    COORDINATES AND OBJECTIVES OF ROMANIAN FISCAL POLICY

    The fiscal policy may target the achievement of certain different purposes, either of economic or social nature, of the public infrastructure. Fiscal policy is integrant part of the general economic actions of the state, interfering powerful with the sector, budgetary, monetary, social policies, and also with sector or national development strategies for ensuring the macroeconomic balance. By means of the fiscal policy may be acted so as to protect or encourage certain economic niches, and from this respect the fiscal interventionism targets different objectives, such as: stimulating economic agents for making investments in certain fields, increasing quality and competiveness of the products, stimulating the export, encouraging small enterprisers, stimulating the agriculture, etc.Keywords: fiscal policy, monetary policy, financial policy, taxes, fees.

    CONSIDERATIONS ON ENGLISH-ROMANIAN/ROMANIAN-ENGLISH LEGAL DICTIONARIES AND GLOSSARIES

    Our study is meant to point out the main methodology used by authors in creating the English-Romanian/Romanian-English legal dictionaries/glossaries which exist on the book market in our country. The research worker who is interested in studying the content and structure of such dictionaries immediately notices the small number of these books on the Romanian market in comparison with, for example, the economic ones. At the same time, the research workers and also the users of legal dictionaries quite easily identify the frequent scarcity and the simple structure of the entries included by lexicographers. Our study will analyze the criteria used by the authors of these dictionaries for selecting the terms included in their books, as well as the structure of the selected entries (phonetic script, contextualization, identification of uncountable/countable nouns, indication of special plural forms, such as the foreign plural, references made to synonyms for disambiguation etc.). Finally, the aim of our paper is to offer several suggestions for improving the quality of these indispensable linguistic instruments (dictionaries and glossaries) and for encouraging lexicographers to invest energy in creating better and well-conceived specialized legal dictionaries and glossaries.English-Romanian/Romanian-English legal dictionaries and glossaries, entry structure, contextualization, entry selection criteria, book market.

    A CONCISE PRESENTATION OF THE FIRST LITERARY MAGANIZES PUBLISHED BY WOMEN WRITERS IN ROMANIA BETWEEN 1878 - 1947

    In its early days Romanian feminine writing was influenced by the ideals of emancipation that animated the female population of our country. These ideals were shared and spread not only by feminist supporters, though this happened to a large extent, but also by outstanding men of letters (Eugen Lovinescu, Garabet-Ibraileanu and Tudor Vianu and others), who were receptive to the changing status of women in their contemporary society and encouraged it as such. The present paper focuses on what we are going to call “early feminine writing in Romania”, whereby we understand the early days of literature created by women in this country. Our goal is to identify the literary publications that gathered for the first time in Romania women writers who paid a particular interest in literature. Thus, our paper has a documentary value: it presents the main Romanian literary publications edited by the first women writers in our country, the aesthetic ideals promoted and shared by these magazines and the contribution brought by female authors to the wakening and shaping of the taste for writing and for literature amidst Romanian women in general

    THE PROBLEM OF LEGAL ROMANIAN-ENGLISH/ ENGLISH-ROMANIAN DICTIONARIES AND GLOSSARIES AND LEGAL TRANSLATIONS

    This paper continues an idea presented in a previous article that addressed the same issue of the legal dictionaries and glossaries with special reference to the main methodology used by authors in creating these necessary linguistic instruments. The main point of this article is that apart from the scarcity of these books on the Romanian market in comparison with, for example, the economic ones, the legal researcher, professional or translator faces the challenge of providing not only an accurate translation but also a comprehensible one for certain target reader whose expectancies relate to the system of law he comes from. It is true that English has become a lingua franca, especially for the world of business, yet as regards the area of law the differences imposed by the various legal systems make the job of the translator in this domain even more difficult as the translation is supposed to mediate a comprehensible communication between two systems of law: that of the original text and its translated version.     Fatores moduladores na cárie e erosão dentária : revisão sistemática da literatura

    A perda de estrutura dentária é o produto das lesões de cárie e erosão dentária. Existem vários fatores que contribuem para o aparecimento destas lesões. Tendo em conta a índole destes fatores moduladores, este estudo tem como objetivo a descrição e a associação das variáveis que predispõem para o surgimento das lesões de cárie dentária e erosão dentária. Realizou-se uma revisão sistemática de literatura, cuja seleção de artigos com data de publicação entre 2010-2020, foi efetuada através de plataformas informáticas tais como a PubMed e Cochrane Database of Systemic Reviews. Os estudos foram analisados e avaliados respeitando os critérios de inclusão previamente estabelecidos. Inicialmente obteve-se uma amostra de 1061 artigos, que diminuiu para 103 após a aplicação de filtros e remoção das réplicas. Sendo que apenas 21 artigos constituíram o corpus da revisão. Através dos estudos incluídos na revisão constatou-se que os fatores moduladores detêm uma ação sobre ambas as lesões, sendo que a dieta e as alterações salivares (pH, fluxo salivar e película aderida) apresentam a maior influência. Comprendeu-se que é possível ocorrer a manifestação simultânea de ambas as lesões, no entanto não se verificou com frequência a sua investigação nos estudos.Tooth wear is the product of caries and dental erosion. There are several factors that contribute to the appearance of these lesions. Bearing in mind the nature of these modulating factors, this study aims to describe and associate the variables that cause predisposition to dental caries and dental erosion. This thesis is a systematic review of the literature, whose selection of the articles with publication date between 2010-2020, was carried out through online platforms such as PubMed and Cochrane Database of Systemic Reviews. The articles were analyzed and evaluated respecting the inclusion criteria previously established. Initially, a sample of 1061 articles was obtained, which decreased to 103 after the application of filters and removal of the replicas. It was found that only 21 articles constituted the corpus of the review. Through the studies included in the review, it is concluded that modulating factors have an effect on both lesions, with diet and salivary alterations (pH, salivary flow and adhered pellicle) having the greatest influence. It was understood that simultaneous manifestations of both lesions is possible however their study was not frequently observed in studies

    Parallel Simulation of Quantum Search

    Simulation of quantum computers using classical computers is a computationally hard problem, requiring a huge amount of operations and storage. Parallelization can alleviate this problem, allowing the simulation of more qubits at the same time or the same number of qubits to be simulated in less time. A promising approach is represented by executing these simulators in Grid systems that can provide access to high performance resources. In this paper we present a parallel implementation of the QC-lib quantum computer simulator deployed as a Grid service. Using a specific scheme for partitioning the terms describing quantum states and efficient parallelization of the general singe qubit operator and of the controlled operators, very good speed-ups were obtained for the simulation of the quantum search problem

They shall take into account both the resources used and a possible impact on the ecosystem and the emissions resulting from the extraction, processing and transport of raw materials. The use of resources depends on the amount of waste generated during the manufacturing, construction and demolition process on the site, which can be significant, as a proportion, in the total material flows from the construction site. This emphasizes how important it is to design and establish specifications for a more efficient use of resources, thus, the most important elements of a building, which should be followed, are the floor, roof, structure and exterior walls, respectively. As a result, the recycling and reuse/reintegration of building materials and products, as well as of the construction elements as a whole, can contribute to the reduction of the environmental impact as well as to the development of the circular economy. In the built environment, the sustainability assessment covers the stages of the life cycle of a building, namely: material production, construction, operation, maintenance, demolition and disposal. Taking into account the fact that in the current conditions, in a modern society, without no doubt, a life perspective is needed, in these conditions the life cycle assessment takes into account all the stages that lead from raw materials, through production, distribution and use to the final elimination.     Studies towards the determination of the contamination level with heavy metals of a situ located in Iaşi

    The paper presents studies in order to determine the degree of contamination of a situ located in Iasi whose surface is about. 4 ha. There are presented the pedological characteristics of the soil and outcome of the tests carried out towards Cd and Zn content in soil from depths of 5 cm, respectively, 30 cm. The analysis of the soil samples in terms of Cd and Zn content was done using atomic absorption spectrometry method. Taking as a basis for the classification of pollution (contamination) Order 756/1997, it was possible to identify the level of contamination of each sole that the area have been divided in. Measurements revealed that for both contaminants Cd and also Zn at depth of 5 cm, the largest area is occupied by a significantly polluted land and at a depth of 30 cm, a significant potential polluted land predominates. The results also highlight the need for undertaking of some the depollution measures in the investigated site because as follows from the work, it is often exceeded the intervention level on land whose use is less sensitive

    Quantum walks, the quantum mechanical counterpart of classical random walks, is an advanced tool for building quantum algorithms that has been recently shown to constitute a universal model of quantum computation. Quantum walks is now a solid field of research of quantum computation full of exciting open problems for physicists, computer scientists, mathematicians and engineers. In this paper we review theoretical advances on the foundations of both discrete- and continuous-time quantum walks, together with the role that randomness plays in quantum walks, the connections between the mathematical models of coined discrete quantum walks and continuous quantum walks, the quantumness of quantum walks, a summary of papers published on discrete quantum walks and entanglement as well as a succinct review of experimental proposals and realizations of discrete-time quantum walks. Furthermore, we have reviewed several algorithms based on both discrete- and continuous-time quantum walks as well as a most important result: the computational universality of both continuous- and discrete- time quantum walks.Comment: Paper accepted for publication in Quantum Information Processing Journa
