Prevention of Goods and Services Procurement Fraud and Its Implications on Good Government Governance

The fact that the number of corruption cases in Indonesia is increasing from year to year shows a phenomenon that has attracted the attention of a number of parties. Most of these cases involve the government, especially in terms of purchasing goods and services, which has implications for the development of effective governance. The purpose of this study was to examine the factors that influence fraud prevention in purchasing goods and services, as well as their influence on effective government management. The research data is primary data obtained through questionnaires and analyzed using SPSS IBM 26 software. The population of this study is employees Civil Servants (PNS) in the Mamberamo Raya Regency Regional Apparatus Organization (OPD) which has main tasks and functions in the procurement of goods and services as well as internal audits. The research sample is 70 samples using purposive sampling method. The results of the study show that internal control has no significant effect on the prevention of fraud in the procurement of goods and services, the effectiveness of internal audit has a significant effect on the prevention of fraud in the procurement of goods and services. Meanwhile, internal control and internal audit effectiveness have little effect on good government governance partially, and prevention of fraud in the procurement of goods and services has a significant effect on good government governance. Pengembangan Bahan Ajar Simulasi Digital Bermuatan Model Edutainment untuk Menumbuhkan Keaktifan Belajar Siswa Kelas X TKJ di SMK Negeri 2 Turen

Based on an interview, 88% from 34 students received a score below the minimal completeness criteria in Digital Simulation subject because students were passive in the learning and the usage of uninteresting learning material. This developmental research aimed to design and develop the mobile-based digital simulation learning material to improve students' activeness in Class X TKJ, Public High School Vocational High School 2 Turen and tested the feasibility of teaching materials as learning supplements. This research used the ADDIE model, containing: (1) analyze, (2) design, (3) develop, (4) implement, and (5) evaluate. The feasibility test was performed in Class X TKJ students in Digital Simulation subject. Based on the obtained data, the material validation test from experts was 95%, media test from experts obtained 98.74%, small group test was 91.2%, and field test obtained 94.65%. It could be concluded that Simulation Digital learning material was in very feasible category.

Mitigating Covid19 Outbreak to Workforce Safety & Health on XYZ Operation Excellence Perspective using Analytic Hierarchy Process

CVX, Fortune 500 top twenty energy company, has been on a journey to improve return in tough business environment, therefore, XYZ, as CVX subsidiary in Indonesia, need to find the best streamline solution in every business aspect including the challenge on natural gas processing in Northern Area of Operation Department who deals with high gas plant operation & maintenance costs, resources gap, and negative feedbacks from stakeholders. The situation and problem analysis, which were elaborated using fish bone diagram method, confirmed that the most critical issue was field personnel reduction due to Covid19 outbreak which lead to shut down production facilities. From the analysis result using AHP, operation mode change by merging gas plant operation with gathering station where located in the same area is the best solution which can fulfil most of operation excellence focus areas on workforce safety & health; process safety, reliability, & integrity; environment; and efficiency; also, significantly exceeding the other two alternatives: temporary shutdown gas plant operation and outsource gas plant operation. The forementioned temporary solution to mitigate Covid19 outbreak may lead to permanent solution since it improves gas production system value, lowering flaring intensity, and aligned with CVX next five years focuses. Keywords: decision analysis, operation excellence, analytic hierarchy proces
