    Failure matters: Reassembling eco-urbanism in a globalizing China

    This paper is an attempt to reassess the role of failure in policy mobilities. Empirically, this paper examines the various aftermaths of, and the continuing trans-local connections originating from, the prominent but un-materialized Sino-British Shanghai-Dongtan eco-city—with a particular consideration on its relation with a subsequently realized project—the Sino-Singapore Tianjin eco-city. The findings reveal that despite its apparent failure, Dongtan eco-city established a set of urban planning procedures adopted by many, including those who designed and delivered the Tianjin eco-city. Meanwhile, Dongtan’s failure to materialize motivated the Chinese government to pursue collaboration with the Singaporean government over the increased involvement of private Western partners. The intent to avoid association with Dongtan’s failure also fostered a new eco-urbanism model based on rebranding the planning practices of Singapore’s public housing. Parts of Dongtan eco-city have also lived on through the international circulation of a piece of planning software that was first developed for the failed project. This paper contributes to the policy mobilities literature by challenging its dominant focus on successful exemplars and exploring how a project fails in implementation yet parts of it remain mobile, influential and present in other developments. This paper also advances the understanding of contemporary urban sustainability by revealing how eco-urbanism models are co-produced in this globalizing era between the global North and South, as well as within the global South. </jats:p

    Quantum superalgebras suq(mn)su_{q}(m\mid n) are studied in the framework of RR-matrix formalism. Explicit parametrization of L(+)L^{(+)} and L()L^{(-)} matrices in terms of suq(mn)su_{q}(m\mid n) generators are presented. We also show that quantum deformation of nonsimple superalgebra su(nn)su(n\mid n) requires its extension to u(nn)u(n\mid n).Comment: 14 page

    LEXTALE_CH: A quick, character-based proficiency test for Mandarin Chinese

    Research in second language acquisition suggests that objective performance-based assessments may provide more reliable and valid measures of second language proficiency than subjective self-ratings. To measure proficiency in English as a second language, a quick, vocabulary-based test called LexTALE (Lexical Test for Advanced Learners of English) was developed and shown to be able to differentiate between various levels of English proficiency. Following in the line of adaptations of this test for other languages, we created a character-based adaptation for Mandarin Chinese: LEXTALE_CH. In this paper, we discuss the development and validation of LEXTALE_CH in detail. In short, LEXTALE_CH can discriminate between high and low levels of Mandarin proficiency and is sensitive to the significant differences in vocabulary size between native speakers and second language learners of Mandarin; further, it takes only a few minutes to administer and is simple to score, making it a practical tool for low-stakes estimation of Mandarin proficiency.http://www.lingref.com/bucld/42/BUCLD42-09.pdfPublished versio

    Was agricultural protection reduced after the Uruguay Round?: Evidence from East Asia

    The purpose of this paper is to empirically investigate how agricultural protection has been reduced before/after the implementation of the Uruguay Round Agreement on 1995 in East Asian countries. Our empirical results show that the reduction on agricultural protection in the second half of the 1990s is not outstanding, compared with that in the first half of the 1990s. This result implies that the UR Agreement does not substantially succeed in reducing the protection for agricultural trade in East Asia.

    Effects of the Spin-Orbit Coupling and the Superconductivity in simple-cubic alpha-Polonium

    We have investigated the mechanism of stabilizing the simple-cubic (SC) structure in polonium (alpha- Po), based on the phonon dispersion calculations using the first-principles all-electron band method. We have demonstrated that the stable SC structure results from the suppression of the Peierls instability due to the strong spin-orbit coupling (SOC) in alpha-Po. Further, we have explored the possible superconductivity in alpha-Po, and predicted that it becomes a superconductor with Tc ~ 4 K. The transverse soft phonon mode at q ~ 2/3 R, which is greatly influenced by the SOC, plays an important role both in the structural stability and the superconductivity in alpha-Po. We have discussed effects of the SOC and the volume variation on the phonon dispersions and superconducting properties of alpha-Po.Comment: 5pages, 5figure
