Economic performance in rural England

Measuring rural economic performance is obscured by the simultaneous use of two spatial platforms: the 'city-region' and the 'rural definition'. The characteristics of these spatial platforms for measuring rural economic performance are explored through plant-level productivity data. In general, English rural districts are less productive, but particularly where they are both lagging and fall outside city-regions. The cityregion platform exacerbates rural productivity performance, but since 2000, rural districts have not been charged with pursuing productivity objectives anyway. The social and economic impacts of immigration detention facilities: a South Australian case study
The negative attitudes fostered by political rhetoric against asylum seekers create significant problems when asylum seekers are housed within communities. Much of the community's opposition focuses on the perceived economic and social impacts of large numbers of asylum seekers. However, we currently lack research on the local economic and social impacts of asylum seekers. As a contribution to this evidence base our paper outlines a South Australian case study of the impact of a low security immigration detention facility on the local economy, health services and social cohesion. Our impact assessment found that community concerns were not borne out. There were increases in employment and local expenditure, no reduction in health care services or access, and tensions between residents subsided, as did initially strong reactions against the asylum seekers themselves. The minimal impacts were due to the government and community interventions such as seeking local contracts and providing onsite health services. This case study is used to provide some guidelines for other communities to effectively target the fears that matter most to the community - either through disseminating information that reduces fears and myths, or through planning and interventions that minimise negative impacts and enhance positive benefits. Rethinking the Creative City The Role of Complexity, Networks and Interactions in the Urban Creative Economy
This article engages with the current research and debate about the creative city and the importance of cultural infrastructure in contemporary cities. It argues that much of the focus has been around the investment of cities in specific regeneration projects or flagship developments rather than addressing the nature of the infrastructure, networks and agents engaging in the city's cultural development. The complexity theory and its associated principles can provide a new understanding of the connection between the urban space and the systems of local cultural production and consumption. Drawing on interviews with creative practitioners in the North East region of England, the paper argues that the cultural development of a city is a complex adaptive system. This finding has implications for both policy-makers and academic research. It emphasises the importance of micro interactions and networks between creative practitioners, the publicly supported cultural sector and the cultural infrastructure of the city
Area deprivation in Scotland: a new assessment
This paper gives an account of an attempt to create a new area deprivation index for Scotland based mainly upon non-census indicators and calibrated at the spatial level of the postcode sector. This is the first such index to be produced in the UK. The paper explains why there is currently more interest in this type of index, describes how the index was constructed from identification of deprivation domains through selection of indicators to their standardisation, transformation and combination into a single measure. A multidimensional account of the resulting geographical pattern of deprivation is given. There then follows a discussion of various issues surrounding the index and areas for further development or improvement are identified
