    The paper reveals the topography contribution to the rehabilitation and modernization of infrastructure for road transport. Specifically, the surveying contribution in this case consisted of: bringing in the work area of new points needed to trace and for detail surveying; the processing of data gathered from the field resulted a significant amount of information with topo-cadastral interest; graphic representation of all elements measured and processed according to the needs and desired aspects to be highlighted

    Personality Rights Within a Bioethical Context

    The personality rights are strongly linked to the quality of human being; they are rights that belong to every individual due to the very fact that he is a person. They refer mainly to the protection of the physical and psychical characteristics of the human being, to his individuality or personality. In the current times, the personality rights are seriously threatened by the scientific developments of biology and medicine. At the same time, questions of ethical and moral nature may arise. At the confluence of all these, we talk about bioethics. The New Civil code represents, for the moment and in the near perspective of its enforcement, the regulation that systemizes the majority of the bioethical problems. Not all the personality rights suffer equally when the scientific developments become effective in the immediate reality. The first place, directly connected with the effects of biomedicine, is occupied by the rights that regard the integrity of the person, and then the subjective rights closely connected to the moral integrity and social interaction of the individual follow. The right to life, the right to health, the right to physical and psychical integrity, the right to dispose of oneself, are regulated by the New Civil code and are the first ones regarded within the research on human beings. The right to a private life, regulated by the Romanian Constitution and the New Civil code represents another personality right that may suffer prejudicial violations by means of biomedical activities. We particularly have in mind the medical secrecy and the protection of personal data. The right to one’s own image and the right to dignity also bring the condition of consest, so that, under no circumstances will the streets ahead biomedical technologies interfere with the human rights. The bioethical concerns must not transform the human being into an object; science must not develop uncontrollably, following profit criteria.     openLa stabilità finanziaria non era una preoccupazione primaria quando è stato progettato l’assetto dell'Unione monetaria europea (UEM). Quest'ultima è stata infatti concepita come meccanismo in grado di funzionare in tempi normali con la speranza di un'ulteriore integrazione nel lungo periodo. Nessuno si aspettava che in pochi anni l'euro sarebbe passato da un periodo di apparente latenza ad una terribile tempesta e che l'area della moneta comune e l'Unione europea (UE) non avrebbero avuto i mezzi per affrontarla. Divenne quindi chiaro che la stabilità era un problema serio che richiedeva difese adeguate e che l'area dell'euro avrebbe finalmente dovuto affrontare la negligenza strutturale originaria, che era nel frattempo diventata una vulnerabilità a tutti gli effetti. La prima risposta dell'Eurozona alla grave instabilità all'interno dell'area è stata il Meccanismo europeo di stabilità (MES), seguito dalla Next Generation EU in risposta alla crisi del 2020. Tuttavia, le manovre istituzionali sembrano aver mancato lo scopo di stabilità, che invece può essere raggiunto promuovendo un'ulteriore integrazione all'interno dell'Unione europea attraverso un vero e proprio meccanismo di condivisione del rischio. Il principale ostacolo sulla strada dell'integrazione non è la mancanza di soluzioni adeguate per garantire la stabilità, ma sono le attuali condizioni dell'Unione europea, che impediscono un reale progresso.Financial stability was not a primary concern when the framework of the European Monetary Union (EMU) was designed. This latter was indeed built as a machinery able to be functional in normal times with the hope for further integration in the long run. Nobody was expecting that in a few years the euro would have transitioned from an apparently latency period into a terrible storm and that the common currency area and the European Union (EU) would have had no means to face it. It therefore became clear that stability was a serious issue that required adequate defenses and that the Euro area would have to deal with the original structural negligence that had become fully-fledged vulnerabilities. The first response of the Eurozone to the severe instability within the area was the European Stability Mechanism (ESM), followed by the Next Generation EU in consequence of the 2020 crisis. However, institutional maneuvers seem to have missed the stability purpose, which instead may be achieved by fostering integration within the European Union through a genuine risk-sharing mechanism. The main stumbling block on the road to further integration is not a lack of adequate solutions to ensure stability, but European Union’s current conditions that are preventing actual progress

    In this paper, we will examine the heterogeneity of rural area viewed from three aspects: morphological, structural and functional. In Romania the rural area holds an important place from the point of view of the heterogeneity of the administrative territory (with small and very small, average, big and very big villages), the agricultural potential (by the contribution of agriculture in realizing the Gross Domestic Product, and demographic (share population in rural area). At the momentover 46% of Romanian population live in the 12957 thousand of rural habitation where the great part of manpower is concentrated in agriculture, sylviculture, fishing, providing a specific and viable life style of inhabitants and through the policies for modernization, the rural feature will be kept in perspective

    The paper aims at presenting a methodology and surveying equipment and technical documentation needed for the general urban plan, indispensable for agrotouristic arrangement works of a settlement. The investigations undertaken have shown that for preparing fast, accurate and detailed urban plan for the studied locality was necessary use of modern surveying technology, such as GPS technology, completed with the total station for surveying the details. It was also found that only use of such a method could produce a unitary and accurate urban plan with high efficiency, compliant with all requirements and technical standards imposed by law, for such work of great importance and complexity.Having the plan and technical data gathered from the field can be achieved in the best conditions a design and implementation at the highest level, of agrotouristical arrangement works in the locality
