stock of Ready to - use- therapeutic foods a core component of CMAM in some of the health facilities demands that government should include RUTF in the essential drugs lists of the state to increase the quality of CMAM programme in the affected communities

    Countering Terrorism and Criminal Financing in Nigeria: Strategic Options

    Este trabajo analiza los esfuerzos de Nigeria para contrarrestar la financiación del terrorismo y la criminalidad. Muestra que las organizaciones criminales y terroristas en el país costean sus operaciones a través de una infraestructura financiera ilegal incrustada en el sector financiero del país. Para contrarrestar y negar el acceso a estos actores no estatales malignos a fondos que podrían usarse para desestabilizar el estado y comprometer la integridad de las instituciones financieras, Nigeria ha implementado varias estrategias. Al utilizar una metodología de investigación cualitativa y un enfoque histórico, descriptivo y narrativo, se descubrió que Nigeria ha utilizado instituciones gubernamentales, como la Comisión de Delitos Económicos y Financieros (EFCC) y la Unidad de Inteligencia Financiera de Nigeria (NFIU), e instrumentos financiero-legales, como la Ley (de Prevención) (Enmienda) del Terrorismo (TPAA) y la Ley contra el Lavado de Dinero/Lucha contra el Financiamiento del Terrorismo (AML/CFT), para interrumpir el flujo de financiación al terrorismo y la criminalidad en el país. En su conclusión, el trabajo argumenta que Nigeria tendrá que ser estratégica en su respuesta si espera contrarrestar efectivamente la financiación del terrorismo y la criminalidad. Esta respuesta estratégica, según evidencia la investigación, implicará el uso extensivo de la experiencia técnica y financiera de organismos internacionales contra el lavado de dinero como el Grupo EGMONT y el Grupo de Acción Financiera Internacional (GAFI).This work analysis Nigeria’s effort to counter terrorism and criminal financing (TCF). It shows that criminal and terrorist organizations in fund their operations through an illegal financial infrastructure embedded in the Nigerian financial sector. To counter and deny access to funds that could be used to destabilize the state and compromise the integrity of financial institutions in the country to these malign non-state actors, Nigeria has deployed several strategies. By using qualitative research methodology, and a historical, descriptive, and narrative approach, it was discovered that Nigeria has used both government institutions, such as the Economic and Financial Crimes Commission (EFCC) and the Nigerian Financial Intelligence Unit (NFIU) and legal-cum financial instruments, such as the Terrorism (Prevention) (Amendment) Act (TPAA) and the Anti Money Laundering/Combating Financing of Terrorism (AML/CFT), to disrupt TCF in the country. In its conclusion, the work argues that Nigeria will have to be strategic in its response if it hopes to effectively counter TCF. This strategic response, this work show, will involve the extensive use of technical and financial expertise from international anti-money laundering bodies like the EGMONT Group and the Financial Action Task Force (FATF)

    Curbing Corruption in Nigeria: The Imperatives of Good Leadership

    The work generally examined the past and present government leaderships' efforts at curbing corruption in Nigeria and the imperatives of good leadership. The study, specifically, analyzed the relationship between effectively fighting and curbing corruption and the leadership style in Nigeria. The basic finding is that because corruption in Nigeria is very pervasive at the nation's various leadership levels, the effort to curb it has not been significantly successful. This is because the leaders who are at the forefront of the anti-graft war are grossly embedded in corrupt activities themselves. In the face of this, the work recommends that to effectively fight and control corruption in Nigeria, government leadership at all levels must be honest, upright, sincere and accountable in their management of state affairs. Very importantly, the leaders need to exhibit exemplary attitudes and serve as models for upright and honest public and even private lives. In fact, Nigeria leaders must be willing and capable to demonstrate personal commitment to the ant-graft war not only in words but, very importantly, in deeds. This is very necessary if the efforts at fighting corruption in Nigeria are to be effective and meaningful

    Interrogating the Tripartite Approach to Creative Skill through Enterpreneurship Education

    Abstract: Entrepreneurship education is very imperative in Nigeria especially now that unemployment rate has reached an alarming proportion. Entrepreneurship education is not a straight-jacketed process in any nation. It is a function of many factors which include good leadership, creation of business-friendly environment, drawing academic curriculum that will inculcate skill acquisition. This study, against this backdrop, focuses on the enterepreurship education alongside trade subjects. Also, the place of entrepreneurship training, government/institutional support, societal value re-orientation, entrepreneurial career selection were interrogated. The study relied heavily on content analysis technique. The position of the paper is inter alia: provision of financial assistance for self-employment through a properly articulated micro credit scheme that would enable enterprising youths obtain soft loans for the establishment of micro businesses.     Nigeria’s Unity, Development and Civil Society: The Imperative of Good Governance

    Before the arrival of the British imperialist, there was no united entity called Nigeria. There was also nothing like political infrastructure known as “regions”. Nigeria comprises of about 250 ethnic groups who were doing things as entity of their own before the British colonizers integrated Nigeria to be one. The merger could be described as “forced union”. The introduction of indirect rule by the British imperial master orchestrated divide and rule in Nigeria, it also gave rise to ethnic consciousness. It is on this backdrop that this study evaluated the role of governance in Nigeria’s unity with a view to identifying the areas of problems. Survey research method was adopted. Data collected through questionnaire were analyzed using Z-test. Myriads of factors were identified as responsible for disunity and separatist agitation in Nigeria. The factors were critically discussed and suggestions proffered. Essentially it is the position of the paper that there should be reduction of scarcity and inequality through revolutionary development. Development which should be predicated on equity and fairness. The rotation of power to ensure that all ethnic groups are given opportunity is also recommended. Also the paper recommended that the emphasis on ethnicity/tribe or place of origin in official forms should be abolished

    The Dilemmas of Adopting Performance Related Pay as a Reward Strategy for Academic Staff in Nigerian Public Higher Institutions of Learning

    In today organizations, many employers of labour in private driven and public driven organizations seems to be attracted to performance related pay (PRP) as a means of reward and compensation. Even though PRP strategy is claimed to have distinct advantages over automatic pay increase (formal and transparent reward systems linked to tenure and promotion), they are still not without problems. Among these problems envisage in Nigerian higher institutions of learning are the issue of acceptability of performance related pay as a means of reward and compensation, and low level of motivation and performance. These aforementioned problems were raised in the study research questions and also answered. This was achieved by assessing the extent to which academic staff through administered questionnaire in Nigerian higher institutions of learning believe that the introduction of performance related pay will indeed bring about the claimed motivational and performance enhancement benefits

    Open circuit fault diagnosis technique for inverter switches and gate drive malfunction

    Open circuit faults (OCFs) in voltage source inverters (VSIs) can significantly affect their performance and reliability. In this paper, a novel fault diagnosis technique (FDT)is presented for the detection and classification of two types of OCFs in VSIs: gate drive malfunction (GDM) and open switch fault (OSF). the effect of these OCFs on the output current of the VSI is analysed, this shows that they can be identified and distinguished using the average and root mean square (RMS) ratio of the current parameters. The proposed FDT is simple to implement and can identify switch faults with quick response, without the need for additional equipment. In this work the authors adopted the ensemble bagged tree classification method to detect and classify the GDM and OSF, the results show the credibility of the proposed technique in identifying different open circuit faults
