Organizational and Operating Structures of a National Pork Producers Cooperative; Evaluation of Alternatives for Implementation of the Pork America "Umbrella" Model

This paper summarizes the structural components, activities and processes evaluated during the implementation of a national pork producers' cooperative. It reviews and compares various organizational structures considered and identifies the components, activities and processes that would best allow Pork America to fulfil its mission. The paper adds detail to the organizational structure of the "umbrella model" designed by the National Pork Producers Council Cooperative Task Force. More concretely, it outlines, evaluates, and compares alternative activities and processes to implement operations within that structure. It identifies strengths and weakness of each alternative, needs for internal and external competencies, potential business models, management scenarios, and financing options for the alternative approaches considered by Pork America. This approach supported the development of Pork America's master business plan. Governance and operational structures to allow Pork America to function successfully; incorporating local, state and regional groups as members; and be responsive to the restructuring occurring in the pork industry were described. The paper describes the essential components of each structure that was considered, including, but not limited to the following areas: (1) Relationships within operating units, among operating units, between a national headquarters and operating units, and between the board and management. (2) Groupings of employees into departments or operating divisions, within business units, and between business units and the scope of those operating divisions or business units. (3) Systems for communications, coordination, and integration among various divisions and units that make up Pork America, both vertically and horizontally. Methodologically this report is a descriptive case study of the Pork America Cooperative. It outlines the structure of the pork industry in which the cooperative is operating, and develops aspects of the New Generation Cooperative structure that are applicable to this cooperative. Furthermore, the paper identifies alternative activities and processes that Pork America considered or will be considering to implement this structure. Advantages and disadvantages of potential activities and processes are identified and compared. The organizational models discussed are based on those actually considered by the NPPC Task Force and the Pork America Board including: (1) a large-scale three-plant model; (2) a large-scale single-plant format, (3) a service company model, (4) a joint marketing model and (5) a national network model. The existence of periodic orbit bunches is proven for the diamagnetic Kepler problem. Members of each bunch are reconnected differently at self-encounters in phase space but have nearly equal classical action and stability parameters. Orbits can be grouped already on the level of the symbolic dynamics by application of appropriate reconnection rules to the symbolic code in the ternary alphabet. The periodic orbit bunches can significantly improve the efficiency of semiclassical quantization methods for classically chaotic systems, which suffer from the exponential proliferation of orbits. For the diamagnetic hydrogen atom the use of one or few representatives of a periodic orbit bunch in Gutzwiller's trace formula allows for the computation of semiclassical spectra with a classical data set reduced by up to a factor of 20.Comment: 10 pages, 9 figure

An Analysis of the Impact of European Union and United States Dairy Policies on EU-U.S. Trade in Milk Protein Concentrate

During 1996-2000, U.S. imports of milk protein concentrate (MPC) increased rapidly. At the same time, Commodity Credit Corporation (CCC) stocks of non-fat dry milk (NFDM) went from nothing to more than 500 million pounds. Consequently, U.S. milk producers attributed low milk prices and dairy farmer income during this period to the increased imports of MPC. U.S. milk producers were especially concerned with MPC imports for two reasons. First, MPC between 40 and 90 percent protein had been classified in subheading 0404.90.10 of the Harmonized Tariff Schedule of the United States (HTS). Thus, MPC was not subject to the tariff-rate quotas applied to many other dairy products. Second, MPC produced in the European Union (EU) and exported to the United States was eligible for production and export subsidies. Along with the high U.S. internal milk protein prices maintained by the Dairy Price Support Program, and volatile world prices of NFDM, these policies created economic rents for trade in MPC between the European Union and the United States. To test the relationship between these policies and U.S. imports of MPC, these economic rents, which were not directly observable, were estimated by combing a set of identifiable variables: (1) the CCC purchase price, (2) the EU export refund, (3) EU casein production aid, and (4) the world price of NFDM as expressed by the Western Europe export price. A vector autoregression model was then estimated using monthly U.S. imports of MPC and the estimate of economic rents. This estimation showed that nearly 40 percent of the variability in U.S. MPC imports was attributable to the estimate of economic rents. Theory to Practice: Negotiating Expertise for New Technical Communicators

In technical communication, discussions on how to best prepare graduates to meet workplace challenges range from responding to changing technology and occupational needs to focusing on creating flexible workers. Part of this conversation centers on expertise: what kinds of expertise are most valued and how can graduates be trained to be experts? In this article, we explore our field’s understandings of expertise by focusing on a recent master’s graduate and practitioner, Megan. As first an intern then a full-time employee at HP Inc, Megan experienced clashes between the classroom and workplace, which she sought to reconcile. In addition, she also had to learn to assert herself as a subject matter expert (SME) while working alongside SMEs. This navigation was not something her education necessarily prepared her for, and when compared to surveyed graduates’ experiences, may be something programs could emphasize. We conclude with recommendations for how academic programs can incorporate conversations about expertise and equip students to assert themselves as communication SMEs and build on that expertise after graduation
