Changes and continuity in Japanese official development assistance : a thesis presented in partial fulfilment of the requirements for the degree of Master of Arts in Sociology at Massey University
This paper is about Japanese official development assistance (ODA), based on document research and monitoring of media reports in the period between January and October, 2005. It analyses changes in this aspect of Japanese foreign policy since its inception in the 1950's with this analysis then used to predict what further change may be likely to result in the programme in the immediate future. Building on a conflict model of the Japanese state that treats the bureaucracy as a divided but powerful power centre, the paper argues that recent developments in Japanese society have led to a situation where the political wing of government and civil society have come to play a larger part in both the implementation of ODA and, to a lesser extent, the creation of aid policy. It concludes that the individual ministries of the bureaucracy are unlikely to transfer power to these groups without any resistance and that this resistance will hinder efforts to provide more political leadership of, and wider societal input into, the Japanese ODA programme

Tusnady's inequality revisited
Tusnady's inequality is the key ingredient in the KMT/Hungarian coupling of
the empirical distribution function with a Brownian bridge. We present an
elementary proof of a result that sharpens the Tusnady inequality, modulo
constants. Our method uses the beta integral representation of Binomial tails,
simple Taylor expansion and some novel bounds for the ratios of normal tail

Structural Vector Error Correction Modeling of Integrated Sportfishery Data
We demonstrate how to specify and estimate a time series model that can isolate the effects of changes in fishery policy and forecast the outcome of policy changes in the context of changing climate and economic factors. The approach is illustrated with data from the headboat fishery for red snapper in the Gulf of Mexico. The initial data analysis finds that effort and harvest are cointegrated series and that effort appears to respond somewhat to past changes in harvest. This suggested a structural vector error correction model specification. Model estimation results indicate that seasonal closures directly influence both harvest and effort, whereas bag and minimum size limits only affect harvest directly. Also, climate activity has a moderate influence on this fishery, mainly via changes in effort. Differential rotation of relativistic superfluid in neutron stars
It is shown how to set up a mathematically elegant and fully relativistic
superfluid model that can provide a realistic approximation (neglecting small
anisotropies due to crust solidity, magnetic fields, et cetera, but allowing
for the regions with vortex pinning) of the global structure of a rotating
neutron star, in terms of just two independently moving constituents, one of
which represents the differentially rotating neutron superfluid, while the
other part represents the combination of all the other ingredients, including
the degenerate electrons, the superfluid protons in the core, and the ions in
the crust, whose electromagnetic interactions will tend to keep them locked
together in a state of approximately rigid rotation. Order of magnitude
estimates are provided for relevant parameters such as the resistive drag
