    Management Technology Education and the Challenges Of Millennium Development Goals in Nigeria

    Increasingly nowadays ‘good governance’ is viewed as a keystone in the architecture of effective leadership and “the exercise of political power to manage a nation’s affair. It encompasses the state’s institutional and structural arrangements in decision-making processes and implementation.  The concept has moved to the fore and the aim is to convince decision-makers about the merits of effective management and transparency, and of the need to have effective managers to manage the available resources. However, absences of such have resulted to the persistent crisis of governance such as corruption, mismanagement and have blocked development. This ugly situation has left good governance and accountability as just a mere concept. As a result today, Nigeria is characterized by problems of poverty, disease, ignorance, and above all lack of good managers. Consequently, Poverty, hunger, hunger, diseases, ignorance has moved to the forefront of global concern. Particular importance is the commitment of the United Nations to reduce developing countries’ such as Nigeria level of  poverty as now reflected in the objectives of Millennium Development Goals (MDGs) consisted of 189 membership states. Para poder aplicar el conocimiento al desarrollo, la investigación entendida como producción de conocimiento debe incluir tanto inventos y descubrimientos nuevos, como análisis de situaciones específicas.     Enhanced Efficiency of PTB7 : PC 61

    Ternary blend polymer solar cells combining two electron-donor polymers, poly[4,8-bis[(2-ethylhexyl)oxy]benzo[1,2-b:4,5-b′]dithiophene-2,6-diyl][3-fluoro-2-[(2-ethylhexyl)carbonyl]thieno[3,4-b]thiophenediyl] (PTB7) and poly[2,5-bis(3-dodecylthiophen-2-yl)thieno[3,2-b]thiophene] (pBTTT) and [6,6]-phenyl-C61-butyric acid methyl ester (PC61BM), as electron-acceptor, were fabricated. The power conversion efficiency of the ternary cells was enhanced by 18%, with respect to the reference binary cells, for a blend composition with 25% (wt%) of pBTTT in the polymers content. The optimized device performance was related to the blend morphology, nonrevealing pBTTT aggregates, and improved charge extraction within the device

    Public Policy Formulation and Implementation in Nigeria

    The papers examine and analyze the importance, problems and factors influencing public policy formulation and implementation. It dwelt further on the policy reforms and determinant of policy issues and features as a guide to effective public policy formulation and implementation in Nigeria. The study equally revealed that there is lack of full practice of federalism in Nigeria as enshrined in the 1999 constitution rather what is obtained now is synonymous to unitary system of government. Consequent upon that, in spite of the importance of public policy formulation and implementation as a critical factor in the management of government affairs in Nigeria, yet there are no standard formats or generally accepted guidelines towards such. It is against this background, that the bureaucrats has a way of constituting obstacles or frustration in the way of policies formulated by the political officials, especially those policies on which they hold divergent opinions or are not of direct benefit to them. A synonym for this sense is the bureaucratic decision making process. As a result of this since independent, the country has been facing challenges of managing her resources due to the different styles of governance in the implementing of various aspects of government public policies, programmes and actions. The study recommends among other things the need for government to be very proactive, sensitive in formulating and implementation of public policy decisions that has direct impact on its citizenry.     Effect of HDI-Modified GO on the Thermoelectric Performance of Poly(3,4-ethylenedioxythiophene):Poly(Styrenesulfonate) Nanocomposite Films

    Composite films based on conducting polymers and carbon nanomaterials have attracted much attention for applications in various devices, such as chemical sensors, light-emitting diodes (LEDs), organic solar cells (OSCs), among others. Graphene oxide (GO) is an ideal filler for polymeric matrices due to its unique properties. However, GO needs to be functionalized to improve its solubility in common solvents and enable the processing by low-cost solution deposition methods. In this work, hexamethylene diisocyanate (HDI)-modified GO and its nanocomposites with poly(3,4-ethylenedioxythiophene):poly(styrenesulfonate) (PEDOT:PSS) were developed, and their morphology, thermal, electrical, thermoelectrical and mechanical performance were characterized. The influence of the HDI functionalization degree and concentration on the nanocomposite properties were assessed. The HDI-GO increased the crystallinity, lamella stacking and interchain coupling of PEDOT:PSS chains. A strong improvement in electrical conductivity, thermal stability, Young's modulus and tensile strength was found, showing an optimum combination at 2 wt% loading. Drop and spin casting techniques were applied onto different substrates, and the results from deposition tests were analyzed by atomic force microscopy (AFM) and UV-vis spectroscopy. A number of parameters influencing the depositions process, namely solvent nature, sonication conditions and ozone plasma treatment, have been explored. This study paves the way for further research on conducting polymer/modified GO nanocomposites to optimize their composition and properties (i.e., transparency) for use in devices such as OSCs

    Solution-Processable Donor-Acceptor-Donor Oligomers with Cross-Linkable Functionality

    Electron-acceptor units, combined with bithiophene substituted with flexible chains end-functionalized with cross-linkable moieties, provide soluble donor-acceptor-donor (DAD) it-conjugated oligomer-type molecules with cross-linking ability and broad absorption in the visible spectrum. A study on the cross-linking conditions of the new oligomers to yield insoluble polymer networks is presented, including conditions for obtaining polymer films over poly(3,4-ethylenedioxythiophene):polystyrene sulfonate-covered substrates. The combination of the DAD molecular design and cross-linking functionality opens prospects for applications in solution-processed small-molecule solar cells with morphologically-stable organic layers

    EVALUATION OF BONE MINERAL DENSITY USING RADIOGRAPHIC OPTICAL DENSITOMETRY OF PRE AND POSTPUBERTAL BITCHES SUBMITTED TO OVARIOHYSTERECTOMY

    The reduction of gonadal steroid hormone secretion is identified as one ofthe  factors responsible for the decrease in bone mass and, consequently, a decrease in bone mineral density. The study aimed to evaluate the bone mineral density by using radiographic optical densitometry of the distal epiphyseal region of the radius and ulna in prepubertal and post pubertal bitches submitted to ovariohysterectomy (OVH). Thirtyfour female dogs were divided into two groups of 16 animals, according with age of neutering: G1 - prepubertal bitches submitted to OVH; G2 - postpubertal bitches submitted to OVH. The animals were submitted to the evaluation of bone mineral density at 24 h before the surgical procedure, 24 and 48 weeks after the surgical procedure. No significant differences in bone mineral density were identified in all groups. Ovariohysterectomy in pre and postpubertal bitches did not induce significant variations in bone mineral density of the distal epiphyseal region of the radius and ulna by using radiographic optical densitometry, during 48 weeks of evaluation
