Facets for Art Gallery Problems

The Art Gallery Problem (AGP) asks for placing a minimum number of stationary guards in a polygonal region P, such that all points in P are guarded. The problem is known to be NP-hard, and its inherent continuous structure (with both the set of points that need to be guarded and the set of points that can be used for guarding being uncountably infinite) makes it difficult to apply a straightforward formulation as an Integer Linear Program. We use an iterative primal-dual relaxation approach for solving AGP instances to optimality. At each stage, a pair of LP relaxations for a finite candidate subset of primal covering and dual packing constraints and variables is considered; these correspond to possible guard positions and points that are to be guarded. Particularly useful are cutting planes for eliminating fractional solutions. We identify two classes of facets, based on Edge Cover and Set Cover (SC) inequalities. Solving the separation problem for the latter is NP-complete, but exploiting the underlying geometric structure, we show that large subclasses of fractional SC solutions cannot occur for the AGP. This allows us to separate the relevant subset of facets in polynomial time. We also characterize all facets for finite AGP relaxations with coefficients in {0, 1, 2}. Finally, we demonstrate the practical usefulness of our approach. Why deconstruction is not adequately considered in Portuguese building refurbishment

In Portugal, the sustainability of construction has been looked into over the past few years, especially where quality, safety and natural/energetic resource-saving technologies are concerned. Now, there are studies under way whose purpose it is to lessen the quantity of debris that are by-products of the construction process. On the other hand, is known the enormous patrimony that is waiting to be rehabilitated, as many of these buildings are sorely in need of interventions. However the deconstruction process is practically unused and unknown. Deconstruction paves the way for the revaluation and reuse of construction materials and elements which would otherwise be treated as worthless debris and removed to storage spaces which are often not legally authorized to hold such materials. An interviewer opinion collected process has been carried out with a set of selected Portuguese construction process participants. Its aim was to present their view on implementation and viability of deconstruction as an innovative technique in the process of refurbishment, thereby contributing towards the economic sustainability of said process. Interrelationships between human capital and social capital in small and medium sized firms: The effect of age and sector of activity

This study explores the interconnection between human factors and social factors and analyses the relations influenced by the specific activity and age of firms. A statistical approach is implemented which applies factor analysis techniques, based on a sample of small and medium sized firms from four sectors of activity which are between four and fifteen years old, and are split into three time periods. It is found that there are interconnected groups of human capital and social capital factors, although a sizeable proportion of the literature conceptually separates these factors and deals with them individually. Establishing measures to improve design quality in the Portuguese construction industry

The Portuguese construction industry is currently experiencing great challenges. Along with the redefinition of its legal framework, so as to make it more efficient and bring it up to date, the sector is going through stagnation in the private market and a slump in the public construction market, mostly on account of the current state of economy country. It is very important to find ways to correct the problems and to make the sector more competitive. Recently there have been several conferences, symposiums and publications which have studied the reasons for its lack of competitiveness. One of the main reasons that have been identified is the recurrent poor quality of project designs. Previous studies have often found that designs contain a lot of errors and omissions. This paper wills critically discussion the problem of poor quality design in Portugal using literature and data from a set of interviews with expert construction managers. Os estaleiros de construção provocam vários impactos quer na área de implantação quer nas suas imediações. As lamas nos arruamentos e as poeiras produzidas durante a actividade de construção estão entre os vários impactos provocados pelos estaleiros de construção e têm particular importância em meios urbanos e em centros históricos. Analisam-se os inconvenientes destes dois impactos e apresentam-se algumas medidas preventivas. São apresentados os resultados de um inquérito nacional sobre a prevenção destes impactos

Importância da revisão dos projectos na redução dos custos de manutenção das construções

As deficiências dos projectos são uma das principais causas dos problemas e conflitos na construção de empreendimentos e, por vezes até, causa marcante do seu insucesso. De facto, face a esta evidência e ao seu grande peso e influência ao longo de todo o processo construtivo, manutenção e utilização das construções, com repercussões no desempenho dos diversos intervenientes e no descontrolo dos custos durante e após construção, impõe-se estabelecer e implementar rotinas e procedimentos de revisão dos projectos que permitam conduzir à elaboração de projectos de melhor qualidade. Com este trabalho procura-se clarificar a importância desse melhoramento perante o novo contexto, preocupações e desafios que o sector da construção enfrenta, designadamente no tocante à manutenção, apresentando-se para o efeito a revisão de projectos como um excelente procedimento e recurso na persecução desse objectivo
