    Generalized Euler Angle Paramterization for SU(N)

    In a previous paper (math-ph/0202002) an Euler angle parameterization for SU(4) was given. Here we present the derivation of a generalized Euler angle parameterization for SU(N). The formula for the calculation of the Haar measure for SU(N) as well as its relation to Marinov's volume formula for SU(N) will also be derived. As an example of this parameterization's usefulness, the density matrix parameterization and invariant volume element for a qubit/qutrit, three qubit and two three-state systems, also known as two qutrit systems, will also be given.Comment: 36 pages, no figures; added qubit/qutrit work, corrected minor definition problems and clarified Haar measure derivation.     Reproducibility of left ventricular mass measurements by two-dimensional and M-mode echocardiography

    AbstractBoth two-dimensional and M-mode echocardiography provide accurate estimates of left ventricular mass. However, their reproducibility in serial studies has not been compared, although this issue is critical to evaluation of regression of hypertrophy. To determine which technique provides more reproducible estimates of left ventricular mass, three serial studies were performed prospectively in each of eight normal adults over 5 months. Both two-dimensional and M-mode echocardiograms were obtained at each of these 24 studies. Measurements were performed by two independent observers who did not know patient identity. For the two-dimensional method, left ventricular mass was determined with use of a computer light-pen system and the truncated ellipsoid formula. For the M-mode method, mass was calculated from Penn convention measurements with use of the cube formula.At study 1 the group mean left ventricular mass by two-dimensional echocardiography (115 ± 20 g) did not differ from that by M-mode study (127± 37 g, p = NS). However, serial estimates of left ventricular mass were more reproducible by two-dimensional echocardiography. The mean difference among the three serial two-dimensional studies in each individual was 4.8 ± 4 g (4.2 ± 3%) by the two-dimensional method, but was 18.5 ± 13 g (14.9 ± 10%) by the M-mode method (p = 0.01). Interobserver results for left ventricular mass by two-dimensional echocardiography correlated closely (r = 0.95, n = 24, p < 0.001).The superior reproducibility of two-dimensional echocardiographic estimates of left ventricular mass in normal adults supports the use of two-dimensional echocardiography when serial studies are to be performed

    South Carolina Department of Transportation and the United States Department of Agriculture, Partnering for Success in Migratory Bird Treaty Act Compliance: A Case Study

    The South Carolina Department of Transportation (SCDOT) is responsible for maintaining over 8,400 bridges statewide and several species of migratory birds use these structures as nesting locations. These birds, including their nests and eggs, are protected under the Migratory Bird Treaty Act (MBTA). During a review of MBTA compliance in 2014, SCDOT concluded that they had no procedures in place to allow take to occur when active migratory bird nests were found within project limits. Project delays were the only management method available when active nests were found. SCDOT entered a Cooperative Service Agreement with USDA Wildlife Services (WS) in 2016 to address MBTA compliance on SCDOT projects. The agreement called for WS to manage migratory birds at bridge projects to prevent project delays. WS would repeatedly visit bridge projects, survey the bridges for nests, and remove the nests before they became active. Since 2016, WS has inspected 233 bridges and migratory birds were present at approximately 66% of those bridges with a total of 9,250 inactive nests being removed using a variety of methods. Since the partnership’s inception, construction delays due to migratory birds have been completely avoided with an average cost per project of $1,525. With the passage of a new motor fuel user fee in South Carolina, SCDOT plans to replace 465 bridges over the next 10 years. This increase in work will require continued development and implementation of the partnership to effectively meet the rapidly growing transportation needs while minimizing impacts to species protected under the MBTA
