    Causes, processes, and effects of academic reorganization at public master’s universities in the United States

    There is a wide-spread perception that universities reorganise their academic units frequently, although there is little beyond anecdote to support this. Similarly, the literature contains some speculation about what affects the success of such efforts, but there is almost no data to support various views. This study assesses the perceptions of academic reorganisations using survey responses from mid-level university administrators, deans and department heads. Relying on a random sample of administrators from Carnegie master’s institutions, we examine their perceptions of reorganisation success, as well as the processes and factors that influence reorganisation. Ultimately, we model dependent variables such as overall satisfaction with the process and perceptions of its benefits of reorganisation in order to explore associations between the nature of the reorganisation, the presence of planning, the role of institutional politics, and individual and institutional level control variables and these variables

    The CEOS Data Cube Portal: A User-Friendly, Open Source Software Solution for the Distribution, Exploration, Analysis, and Visualization of Analysis Ready Data

    There is an urgent need to increase the capacity of developing countries to take part in the study and monitoring of their environments through remote sensing and space-based Earth observation technologies. The Open Data Cube (ODC) provides a mechanism for efficient storage and a powerful framework for processing and analyzing satellite data. While this is ideal for scientific research, the expansive feature space can also be daunting for end-users and decision-makers who simply require a solution which provides easy exploration, analysis, and visualization of Analysis Ready Data (ARD). Utilizing innovative web-design and a modular architecture, the Committee on Earth Observation Satellites (CEOS) has created a web-based user interface (UI) which harnesses the power of the ODC yet provides a simple and familiar user experience: the CEOS Data Cube (CDC). This paper presents an overview of the CDC architecture and the salient features of the UI. In order to provide adaptability, flexibility, scalability, and robustness, we leverage widely-adopted and well-supported technologies such as the Django web framework and the AWS Cloud platform. The fully-customizable source code of the UI is available at our public repository. Interested parties can download the source and build their own UIs. The UI empowers users by providing features that assist with streamlining data preparation, data processing, data visualization, and sub-setting ARD products in order to achieve a wide variety of Earth imaging objectives through an easy to use web interface

    Perceptions of council member– department head interactions in local government

    In this article, we use data collected from municipal council members and department heads in Michigan municipalities with over 10 000 residents to determine how, and why, they view the quality of their interactions with one another. Building theories of small group dynamics and political control of bureaucracy, we test several hypotheses and conclude that council members and department heads hold divergent views of their interactions with one another and that their views are determined by government form and community characteristics. We conclude with simple steps that local government officials and administrators can take to improve their small group dynamics and governing performance

    Analysis of academic administrators’ attitudes: annual evaluations and factors that improve teaching

    This article examines academic administrators’ attitudes towards the academic evaluation process in the US and those factors that are utilised to improve teaching. We use path regressions to examine satisfaction with evaluation procedures, as well as the direct and indirect effects of these factors on perceptions of whether the evaluation process facilitates quality instruction. With increased pressure for accountability being placed on higher education, it is important to ensure that we are meeting both public and academic expectations. The evaluation process is an important tool to ensure the university’s goals and values are articulated and that academics can be successful in their individual career paths. The problem is most research finds flaws with the current method of evaluation, and academics and academic administrators are sceptical about the process and results. We find there are environmental factors that influence academic administrators’ perceptions of academic evaluations and the ability to improve classroom instruction

    Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    Homes as machines: Exploring expert and public imaginaries of low carbon housing futures in the United Kingdom

    Low carbon housing policies embody visions of the future that shape and constrain current choices between different technological pathways. These socio-technical imaginaries include expectations around new ways of living and interacting with technology, with implications for everyday lives. This paper investigates existing expert visions of low carbon housing, and explores these futures with members of the public; utilising empirical data from policy documents, expert interviews and public focus groups. Two competing expert visions of low carbon housing were identified: Passivhaus and Smart Homes. Whilst portrayed as divergent futures, both visions aimed to ‘design out’ the role of occupants, achieving emissions reductions through changes to the built environment and maintaining current lifestyles; a position that was reinforced by an imagined public that was unable or unwilling to accept the need for lifestyle change. This construction of the public did not consider the complex personal and cultural dimensions that influenced public acceptability of future housing: specifically surrounding themes of comfort, control and security that arose within the focus groups. The tensions arising between expert and public imaginaries highlight the difficulties that may surround any transition towards a low carbon future and demonstrate the need to work with, rather than around, the public

    The Open Data Cube (ODC) initiative, with support from the Committee on Earth Observation Satellites (CEOS) System Engineering Office (SEO) has developed a state-of-the-art suite of software tools and products to facilitate the analysis of Earth Observation data. This paper presents a short summary and cost analysis of our experience using Amazon Web Services (AWS) to host one such software product, the CEOS Data Cube (CDC) web-based User Interface (UI). In order to provide adaptability, flexibility, scalability, and robustness, we leverage widely-adopted and well-supported technologies such as the Django web framework and the AWS Cloud platform.     The Suggestibility of Older Witnesses

    The present study compares younger and older adult witnesses’ susceptibility to misinformation. Previous research on the misinformation effect has not measured the relationship between the effect and individuals’ perceptions of their own memory abilities. Such perceptions, and general knowledge of one’s own memory processes, are referred to as “metamemory.” In order to examine the relationship between metamemory and the misinformation effect in the present study, participants also completed a questionnaire that assessed their perception of their memory functioning. Although older persons tend to perceive their memories as being faulty, the correlation between self-assessment of memory abilities and actual memory performance is relatively low (Zelinski, Gilewski, & Thompson, 1980). We therefore predicted that there would be a negligible relationship between participants’ self-assessed memory functioning and whether or not they were susceptible to misinformation, for both younger and older adults
