    Traffic stops, race, and perceptions of fairness

    Traffic stops are the most common reason for face-to-face encounters between police officers and citizens. Contact with police can affect citizens’ behaviour toward the police, particularly when citizens perceive unfair treatment by officers during these encounters. Yet, few studies have examined how experiencing a traffic stop affects citizens’ decisions to seek assistance from police or report non-crime emergencies. This study analysed data from the Police-Public Contact Survey (PPCS) to examine (a) the relationship between experiencing traffic stops and calling police for help and/or to report non-crime emergencies and (b) why perceptions of fairness and reasons for the traffic stop might affect these outcomes across different racial/ethnic categories. Results from multivariate logistic regression models show that citizens stopped for traffic violations are significantly less likely to seek help from the police and/or to report non-crime emergencies compared to those with other types of face-to-face police contacts. Additionally, those who perceived unfair treatment during traffic stops were less likely to report non-crime emergencies compared to those who felt the police treated them fairly. The effects of perception of fairness and the reason for a stop on reporting non-crime emergencies were significantly different among Hispanic citizens compared to White citizens. Policy implications of the results are discussed and recommendations for future research are provided

    Buoyancy generated turbulence in stably stratified flow with shear

    The energy evolution in buoyancy-generated turbulence subjected to shear depends on the gradient Richardson number Ri and the stratification number St, which is a ratio of the time scale of the initial buoyancy fluctuations to the time scale of the mean stratification. During an initial period, the flow state evolves as in the unsheared case. After this period, shear generates fluctuating velocity components for St=0.25, but it depletes the fluctuating vertical velocity component and temperature variance faster than in the unsheared case for St=4. Weak shear causes the kinetic and total energy to decrease faster than in the unsheared case, whereas strong shear adds more energy in comparison with the unsheared case. Energy increased with time in only one case considered (St=0.1 and Ri=0.04). When St\u3e1, the nonlinearity of the flow does not become significant even when Ri is small. Thus, results from rapid distortion theory and direct numerical simulation compare well. In particular, the theory reproduces trends in the energy evolution for St\u3e1

    Development of NASA's Small Fission Power System for Science and Human Exploration

    Exploration of our solar system has brought many exciting challenges to our nations scientific and engineering community over the past several decades. As we expand our visions to explore new, more challenging destinations, we must also expand our technology base to support these new missions. NASAs Space Technology Mission Directorate is tasked with developing these technologies for future mission infusion and continues to seek answers to many existing technology gaps. One such technology gap is related to compact power systems (1 kWe) that provide abundant power for several years where solar energy is unavailable or inadequate. Below 1 kWe, Radioisotope Power Systems have been the workhorse for NASA and will continue to be used for lower power applications similar to the successful missions of Voyager, Ulysses, New Horizons, Cassini, and Curiosity. Above 1 kWe, fission power systems become an attractive technology offering a scalable modular design of the reactor, shield, power conversion, and heat transport subsystems. Near term emphasis has been placed in the 1-10kWe range that lies outside realistic radioisotope power levels and fills a promising technology gap capable of enabling both science and human exploration missions. History has shown that development of space reactors is technically, politically, and financially challenging and requires a new approach to their design and development. A small team of NASA and DOE experts are providing a solution to these enabling FPS technologies starting with the lowest power and most cost effective reactor series named Kilopower that is scalable from approximately 1-10 kWe

    Assessing School and Student Predictors of Weapons Reporting

    School violence and weapons at school are a major concern for community members, school administrators, and policy makers. This research examines both student-level and school-level variables that predict middle school students’ willingness to report a weapon at school under several reporting conditions. Results substantiate previous analyses of these data that student-level variables explain students’ willingness to report a weapon but extend these findings to include school climate variables that affect willingness to report (i.e., collective identity and conflict). School climate variables were also shown to influence reporting under conditions in which there would be consequences for the weapons-carrying student or for the reporting student; however, school climate was not found to influence anonymous reporting conditions. Although policies aimed at improving school climate may increase a student’s willingness to report and are important in their own right, improving a school’s climate may be a daunting task. This research, therefore, suggests that the most efficient way to encourage weapons reporting is to provide students with an anonymous way to report

    Radioactive nuclei in the early Solar System: Analysis of the 15 isotopes produced by core-collapse supernovae

    Short-lived radioactive isotopes (SLRs) with half-lives between 0.1 to 100 Myr can be used to probe the origin of the Solar System. In this work, we examine the core-collapse supernovae production of the 15 SLRs produced: 26Al, 36Cl, 41Ca, 53Mn, 60Fe, 92Nb, 97Tc, 98Tc, 107Pd, 126Sn, 129I, 135Cs, 146Sm, 182Hf, and 205Pb. We probe the impact of the uncertainties of the core-collapse explosion mechanism by examining a collection of 62 core-collapse models with initial masses of 15, 20, and 25 M⊙, explosion energies between 3.4 × 1050 and 1.8 × 1052 ergs and compact remnant masses between 1.5 M⊙ and 4.89 M⊙. We identify the impact of both explosion energy and remnant mass on the final yields of the SLRs. Isotopes produced within the innermost regions of the star, such as 92Nb and 97Tc, are the most affected by the remnant mass, 92Nb varying by five orders of magnitude. Isotopes synthesised primarily in explosive C-burning and explosive He-burning, such as 60Fe, are most affected by explosion energies. 60Fe increases by two orders of magnitude from the lowest to the highest explosion energy in the 15 M⊙ model. The final yield of each examined SLR is used to compare to literature models

    Education and transfer of water competencies: An ecological dynamics approach

To cope in various aquatic environments (i.e. swimming pools, lakes, rivers, oceans), learners require a wide repertoire of self-regulatory behaviours such as awareness of obstacles and water properties, floating and moving from point to point with different strokes, decision making, emotional control and breathing efficiently. By experiencing different learning situations in stable indoor pool environments, it is assumed that children strengthen aquatic competencies that should be transferable to functioning in open water environments, where prevalence of drowning is high. However, this fundamental assumption may be misleading. Here, we propose the application of a clear, related methodology and theoretical framework that could be useful to help physical education curriculum specialists (re)shape and (re)design appropriate aquatic learning situations to facilitate better transfer of learning. We discuss the need for more representativeness in a learning environment, proposing how the many different task and environmental constraints on aquatic actions may bound the emergence of functional, self-regulatory behaviours in learners. Ideas in ecological dynamics suggest that physical educators should design learning environments that offer a rich landscape of opportunities for action for learners. As illustration, three practice interventions are described for developing functional and transferrable skills in indoor aquatic environments. It is important that aquatic educators focus not just upon ‘learning to swim’, but particularly on relevant transferable skills and self-regulatory behaviours deemed necessary for functioning in dynamic, outdoor aquatic environments

    Intelligence within BAOR and NATO's Northern Army Group

    During the Cold War the UK's principal military role was its commitment to the North Atlantic Treaty Organisation (NATO) through the British Army of the Rhine (BAOR), together with wartime command of NATO's Northern Army Group. The possibility of a surprise attack by the numerically superior Warsaw Pact forces ensured that great importance was attached to intelligence, warning and rapid mobilisation. As yet we know very little about the intelligence dimension of BAOR and its interface with NATO allies. This article attempts to address these neglected issues, ending with the impact of the 1973 Yom Kippur War upon NATO thinking about warning and surprise in the mid-1970s. It concludes that the arrangements made by Whitehall for support to BAOR from national assets during crisis or transition to war were - at best - improbable. Accordingly, over the years, BAOR developed its own unique assets in the realm of both intelligence collection and special operations in order to prepare for the possible outbreak of conflict

    Perspectives on Astrophysics Based on Atomic, Molecular, and Optical (AMO) Techniques

    About two generations ago, a large part of AMO science was dominated by experimental high energy collision studies and perturbative theoretical methods. Since then, AMO science has undergone a transition and is now dominated by quantum, ultracold, and ultrafast studies. But in the process, the field has passed over the complexity that lies between these two extremes. Most of the Universe resides in this intermediate region.
