    Urbane Regime: Möglichkeiten und Grenzen des Ansatzes

    Der Ansatz der urbanen Regime ist ein prominentes Forschungsparadigma der lokalen Politikforschung, insbesondere in der angloamerikanischen Tradition. Unter dem Oberbegriff der Governance geht es um die Beziehungen zwischen öffentlichen und privaten Akteuren in den Städten, somit um die Konsensfindung über die gemeinsam zu erreichenden Ziele bzw. Agenden. Die deutsche lokale Politikforschung konzentrierte sich bislang stark auf die öffentliche Verwaltung als Untersuchungsfeld. Diese Schwerpunktsetzung steht im Zusammenhang mit der vergleichsweise hohen Autonomie der öffentlichen Verwaltung in Deutschland. Demgegenüber stehen Allianzen zwischen verschiedenen Gruppen öffentlicher und privater Akteure im Zentrum des Ansatzes der urbanen Regime. Die institutionelle Einbettung der Akteure auf lokaler und supralokaler Ebene und deren dadurch strukturierte Handlungsräume werden allerdings in diesem Ansatz bislang nur unzureichend thematisiert. Gerade bei international vergleichenden Analysen kann dies durch die Kombination mit neo-institutionalistischen Ansätzen gewährleistet werden. -- In local policy studies, the urban regime approach is one of the prominent paradigms, especially in the Anglo-Saxon tradition. The focus on the governance structures stresses the importance of blending public and private resources in the cities to realize consensus on a common agenda. The German local policy research traditionally centred around the logics of public administration in achieving public goals and strategies. This priority is due to the relatively high autonomy of public administration in Germany. In contrast, the approach of urban regimes concentrates on the alliances between different groups of public and private actors. Yet, the institutional embeddedness of the actors at the local and supralocal level for establishing and maintaining urban regimes has, on the whole, been a not adequately integrated topic. But precisely in regard to international comparisons, it is essential to make sure that this factor is acknowledged. This can be done by combining the urban regime approach with neo-institutional theories.

    The Quantum State of an Ideal Propagating Laser Field

    We give a quantum information-theoretic description of an ideal propagating CW laser field and reinterpret typical quantum-optical experiments in light of this. In particular we show that contrary to recent claims [T. Rudolph and B. C. Sanders, Phys. Rev. Lett. 87, 077903 (2001)], a conventional laser can be used for quantum teleportation with continuous variables and for generating continuous-variable entanglement. Optical coherence is not required, but phase coherence is. We also show that coherent states play a priveleged role in the description of laser light.Comment: 4 pages RevTeX, to appear in PRL.     Cyclopropenylmethyl sulfonamides with tethered heteroaromatics have been demonstrated to undergo divergent gold-catalysed cyclisation reactions. A formal dearomative (4+3) cycloaddition takes place with furan-tethered substrates, yielding densely functionalised 5,7-fused heterocycles related to the bioactive curcusone natural products. Indole-tethered substrates display divergent reactivity giving biologically important tetrahydro-β-carbolines via a Friedel-Crafts mechanism

    Characterization of fast-growing foams in bottling processes by endoscopic imaging and convolutional neural networks

    Regardless of whether the occurrence of foams in industrial processes is desirable or not, the knowledge about the characteristics of their formation and morphology is crucial. This study addresses the measuring of characteristics in foam and the trailing bubbly liquid that result from air bubble entrainment by a plunging jet in the environment of industry-like bottling process es of non-carbonated beverages. Typically encountered during the bottling of fruit juices, this process configuration is characterized by very fast filling speeds with high dynamic system parameter changes. Especially in multiphase systems with a sensitive disperse phase like gas bubbles, the task of its measurement turns out to be difficult. The aim of the study is to develop and employ an image processing capability in real geometries under realistic industrial conditions, e.g. as opposed to a narrow measurement chamber. Therefore, a typically sized test bottle was only slightly modified to adapt an endoscopic measurement technique and to acquire image data in a minimally invasive way. Two convolutional neural networks (CNNs) were employed to analyze irregular non-overlapping bubbles and circular overlapping bubbles. CNNs provide a robust object recognition for varying image qualities and therefore can cover a broad range of process conditions at the cost of a time-consuming training process. The obtained single bubble and population measurements allow approximation, correlation and interpretation of the bubble size and shape distributions within the foam and in the bubbly liquid. The classification of the measured foam morphologies and the influence of operating conditions are presented. The applicability to the described test case as an industrial multiphase process reveals high potential for a huge field of operations for particle size and shape measurement by the introduced method
