Lower income New York City residents are faced with a housing emergency. Concurrently, commercial and luxury residential development is expanding. New York is considering adopting an approach to the housing shortage which has been taken in several other cities. The plan advocates amendment of the City\u27s zoning ordinance to require developers of commercial and luxury residential projects to provide the City with lower income housing units. This Note examines the proposed requirement that commercial developers provide lower income housing units. It addresses the question of the validity of such a requirement in the context of New York City\u27s statutory authority to use zoning ordinances to place conditions upon proposed development projects. By analogy to the limitations on this authority, this Note recommends a shift in emphasis to bring such a program into compliance with New York law

At a Crossroads: Stellar Streams in the South Galactic Cap

We examine the distribution of old, metal-poor stars in a portion of the recently released PanSTARRs survey. We find an interesting confluence of four new cold stellar stream candidates that appear to converge on or pass near the south Galactic pole. The stream candidates, which we designate Murrumbidgee, Molonglo, Orinoco, and Kwando, lie at a distance of approximately 20 kpc and range in length from 13 to 95 degrees, or about 5 to 33 kpc. The stream candidates are between 100 and 300 pc in width, and are estimated to contain between 3000 and 8000 stars each, suggesting progenitors similar to modern day globular clusters. The trajectories of the streams imply orbits that range from hyperbolic to nearly circular. The Molonglo stream is nearly parallel to, at the same distance as, and offset by only 2.5 degrees from the previously discovered ATLAS stream, suggesting a possible common origin. The effects of full-span and partial-span split flaps on the aerodynamic characteristics of a tapered wing

The investigation was made to determine the effects of full-span and of partial-span split flaps on the aerodynamic characteristics of a tapered wing. Aerodynamic force tests were made in the N.A.C.A. 7 by 10 foot wind tunnel on a highly tapered Clark Y wing equipped with various split flaps. Two sizes of tapered-chord flaps were tested as full-span flaps, and a narrow tapered-chord flap was tested as a partial-span flap by cutting off portions first from the tip and then from the center. The investigation showed that with full-span split flaps the lift and drag characteristics of the tapered wing up to the stall are similar to those of a rectangular wing with flaps of comparable size, but that the stall of the tapered wing with full-span flaps occurs at progressively lower angles of attack with increasing flap deflection up to that for maximum lift. For partial-span tapered split flaps on a tapered wing it was found that the maximum lift is greater, and the lift-drag ratio at maximum lift is less, when the partial-span flap is located at the center of the wing than when it is located at the tip portion

Natural Family Planning and Catholic Hospitals: A National Survey

A recent survey conducted by the American Academy of Natural Family Planning (AANFP) found that over 55% of Catholic hospitals surveyed either provide or would like to provide some form of Natural Family Planning (NFP) services. In addition, over 60% of the respondents felt that NFP should be part of the mission of a Catholic hospital. This recent survey was conducted by the AANFP in order to determine the use of NFP in Catholic hospitals, (i.e., whether NFP is provided, types of NFP methods taught, teaching standardization and methodologies used, qualifications of NFP teachers, and the ethics of NFP services).
