BEHAVIOUR AND PARTICIPATION OF COMMUNITY ORGANIZATIONS AS LOCAL ACTORS IN POLICY IMPLEMENTATION IN DENPASAR

This research is entitled “Behaviour and Participation of Local Community Organizations as Local Actors in Policy Implementation in Denpasar” Denpasar city as one of a Metropolis City is a dense city with a high heterogeneity with all of its development policy problems. A development that can fulfill the citizen needs is a demand that can not be postponed again in this area of regional autonomy. However, in practice, this often encountered many obstacles and problems. Ideally, regional development should involve community participation and based on the neds of citizen itself. Observation methods used by the autor is qualitative descriptive method. The data source obtained from aspect of place, person, and paper. Data collection techniques include observation, interviews, and documentation. The role and participation of community organizations in the city of Denpasar in policy implementation in the city of Denpasar is required by the government to create a synergy of development in the city of Denpasar. Each actor reveals that there is still a lot of the problems that exist in the city of Denpasar, its because Denpasar itself which is now evolving into a dense city with large numbers of immigrants, with all of that problems it really needs synergy between the parties in order to solve it. Based on this observation, as a form of the problematic solution that there are methods of public organizations participation is one that is expected to be implemented. Partisipasi Generasi Milenial dalam Kancah Politik Nasional 2019

 Millennials generations are valuable assets owned by the Indonesian people. The number of generations reaching approximately 35% now makes every politician interested in getting feedback from this generation. The millennial generation currently has a very broad momentum, one of which is in terms of political participation in Indonesia. The activity of this millennial generation is able to change the direction and pace of Indonesian politics towards being identical to this generation's habit. His appearance to be active in political participation today has changed Indonesia's political paradigm a lot. Young figures with very different communication styles compared to their predecessor's style make this millennial generation has its own distinctive characteristics and colors in the Indonesian public sphere. Challenges of Public Administration in Developing Countries

Public service as one of the main functions of the government is as an effort to fulfill the needs of the community for the procurement of services that the community needs. Public service which is widely known with the bureaucratic nature and many complaints from the public of its customers, among others, due to still not paying attention to the interests of the community users. To further encourage the commitment of the government apparatus towards the improvement of the quality of service, so has been issued also Presidential Instruction No. 1 of 1995 on the Improvement and Improvement of the Quality of Government Apparatus Services to the Community. In the latest development has been issued also Decree No. 63 / KEP / M.PAN / 7/2003 on General Guidelines for the Implementation of Public Services. In order to realize Local Tax System based on Information Technology in Badung Regency Government especially at Local Revenue Service / Pasedahan Agung built an Information Technology Technology (IT) System of Local Taxation which is called Regional Revenue Management Information System (SIMAPATDA). In the research of Effectiveness of Policy Implementation of Revenue Management Information System at District Revenue Service (Dispenda) of Badung Regency, limited and focused implementation variables are on communication factor, resources, attitudes and target realization of regional income. In connection with the things that have been described above, the title of research on the Effectiveness of Policy Implementation of Regional Revenue Management Information System in the District Revenue Office of Badung Regency ". Strategy for Developing the UMAURIP Eco-Tourism Area in Timpag Village, Kerambitan District, Tabanan

Tourism has become a necessity for all levels of society. Therefore, tourism management must be done seriously by involving related parties. The Central Government and local governments issued several policies to support tourism development in Bali. The Bali Provincial Government through the policy and program direction implemented is the Vision ”Nangun Sat Kerthi Loka Bali” Which contains the meaning of maintaining the sanctity and harmony of Bali’s nature and its contents to realize a prosperous and happy Balinese manners life, from the scale to the life of Balinese manners and gumi in accordance with Bung Karno’s Trisakti principles, namely political sovereignty, economic independence, and personality in culture. Timpag Village is a village in Tabanan Regency, one of the programs rolled out in Timpag Village which is an innovative breakthrough, namely ”Umaurip, Utamaning Uma Lan Urip” with ecotourism development, namely developing the potential of Tourism Villages based on agricultural areas. With the main focus on developing owls (Tyto alba) which are friends of farmers in eradicating rat pests. The method used in this study is a mix method, which is a combination of qualitative research methods and reinforced with quantitative research methods. And the conclusion of this study briefly is that the Umaurip ecotourism area still prioritizes the development of ecotourism areas based on the community itself and there has been collaboration with various parties to advance the area, suggestions from researchers so that in the future this ecotourism area will be intensified in terms of promotion. so that many people know about the existence of this area.
