La coopération syndicats-centres de recherche : mieux comprendre et maîtriser les mutations

La période actuelle de changements techniques, économiques et sociaux impose à tous ceux qui sont engagés dans l’action un effort de compréhension et de maîtrise des mutations. La recherche a de son côté besoin de mieux observer et analyser l’évolution rapide de certaines réalités de terrain. La coopération syndicats-recherche semble alors de plus en plus utile au progrès de la connaissance. C’est pourquoi cette coopération commence à se développer dans plusieurs pays. Durables et structurées, des formes nouvelles de collaboration accompagnent aujourd’hui des formes plus connues. Le cas de la première convention de collaboration scientifique signée en France entre syndicats et recherche publique permet d’analyser les apports et les limites d’une recherche conjointe.The current era of technical, economic and social transformations requires the effort to understand and control such change on the part of those involved. In research, there is a need to more effectively observe and analyze the rapid evolution of certain realities. Cooperation between unions and the research sector thus appears to be increasingly useful to the growth of knowledge, which is why such cooperation is starting to occur in a number of countries. New, lasting and structured forms of collaboration currently coexist with more well-known methods. The first case of a scientific collaboration agreement signed in France between unions and government research makes it possible to analyze the contributions and limitations of joint research.El período actual de cambios técnicos, económicos y sociales impone a todos los que están implicados en la acción un esfuerzo de comprensión y de dominio de las mutaciones. La investigación, por su parte, necesita observar y analizar mejor la rápida evolución de ciertas realidades presentes sobre el terreno. En este caso, la cooperación entre sindicatos y organismos de investigación parece cada vez más util al progreso del conocimiento. De ahí que esta cooperación empiece a surgir en varios países. Nuevas formas de colaboración, durables y estructuradas, coexisten hoy con formas más conocidas. En me confiant cette postface, c’est un honneur redoutable que me font les auteurs de cet ouvrage nécessaire ainsi que les membres de l’Amicale des déportés d’Auschwitz et des camps de Haute-Silésie région Marseille-Provence. Comment ne pas être sensible en effet au symbole fort que représente cette ouverture souhaitée d’une histoire douloureuse vers le projet de Mémorial au Camp des Milles ? Symbole d’un relais que cette institution devra prendre après les décennies du travail de mémoire ass..

Normes sociales et règles juridiques : quelques observations sur des régulations désarticulées

The hypothesis can be made that the present crisis in traditional regulations corresponds to two strong tendencies which are highly interrelated : the regular growth in complexity, and the continual acceleration of change. In their older forms, regulatory Systems, and in particular the governmental Systems, thus show their lack of adaptation and then their hésitation when faced with more complicated fields whose elements are more diverse and more changing than before. The distinction and the juncture between social and legal regulations have always posed problems. The legal flexibility required in adapting to this context has led to the questioning of the State's regulating role, and has thus contributed to the destabilization of the legal system's traditional coherency, and to the multiplication of contacts between diversified legal regulations and non-legal social spheres. In the field of labor, the contacts between the legal System and non-legal social regulations have always been very close. As a corollary to the concern for adaptation to terrains which are varied, complex and changing, the development of collective bargaining, a major form of the State's "relative" retreat, and its movement toward "lower" levels (company and establishment) have brought law and social relations doser together, widened the "overlapping zones" of legal and social rules, and somewhat further blurred the relations between legal and social spheres.On peut faire l'hypothèse que la crise actuelle des régulations traditionnelles corresponde à deux tendances lourdes et fortement liées : l'accroissement régulier de la complexité et l'accélération continue des changements. Les systèmes régulatoires, et spécialement le système étatique, montrent alors, dans leur forme ancienne, leur inadaptation puis leurs hésitations face à des champs plus complexes dont les éléments sont plus divers et plus changeants qu'autrefois. La distinction et l'articulation des régulations sociale et juridique ont toujours fait problème. L'exigence d'une flexibilité juridique d'adaptation à ce contexte a conduit à une remise en cause du rôle régulateur de l'Etat et a contribué par là à déstabiliser la cohérence traditionnelle du système juridique et à multiplier les contacts entre une régulation juridique diversifiée et le social non juridique. Dans le domaine du travail, les contacts entre le système juridique et la régulation sociale non juridique sont depuis toujours très étroits. Corollaires du souci d'adaptation à des terrains divers, complexes et changeants, le développement de la négociation collective, forme majeure du recul "relatif" de l'Etat, et son déplacement vers les niveaux "inférieurs" (entreprise et établissement) ont rapproché encore le droit et les rapports sociaux, élargi les "zones de recouvrement" des règles juridiques et sociales, et brouillé un peu plus les rapports du juridique et du social.Chouraqui Alain. Provence-Auschwitz

De 1939 à 1944, de nombreux camps d'internement existèrent dans l'actuelle région Provence-Alpes-Côte d'Azur. Le camp des Milles, près d'Aix-en-Provence, occupa, avec ses « annexes », plusieurs fonctions : camp d'internement pour ressortissants du Reich en 1939-1940, centre de transit pour étrangers désireux de quitter la France, lieu de regroupement des juifs étrangers raflés de l'été à l'automne 1942. À partir de sources peu explorées, cet ouvrage fait le point sur cette galaxie de l'internement et sur son rôle dans l'exclusion et les transferts des juifs en zone Nord, à destination des camps d'extermination. Avant novembre 1942, ces transferts furent pris en charge par les autorités vichystes. Ils s'accentuèrent après l'occupation avec de fortes différences entre l'attitude des autorités allemandes et italiennes. Témoignages et documents inédits complètent les analyses historiques

The Nutrition Committee of the French Paediatric Society recommends weighing and measuring any child when hospitalized or seen as outpatients. Body mass index (BMI) must be calculated and analyzed according to references anytime growth kinetics cannot be analyzed. Any child with a BMI below the third centile or -2 standard deviations for age and sex needs to be examined looking for clinical signs of malnutrition and signs orienting toward an aetiology, and requires having his BMI and height dynamics plotted on a chart. PEM warrants drawing a nutritional strategy along with the global care plan. A target weight needs to be determined as well as the quantitative, qualitative and modality of nutritional care.
