AbstractThere are numerous studies analyzing the quality of governments’ websites produced by academics, but very little analysis has been done regarding specific users, especially senior people. This leads the authors to evaluate the quality of Websites of Taiwan's local governments in facilitating internet access to spread social relief information to their low-to-mid-income families. Following and modifying the model of Perez et al. (2005), the objective of this study is to obtain a series of indicators that represent how access and navigability the websites are. In sum, the friendly index (FI) is highest in the case of the Yunlin county Web page, with a friendly index value of 90 percent. And Tainan city Web page gets a friendly index value of 20 percent

Low-complexity face-assisted video coding

[[abstract]]This paper presents a novel face-assisted video coding scheme to enhance the visual quality of the face regions in video telephony applications. A skin-color based face detection and tracking scheme is proposed to locate the face regions in real-time. After classifying the macroblocks into the face and non-face regions, we present a dynamic distortion weighting adjustment (DDWA) scheme to drop the static non-face macroblocks, and the saved bits are used to compensate the face region by adjusting the distortion weighting of the face macroblocks. The quality of face regions will thus be enhanced. Moreover, the computation originally required for the skipped macroblocks can also be saved. The experimental results show that the proposed method can significantly improve the PSNR and the subjective quality of face regions, while the degradation introduced on the non-face areas is relatively insensitive to human perception. Gratitude and Athletes’ Life Satisfaction: The Moderating Role of Mindfulness

Life satisfaction is a critical index of well-being and is well documented in the literature as a means of protecting athletes from stress. However, minimal research has focused on the factors that contribute to life satisfaction in sports. Accordingly, we adopted the positive psychology perspective and proposed that gratitude would relate to athletes’ life satisfaction. Additionally, we further suggested that mindfulness would strengthen the relationship between gratitude and athletes’ life satisfaction. Athletes completed measurements, and the results, which indicated that athletes with higher levels of gratitude exhibited increased life satisfaction when they had higher levels of mindfulness, supported our expectations. The implications and applications are discussed in terms of mindfulness

Entrepreneurship Education for the Next Generation of Higher Education in Taiwan

2019/2020 The Global Entrepreneurship Monitor (GEM) analyzes the status of early entrepreneurship in various countries. Taiwan is higher than other countries’ averages in the national entrepreneurial environment index, such as cultural and social norms, physical infrastructure, market entry control, and internal market vitality, business and legal infrastructure, transformation of research and development results, school-leaving entrepreneurship education and training, on-campus entrepreneurship education and training, government entrepreneurship plans, taxation and administrative systems, government policies and entrepreneurial financing, etc. Starting from 2020, the Ministry of Education has divided the innovation and entrepreneurship courses into two models, namely fundraising practical learning and training course modules and entrepreneurial management and action learning course modules. The themes and implementations of the courses include “Concepts and Practices in Entrepreneurship and Practice Simulation Learning Platform”, “Concept Development and Practice-Business Operation-Company Establishment-Company Closure” and “Concept Proposal-Maker Practice-Business Model Briefing” and other aspects. This article will discuss, in the context of the development and current situation of entrepreneurship education in Taiwan, trends in entrepreneurship education for the next generation of Taiwan, and use examples from Taiwan’s higher education system to promote entrepreneurship education to serve as a reference by education circles in other countries

Realtime object extraction and tracking with an active camera using image mosaics

[[abstract]]Moving object extraction plays a key role in applications such as object-based videoconference, surveillance, and so on. The dimculties of moving object segmentation lie in the fact that physical objects are normally not homogeneous with to low-level features and it's usually tough to segment them accnrately and efficiently. Object segmentation based on prestored background information has proved to be effective and efficient in several applications such as videophone, video conferencing, and surveillance, etc. The previous works, however, were mainly concentrated on object segmentation with a static camera and in a stationary background. In this paper, we propose a robust and fast segmentation algorithm and a reliable tracking strategy without knowing the shape of the object in advance. Timing of tracheostomy as a determinant of weaning success in critically ill patients: a retrospective study

INTRODUCTION: Tracheostomy is frequently performed in critically ill patients for prolonged intubation. However, the optimal timing of tracheostomy, and its impact on weaning from mechanical ventilation and outcomes in critically ill patients who require mechanical ventilation remain controversial. METHODS: The medical records of patients who underwent tracheostomy in the medical intensive care unit (ICU) of a tertiary medical centre from July 1998 to June 2001 were reviewed. Clinical characteristics, length of stay in the ICU, rates of post-tracheostomy pneumonia, weaning from mechanical ventilation and mortality rates were analyzed. RESULTS: A total of 163 patients (93 men and 70 women) were included; their mean age was 70 years. Patients were classified into two groups: successful weaning (n = 78) and failure to wean (n = 85). Shorter intubation periods (P = 0.02), length of ICU stay (P = 0.001) and post-tracheostomy ICU stay (P = 0.005) were noted in patients in the successful weaning group. Patients who underwent tracheostomy more than 3 weeks after intubation had higher ICU mortality rates and rates of weaning failure. The length of intubation correlated with the length of ICU stay in the successful weaning group (r = 0.70; P < 0.001). Multivariate analysis revealed that tracheostomy after 3 weeks of intubation, poor oxygenation before tracheostomy (arterial oxygen tension/fractional inspired oxygen ratio <250) and occurrence of nosocomial pneumonia after tracheostomy were independent predictors of weaning failure. CONCLUSION: The study suggests that tracheostomy after 21 days of intubation is associated with a higher rate of failure to wean from mechanical ventilation, longer ICU stay and higher ICU mortality
