Deregulation and Higher Education: Potential Impact on Access, Affordability and Achievement in Ohio

    Get PDF
This paper refocuses attention on the importance of supporting Ohio students. States may appreciate deregulated higher education because, like other forms of privatization, it reduces support, responsibility and oversight. University administrations may see opportunities to raise revenues through real estate deals, parking arrangements, subcontracting, reducing staff compensation, and changing other employment relationships. Private contractors and the business community may favor these arrangements because there are lucrative possibilities for contracts, real estate deals and other arrangements. But the point of the system is not to serve the needs of legislators, administrators or contractors -- it is to educate students. Students, families, employers and taxpayers need a vibrant higher education system capable of delivering affordable academic programs that connect to the 21st century economy

Human development and inequality in the 20th Century : the Mercosur countries in a comparative perspective

    Get PDF
This article is in line with the United Nations attempts to approach human development in wider terms than per capita GDP, and in line with an ever lively debate on the historical standard of living and on the role of inequality in development. We focus on three Mercosur countries (Argentina, Brazil and Uruguay) and we view them in comparison with four core countries (France, Germany, USA and UK) along the 20th Century. The paper makes different attempts to construct diverse indices and to change the weights of their different components in order to better explain human development in different periods. A contribution of the paper, so long limited to Uruguay and the USA, is to adjust the historical human development index by inequality measures for all of its components. The results show that Argentine started to diverge, even in human development, at early stages of the 20th Century; that Uruguay diverged from the mid-century and that Brazil continued to tighten the gap up to 1980, diverging afterwards without being able to come close to the levels of the core countries. Total inequality in Uruguay and USA showed similar levels and trends: it decreased until the 1950s, and increased afterwards to similar levels. While inequality affects human development within both countries, it doesn?t help to understand the differences between them, due to the mentioned similarity of the Gini-coefficients

Urban forecast: An analysis of a crowdsourced mobile app for crisis management

    Get PDF
People around the world have become more connected thanks to the rise of social technology. As a result, that same technology has allowed us to witness the amount of violence and disastrous events that people around the world are experiencing. Civilians in Syria are constantly caught between rebel forces and the Syrian government\u27s army with no way of knowing where the next attack will be. People in Colorado had to wait for news updates on the wildfires of 2012 to make critical decisions on whether to evacuate or stay in their homes. A man in Mexico had all his personal belongings stolen at gunpoint when he came across a cartel-enforced blockade on his way to the grocery store. All these situations could have been avoided if those people had information about dangerous locations right away to help them make decisions. Civilians themselves who have just experienced the danger have valuable information that they can share to help other people avoid the same situation. This thesis presents a tool called Urban Forecast that can help citizens avoid dangerous locations and events by posting it on a map in the application and having it notify every other user around that area. Initial results suggest that Urban Forecast is effective at helping people avoid dangerous situations. Future designs based on results are also presented. The focus of this thesis is not entirely on the technology, but on the impact that it has on society in a hostile environment

Comparison of computer models in forecasting hotel and motel guestroom supply

Comparison of computer models in forecasting hotel and motel guestroom supply developed a methodology for estimating guestroom supply. Several traditional forecasting models, including PLAN, were compared. The computer models were applied to Las Vegas, Nevada, using tourism and hospitality statistics from the Las Vegas Convention and Visitors Authority. The purpose of this study was to determine whether these models generate accurate forecasts; which is the most realistic model; and if these model(s) could be used to reduce guestroom overbuilding; First, statistics, from 1972 to 1990, were collected. Second, the primary data were analyzed to determine if any trends existed over the nineteen year period. Factors with no trend were deleted. Third, the forecasting models were applied to the remaining variables. Fourth, the model results were evaluated to identify those having optimal forecasting capabilities; The \u27best estimate\u27 guestroom supply projections for Las Vegas for 1991 to 2000 were generated by PLAN.(UNFORMATTED TABLE OR EQUATION FOLLOWS){dollar}{dollar}\vbox{\halign{\hfil#\hfil&&\quad\hfil#\hfil\cr &{dollar}\underline {\rm Year}{dollar}&{dollar}\underline{\rm `Best\ Estimate\u27}{dollar}&{dollar}\underline{\rm Year}{dollar}&{dollar}\underline{\rm `Best\ Estimate\u27}{dollar}\cr &1991&78,965&1996&92,156\cr &1992&81,603&1997&94,794\cr &1993&84,242&1998&97,432\cr &1994&86,880&1999&100,071\cr &1995&89,518&2000&102,752\cr }}{dollar}{dollar}(TABLE/EQUATION ENDS)

¿Descentralizados y Coordinados? Notas sobre la gobernabilidad de los procesos de territorialización de la producción de conocimiento : El caso del Consejo de Planificación Regional de la Educación Superior (CPRES) de la región bonaerense (2003-2013)

    Get PDF
Globalization and wage inequality in South and East Asia, and Latin America: A gender approach

    Get PDF
In this paper we analyse the reasons behind the evolution of the gender gap and wage inequality in South and East Asian and Latin American countries. Health human capital improvements, the exposure to free market openness and equal treatment enforcement laws seem to be the main exogenous variables affecting women’s economic condition. During the second globalization era (in the years 1975-2000) different combinations of these variables in South East Asian and Latin American countries have had as a result the diminution of the gender gap. The main exception to this rule according to our data is China where economic reforms have been simultaneous to the increase of gender differences and inequality between men and women. This result has further normative consequences for the measure of economic inequality. The improvement of women’s condition has as a result the diminution of the dispersion of wages. Therefore in most of the countries analysed the consequence of the diminution of the gender gapduring the second global era is the decrease of wage inequality both measured with Gini and Theil indexes.Wage inequality, gender gap, market openness, human capital

Gelation properties of porcine muscle proteins

The effects of linearly increasing heating rates (17, 38 and 85°C/hr) and protein concentration (10, 20, 30, 40 and 50 mg/mL) on thermally induced gels made of extracted salt-soluble proteins were evaluated. Gel strength analyses indicated that the force needed to compress muscle protein gels decreased when heating rate was increased. A greater water loss from compressed gels occurred at protein concentrations of 10 and 20 mg/mL than at 30 to 50 mg/mL. Above 30 mg/mL, water loss tended to be relatively constant. Protein loss in the expelled water, after compression, was less for the slower heating rate, and larger as heating rate increased. The total amount of protein in the expelled water increased with increasing protein concentration in the system. SDS gel electrophoresis demonstrated a change in some of the expelled proteins at different heating rates.;Thermally induced protein gels were made using extracted salt-soluble proteins from stress susceptible pigs determined to be PSE. Effects of heating rates (17, 39 and 93°C/hr) at various protein concentrations (23, 34, 48 and 54 mg/ml) were evaluated. Gel strength of PSE extracts was 45% of the controls at gels from the first compression curve increased with increasing protein concentrations at all heating rates; however, gel strength was greater for slow heating rates than for fast heating rates in both PSE and normal samples. Percent water loss was greater for PSE extracts than for controls at the same protein concentration. Losses of 47% and 36% for PSE and controls, respectively, were observed at a protein level of 54 mg/ml protein. There was no heating rate effect on water losses in either case. Protein loss was lower, for both PSE and control, at low protein concentrations than at high protein content in the range studied. Slow heating rates resulted in less protein loss, for both PSE and control, while faster heating rates gave higher protein losses in the exuded water.;The effect of soy protein isolate (ISP) and sodium caseinate (SC) on thermally induced protein gels made of extracted salt-soluble porcine muscle proteins were studied. Effects of heating rates (17, 39 and 93°C/hr) at various protein concentrations (32, 43 and 54 mg/ml) were evaluated for interactions between meat and non-meat proteins. Gel strength of protein extracts with 2% ISP added was increased about 24%; when 2% SC was added gel strength increased about 70%. Water holding capacity of protein extracts was improved by 37% and 4% when 2% SC and 2% ISP were added, respectively
