    This book addresses the challenging and exciting issues of the implementation of the European Union’s grand strategies, with a particular interest in the implementation of the current Agenda 2030 and its Sustainable Development Goals. It provides insight into the impact of this strategic process on some of the current global issues relevant to the European Union, such as the European and global energy market, food supplies, industrial components etc. Some of the challenges have such a strong short-term impact, that already accepted strategic priorities and decisions are being questioned and re-examined. This is a particularly exciting subject, both as a research topic and as a policy issue

Pandemia COVID-19 este un subiect important pentru reumatologi şi pacienţii cu maladii reumatice, luând în consideraţie că majoritatea pacienţilor cu maladii reumatologice administrează tratament imunosupresiv, care poartă în sine risc sporit de complicaţii infecţioase. Prin urmare, este critic de a cerceta dacă acest grup de pacienţi sunt mai vulnerabili în faţa infecţiei cu virusul SARS-CoV-2, comparativ cu populaţia generală. Material şi metode. Cercetarea dată reprezintă revista sistematică a literaturii ştiinţifice de specialitate, începând cu debutul răspândirii infecţiei în decembrie 2019 până la începutul lunii mai 2020. Au fost selectate publicaţii cu diferite nivele de evidenţă, care abordează infecţia cu virusul SARS-CoV-2 în contextul pacienţilor reumatologici, utilizând câteva baze de date ştiinţifice (Cochrane Library, NCBI etc.), motoare de căutare cu conţinut ştiinţific (PubMed, Google Scholar), cât şi reviste ştiinţifice de specialitate cu factor de impact. Drept cuvinte cheie au servit „COVID-19 and rheumatic disease”, „COVID-19 and immune disorder”, „management of rheumatic disease in COVID-19 patients”. Fiecare publicaţie a fost revizuită de cel puţin 2 co-autori. Ulterior, publicaţiile au fost stratificate în funcţie de relevanţă şi gradul de evidenţă, cu sinteza ulterioară a revistei literaturii. Rezultate. În urma procesului de selecţie, au fost selectate 93 articole în baza cărora s-a efectuat sinteza revistei literaturii, în care s-au relevat elemente imunopatogenetice caracteristice infecţiei cu virusul SARS-CoV-2 şi potenţiale elemente comune cu maladiile reumatologice inflamatorii şi autoimune. În lumina ultimelor, s-au punctat manifestările COVID-19 care ar putea mima maladiile reumatologice. S-au stabilit principiile de evaluare, stratificare pe grupuri de risc şi management a pacienţilor reumatici cu COVID-19, cât şi principiile de utilizare a preparatelor cu efect asupra sistemului imun în contextul pacientului cu maladie reumatică şi infecţie cu virusul SARS-CoV-2. Concluzii. Pandemia COVID-19 impune studiul caracteristicilor virusului cu scop de minimizare a incidenţei cazurilor severe. Opinia experţilor şi acumularea rapidă a dovezilor este în prezent cel mai bun mod de a evita greşelile majore. În contextul leziunilor organice imun-mediate de virusul SARS-CoV-2, reumatologul este chemat să decidă asupra imunosupresiei adecvate.Introduction. The COVID-19 pandemic is an important topic for rheumatologists and patients with rheumatic diseases, considering that most patients with rheumatic diseases administer immunosuppressive treatment, which carries an increased risk of infectious complications. Therefore, it is critical to investigate whether this group of patients are more vulnerable to SARS-CoV-2 virus infection compared to the general population. Material and methods. This research is a systematic literature review, including publications starting with the onset of the spread of infection in December 2019 until early May 2020. Publications with different levels of evidence addressing SARS-CoV-2 virus infection in the context of rheumatology patients have been selected, using several scientific databases (Cochrane Library, NCBI etc.), search engines with scientific content (PubMed, Google Scholar), as well as specialized scientific journals with impact factor. The key words were “COVID-19 and rheumatic disease”, “COVID-19 and immune disorder”, “management of rheumatic disease in COVID-19 patients”. Each publication was reviewed by at least 2 co-authors. Subsequently, the publications were sorted according to relevance and degree of evidence, with the subsequent synthesis of the literature review. Results. Following the selection process, 93 articles were used in the following literature review, in which immunopathogenic elements characteristic of SARS-CoV-2 virus infection and potential common features with inflammatory and autoimmune rheumatic diseases were revealed. In light of the latter, COVID-19 manifestations have been pointed out that could mimic rheumatic diseases. The principles of assessment, stratification by risk groups and management of rheumatic patients with COVID-19 were established, as well as the principles of use of drugs with effect on the immune system in the context of the patient with rheumatic disease and SARS-CoV-2 virus infection. Conclusions. The COVID-19 pandemic imposes the study of the characteristics of the virus in order to minimize the incidence of severe cases. Expert opinion and the rapid accumulation of evidence is currently the best way to avoid major mistakes. Protocolul naţional este elaborat în conformitate cu ghidurile internaţionale actuale privind vasculitele sistemice şi va servi drept bază pentru elaborarea protocoalelor instituționale (extras din protocol naţional aferent pentru instituţia dată, fără schimbarea structurii, numerotației capitolelor, tabelelor, figurilor, casetelor etc.), în baza posibilităţilor reale ale fiecărei instituţii în anul curent. La recomandarea Ministerului Sănătăţii al Republicii Moldova pentru monitorizarea protocoalelor instituţionale pot fi folosite formulare suplimentare, care nu sunt incluse în protocolul naţional

    Probability of informed trading during the COVID-19 pandemic: the case of the Romanian stock market

    Abstract Using data from the Bucharest Stock Exchange, we examine the factors influencing the probability of informed trading (PIN) during February—October 2020, a COVID-19 pandemic period. Based on an unconditional quantile regression approach, we show that PIN exhibit asymmetric dependency with liquidity and trading costs. Furthermore, building a customized database that contains all insider transactions on the Bucharest Stock Exchange, we reveal that these types of orders monotonically increase the information asymmetry from the 50th to the 90th quantile throughout the PIN distribution. Finally, we bring strong empirical evidence associating the level of information asymmetry to the level of fake news related to the COVID-19 pandemic. This novel result suggests that during episodes when the level of PIN is medium to high (between 15 and 50%), any COVID-19 related news classified as misinformation released during the lockdown period, is discouraging informed traders to place buy or sell orders conditioned by their private information
