Beyond Dubai: post WCIT reflections from an Internet governance viewpoint
In the last weeks, we’ve dedicated attention to recent debates regarding the Internet post Dubai. In this post, Carolina Aguerre joins the debate and addresses some of the economic and developmental stakes to refine the current post-WCIT scenario beyond simplistic dichotomies. Her argument is based on the fact that the Internet does not evolve independently of its technical, political and economic environment. To do so, the author draws on the position from Latin American countries and some general statistics on Internet usage and adoption across regions
Internet Policy Formation in Latin America: Understanding the Links Between the National, the Regional, and the Global
Until recently, internet governance was a relatively obscure topic in most technology policy agendas in Latin America. But in mid-2013, revelations about widespread surveillance of internet communications dramatically transformed conversations about the issue. The work addresses the institutional consolidation of emerging experiences in national contexts to address internet governance and policy as well as their effectiveness in shaping regional and global processes. This paper takes a comparative approach, by looking at several national cases; the experience of Argentine Commission for Internet Policy (CAPI) created in 2014; Costa Rica with the Internet Consulting Committee (in 2012) and Mexico with the Initiative Group (2012). These cases were examined against the backdrop of the well documented Brazilian experience and its Internet Steering Committee (CGI)( 2005). The research analysed the national internet governance mechanisms in the early stages of the institutionalization process, looking at the main developments that have shaped actors’ strategies as well as the evolution of internet regulations in these countries. The three cases differ in both the degree of formality, working mechanisms and stakeholder representation in these new bodies. In each national context, it is clear that governments are now working to formalize policymaking arrangements, as the original informal coordination mechanisms that gave rise to the internet in these countries are no longer sufficient. The bridges between the international and the domestic field will tend to rely on more formally institutionalized spaces as states become more involved with the issue

Este artÃculo se propone hacer un recorrido por el Internet Governance Forum (IGF), actualmente el ámbito más importante de debate mundial sobre Internet. La idea es recorrerlo desde la figura del mosaico que permite abordar un tema de esta magnitud desde múltiples perspectivas, ya que la delimitación de una forma precisa para evaluar el impacto de un evento de estas caracterÃsticas no sólo puede resultar soberbio, sino también muy parcial. Scope and limitations in the evaluation of programs for digital literacy in Latin America: A paradigmatic case. The ''Plan CEIBAL''
Este artÃculo, en primer lugar revisa el estado actual de los instrumentos de monitoreo de los programas de alfabetización digital en la región, y en segundo término, propone, a partir de una mirada crÃtica sobre las limitaciones que imponen los indicadores cuantitativos para la comprensión del alcance socio cultural de dichos programas, estrategias de evaluación cualitativa que tengan como premisa la recuperación de la perspectiva del actor, y en consecuencia, permitan, elaborar indicadores más comprensivos de la experiencia de apropiación de las TICs entre sus beneficiarios.This article reviews in the fi rst place the state of monitoring instruments for digital education programs in the region and secondly, it evaluates, from a critical perspective, the limitations imposed by quantitative indicators for the comprehension of the socio cultural scope of these programs. Qualitative evaluation strategies that recover the subject’s viewpoint enable the development of more comprehensive indicators of the experience of ICT appropriation for the benefi ciaries of these programs.Fil: Winocur, RosalÃa. This chapter summarizes how polycentric perspectives offer a nuanced interdisciplinary understanding of governing digital data. We review the insights gained across the chapters and sections of this book and finish with suggestions for further research on both digital data governance and polycentric perspectives on global cooperation more generally. This afterword foregrounds how polycentric perspectives are not a singular approach to steer analysis of, and prescriptions for, digital data governance. Rather, polycentric perspectives allow us to compare and scrutinize different explanations and normative expectations around the governance of digital data
