Sampling statistics in the Atlantic menhaden fishery

Atlantic menhaden, Brrvoortia tyrannus, the object of a major purse-seine fishery along the U.S. east coast, are landed at plants from northern Florida to central Maine. The National Marine Fisheries Service has sampled these landings since 1955 for length, weight, and age. Together with records of landings at each plant, the samples are used to estimate numbers of fish landed at each age. This report analyzes the sampling design in terms of probablity sampling theory. The design is c1assified as two-stage cluster sampling, the first stage consisting of purse-seine sets randomly selected from the population of all sets landed, and the second stage consisting of fish randomly selected from each sampled set. Implicit assumptions of this design are discussed with special attention to current sampling procedures. Methods are developed for estimating mean fish weight, numbers of fish landed, and age composition of the catch, with approximate 95% confidence intervals. Based on specific results from three ports (port Monmouth, N.J., Reedville, Va., and Beaufort, N.C.) for the 1979 fishing season, recommendations are made for improving sampling procedures to comply more exactly with assumptions of the sampling design. These recommendatlons include adopting more formal methods for randomizing set and fish selection, increasing the number of sets sampled, considering the bias introduced by unequal set sizes, and developing methods to optimize the use of funds and personnel. 'I thought it was normal: adolescents attempts to make sense of their experiences of domestic violence in their families

This paper describes the experience and impact of domestic violence on adolescents using qualitative methodology. It explores the meanings that adolescents give to their experiences and how this may relate to the impact of those experiences. Five adolescents who were receiving interventions within child and adolescent mental health services were interviewed about their experiences of domestic violence and the interviews were analysed using Interpretive Phenomenological Analysis (IPA). The results suggest that adolescents had a range of thoughts and feelings connected to their experiences, and that the impact of the domestic violence may be related to the different meanings that the adolescents gave to their experiences and how they made sense of those experiences. The results are explored using theories such as Grych and Fincham’s Cognitive-Contextual Model; Watkin’s elaborated Control Theory; and, the work on post-traumatic growth. Research and clinical implications are discussed in the light of the results

Additive decompositions for rings of modular forms

We study rings of integral modular forms for congruence subgroups as modules over the ring of integral modular forms for the full modular group. In many cases these modules are free or decompose at least into well-understood pieces. We apply this to characterize which rings of modular forms are Cohen--Macaulay and to prove finite generation results. These theorems are based on decomposition results about vector bundles on the compactified moduli stack of elliptic curves.Comment: Complete revision. Municipal Power to Tax -- Its Constitutional Limitations

Throughout the United States a great many municipalities have found that in recent years their revenue from taxes has not kept up with their expenses. While inflation spiralled municipal costs, while demands for municipal services increased terrifically during the last few decades, and while financial burdens, such as the three-platoon fire department, were readily imposed upon the municipal corporations by the state legislatures, the tax bases available to municipalities were too often insufficient to meet the expanding local requirements. Older taxes, such as the tax upon real property, have proved more and more inadequate as residents moved beyond city limits, not only thereby depriving the municipalities of property taxes but often leaving behind only greatly depreciated properties. At the same time municipal corporations found many sources of tax revenue being preempted by the federal and state governments. Lastly, the municipal corporations have quite generally been underrepresented in state legislatures with an unhappy effect upon applications for new powers to tax. Basically, then, municipal corporations are inhibited in raising revenue by taxes first of all by lack of power and, secondly, by the force and effect of federal and state constitutional limitations.
