Baby Gammy: the responsibilities of ART professionals in international surrogacy
The 'Baby Gammy' case has sparked worldwide interest and comment. At the time of writing at least some of the 'facts' of what happened, when, and why remain contested. However, as Sascha Callaghan and Ainsley Newson note in their commentary (see BioNews 766), the case highlights troubling issues that have been exercising the minds of some of us for some time (1-4).
Among the key questions that Callaghan and Newson ask are: whether it is 'reasonable [for rich countries] to outsource reproductive requirements to countries where women from deprived backgrounds can obtain a slice of the baby marketplace?' and 'whether selling reproductive services between countries is moral?'; the latter begging the question of whether selling reproductive services anywhere is moral
The oratory of James Callaghan
The chapter contributes to the neglected field of analysis of the use, purpose and impact of political oratory and rhetoric in Labour's post-war political history. Specifically, the chapter assesses the contribution of Jim Callaghan's Labour oratory across the spectrum of his political and public roles and experience, and evaluates his relative success in advancing his position or that of the Labour Party as evidenced by his party and wider public impact. It suggests that, with obvious notable exceptions, Callaghan demonstrated undoubted party and public communication skills, often in difficult circumstances during his prime ministerial tenure, and held it to be one of his core political strengths. Although perhaps not a natural orator in the classical sense, his relative frankness and identification with the âtouch-stone of public opinionâ, expression of the âpersonal touchâ and ability to communicate a message of calm and reassurance were regarded as the essence of his political method and appeal, even in the darkest days of his Labour government
The G20 needs a growth strategy
In this Lowy Institute Policy Brief, Director of the G20 Studies Centre Mike Callaghan AM argues that the G20 needs to develop a comprehensive growth strategy to lift global growth and create jobs. Callaghan outlines the steps required to develop such a strategy by the Brisbane G20 Summit.
Key findings:
The G20 should develop a single, umbrella growth strategy. It should move away from the current preoccupation with ârebalancingâ growth and reducing external imbalances. The G20âs aim should be to lift the growth potential of all countries.
Accompanying the G20 umbrella strategy, each G20 member should release their own plan to increase growth and create jobs in their own country, consistent with the umbrella strategy.
The strategy must cover all aspects of policy â fiscal, monetary, financial regulation, structural, tax, trade and development. Draft growth strategies should be released for public comment prior to the Brisbane Summit
