    Fuel tourism in border regions

    The gasoline price differential existing across the border between Switzerland and its neighbouring countries (gasoline price in Switzerland is generally lower than in the neighbouring countries) has encouraged the phenomenon of fuel tourism to develop. People living in the bordering regions of Italy, France and Germany have had an incentive to buy gasoline in Switzerland for several years. This phenomenon increased employment and fiscal revenues from fuel taxes in Switzerland, whereas in the neighbouring countries we observed lower fiscal revenues and a decrease of employment in the gasoline distribution sector. These repercussions on the government revenues have induced the North-Italian province of Lombardy to adopt measures against fuel tourism (in Italy, similar measures have already been adopted in the regions neighbouring Slovenia). For instance, the inhabitants in the regions near the border can take advantage of price rebates at the fuel stations. The reaction to the price decreases was very important: Six months after the introduction of the rebates at the Italian fuel stations, the fuel demand in the Swiss border regions decreased by 20 to 40%. On the other hand, fuel stations in Italy have realised important increases in selling. The case of fuel tourism gives a good economic example for price responsiveness. The extent to which fuel tourism can be a problem for the border region depends on the sensitivity of car owners to fuel price differentials and on the intensity of cross-bordering movements (density of population). In this paper we analyse the impact of country-specific fiscal policies on gasoline demand using aggregate data at a regional level for three Swiss border regions over the period 1986 to 1997. The data include fuel selling of three main gasoline companies in an area of 10 km from the border. For the area further away form the border, data for a sample of fuel stations are available. A log-log stochastic equation for gasoline consumption was estimated, using fuel price differences as well as regional income and other regional variables (for instance car density, commuters, number of border offices, prices of cigarettes) as independent variables. Initial estimation results show a very significant impact of price differentials on fuel demand and an important share of fuel tourism on the overall gasoline sales of Swiss border regions. It can be shown that gasoline consumption by consumers in bordering regions is very sensitive to price differentials of standardized goods like gasoline (that is goods, which do not differ from one country to the other). From an energy policy point of view this result implies that, as long as price differentials persist, there is little room in border regions for discouraging residential gasoline consumption using tax increases. Policy measures like those introduced in Italy and in other countries, in order to minimize the negative side-effects of a neighbour with low fuel taxes, seem to be successful in avoiding a loss of taxes as well as losses for owners of gas stations in the border region with higher taxes. Of course, for Switzerland this could imply a restructuring of the fuel-selling sector in border regions.

    Probing the low transverse momentum domain of Z production with novel variables

    The measurement of the low transverse momentum region of vector boson production in Drell-Yan processes has long been invaluable to testing our knowledge of QCD dynamics both beyond fixed-order in perturbation theory as well as in the non-perturbative region. Recently the D\O\ collaboration have introduced novel variables which lead to improved measurements compared to the case of the standard QT variable. To complement this improvement on the experimental side, we develop here a complete phenomenological study dedicated in particular to the new \phi* variable. We compare our study, which contains the state-of-the-art next-to-next-to-leading resummation of large logarithms and a smooth matching to the full next-to-leading order result, to the experimental data and find excellent agreement over essentially the entire range of \phi*, even without direct inclusion of non-perturbative effects.     Quark masses in Higgs production with a jet veto

    We study the impact of finite mass effects due to top and bottom loops in the jet-veto distribution for Higgs production. We discuss the appearance of non-factorizing logarithms in the region p t,veto ≳ m b . We study their numerical impact and argue that these terms can be treated as a finite remainder. We therefore detail our prescription for resumming the jet-vetoed cross section and for assessing its uncertainty in the presence of finite mass effects.     Ab-initio calculation of all-optical time-resolved calorimetry of nanosized systems: Evidence of nanosecond-decoupling of electron and phonon temperatures

    The thermal dynamics induced by ultrashort laser pulses in nanoscale systems, i.e. all-optical time-resolved nanocalorimetry is theoretically investigated from 300 to 1.5 K. We report ab-initio calculations describing the temperature dependence of the electron-phonon interactions for Cu nanodisks supported on Si. The electrons and phonons temperatures are found to decouple on the ns time scale at 10 K, which is two orders of magnitude in excess with respect to that found for standard low-temperature transport experiments. By accounting for the physics behind our results we suggest an alternative route for overhauling the present knowledge of the electron-phonon decoupling mechanism in nanoscale systems by replacing the mK temperature requirements of conventional experiments with experiments in the time-domain.Comment: 5 pages, 3 figures.     A novel mutation in SACS gene in a family from southern Italy

    A form of autosomal recessive spastic ataxia (ARSACS) has been described in the Charlevoix and Saguenay regions of Quebec. So far a frameshift and a nonsense mutation have been identified in the SACS gene. The authors report a new mutation (1859insC), leading to a frameshift with a premature termination of the gene product sacsin, in two sisters from consanguineous parents. The phenotype is similar to previously described patients with ARSACS

    Dijet Event Shapes as Diagnostic Tools

    Event shapes have long been used to extract information about hadronic final states and the properties of QCD, such as particle spin and the running coupling. Recently, a family of event shapes, the angularities, has been introduced that depends on a continuous parameter. This additional parameter-dependence further extends the versatility of event shapes. It provides a handle on nonperturbative power corrections, on non-global logarithms, and on the flow of color in the final state.Comment: 18 pages, 3 figure

    Optimisation of variables for studying dilepton transverse momentum distributions at hadron colliders

    In future measurements of the dilepton (Z/γZ/\gamma^*) transverse momentum, \Qt, at both the Tevatron and LHC, the achievable bin widths and the ultimate precision of the measurements will be limited by experimental resolution rather than by the available event statistics. In a recent paper the variable \at, which corresponds to the component of \Qt\ that is transverse to the dilepton thrust axis, has been studied in this regard. In the region, \Qt\ << 30 GeV, \at\ has been shown to be less susceptible to experimental resolution and efficiency effects than the \Qt. Extending over all \Qt, we now demonstrate that dividing \at\ (or \Qt) by the measured dilepton invariant mass further improves the resolution. In addition, we propose a new variable, \phistarEta, that is determined exclusively from the measured lepton directions; this is even more precisely determined experimentally than the above variables and is similarly sensitive to the \Qt. The greater precision achievable using such variables will enable more stringent tests of QCD and tighter constraints on Monte Carlo event generator tunes.Comment: 8 pages, 5 figures, 2 table

    This essay describes the combination of 3D solutions and software techniques with traditional studies and researches in order to achieve an integrated digital documentation between performed surveys, collected data, and historical research. The approach of this study is based on the comparison of survey data with historical research, and interpretations deduced from a data cross-check between the two mentioned sources. The case study is the Basilica of S. Ambrogio in Milan, one of the greatest monuments in the city, a pillar of the Christianity and of the History of Architecture. It is characterized by a complex stratification of phases of restoration and transformation. Rediscovering the great richness of the traditional architectural notebook, which collected surveys and data, this research aims to realize a virtual notebook, based on a 3D model that supports the dissemination of the collected information. It can potentially be understandable and accessible by anyone through the development of a mobile app. The 3D model was used to explore the different historical phases, starting from the recent layers to the oldest ones, through a virtual subtraction process, following the methods of Archaeology of Architecture. Its components can be imported into parametric software and recognized both in their morphological and typological aspects. It is based on the concept of LoD and ReverseLoD in order to fit the accuracy required by each step of the research

    Spontaneous breathing pattern as respiratory functional outcome in children with spinal muscular atrophy (SMA)

    Introduction: SMA is characterised by progressive motor and respiratory muscle weakness. We aimed to verify if in SMA children 1)each form is characterized by specific ventilatory and thoracoabdominal pattern(VTAp) during quiet breathing(QB); 2)VTAp is affected by salbutamol therapy, currently suggested as standard treatment, or by the natural history(NH) of SMA; 3)the severity of global motor impairment linearly correlates with VTAp. Materials and methods: VTAp was analysed on 32 SMA type I (SMA1, the most severe form), 51 type II (SMA2, the moderate), 8 type III (SMA3, the mildest) and 20 healthy (HC) using opto-electronic plethysmography. Spirometry, cough and motor function were measured in a subgroup of patients. Results: In SMA1, a normal ventilation is obtained in supine position by rapid and shallow breathing with paradoxical ribcage motion. In SMA2, ventilation is within a normal range in seated position due to an increased respiratory rate(p0.05) while tachypnea occurred in type I NH. A linear correlation(p<0.001) was found between motor function scales and VTAp. Conclusion: A negative or reduced %ΔVRC,P, indicative of ribcage muscle weakness, is a distinctive feature of SMA1 and SMA2 since infancy. Its quantitative assessment represents a non-invasive, non-volitional index that can be obtained in all children, even uncollaborative, and provides useful information on the action of ribcage muscles that are known to be affected by the disease. Low values of motor function scales indicate impairment of motor but also of respiratory function
